電站龍頭
洪家渡水(shui)庫(ku)(ku)壩(ba)址(zhi)以(yi)上控制流域面積(ji)9900平方公里,占六沖(chong)河(he)流域面積(ji)的(de)91%。壩(ba)址(zhi)多年平均流量155立(li)方米(mi)/秒,多年平均徑流量48.9億立(li)方米(mi)。水(shui)庫(ku)(ku)為山(shan)區峽谷(gu)和湖泊混合型(xing),正常(chang)蓄水(shui)位(wei)時回(hui)水(shui)長84.89km,
最寬(kuan)處3.57km,水面面積80.5平方(fang)公(gong)里。淹(yan)沒(mei)耕地6.3萬(wan)畝,需遷(qian)移人口4.5萬(wan)人。 水庫總庫容49.47億立(li)方(fang)米,調(diao)(diao)節庫容33.61億立(li)方(fang)米,是烏江11個梯級電站中(zhong)唯一(yi)對水量具有多年調(diao)(diao)節能(neng)力(li)的“龍頭”電站。
由于水(shui)庫的(de)調(diao)節(jie)作用,枯(ku)水(shui)期調(diao)節(jie)流量(liang)增(zeng)加,汛期減少(shao)下(xia)游梯(ti)級調(diao)峰棄水(shui),可(ke)(ke)大幅(fu)度提高(gao)(gao)烏江(jiang)(jiang)干流發電(dian)(dian)(dian)(dian)效益(yi)。近期可(ke)(ke)提高(gao)(gao)東風(feng)、烏江(jiang)(jiang)渡(du)(du)兩電(dian)(dian)(dian)(dian)站保證出力(li)239MW,增(zeng)加電(dian)(dian)(dian)(dian)量(liang)(水(shui)力(li)補償(chang)加電(dian)(dian)(dian)(dian)力(li)補償(chang))11.79億kW.h,包(bao)括洪(hong)家渡(du)(du)本身電(dian)(dian)(dian)(dian)量(liang)共計(ji)27.73億kW.h,其(qi)中59%為枯(ku)期電(dian)(dian)(dian)(dian)量(liang),45%為高(gao)(gao)峰電(dian)(dian)(dian)(dian)量(liang),電(dian)(dian)(dian)(dian)能(neng)質量(liang)優良(liang)。遠期可(ke)(ke)增(zeng)加全梯(ti)級保證出力(li)833MW,年增(zeng)發電(dian)(dian)(dian)(dian)量(liang)15.96億kW.h。烏江(jiang)(jiang)渡(du)(du)電(dian)(dian)(dian)(dian)站和東風(feng)電(dian)(dian)(dian)(dian)站也可(ke)(ke)適當增(zeng)加裝(zhuang)機(ji)容量(liang)約520MW。還可(ke)(ke)改善下(xia)游東風(feng)和烏江(jiang)(jiang)渡(du)(du)的(de)運(yun)行(xing)條(tiao)件,分(fen)別提高(gao)(gao)東風(feng)、烏江(jiang)(jiang)渡(du)(du)運(yun)行(xing)死(si)水(shui)位14m和15m,減少(shao)烏江(jiang)(jiang)渡(du)(du)受(shou)阻容量(liang)210MW,避免水(shui)輪發電(dian)(dian)(dian)(dian)機(ji)組在(zai)震(zhen)動區(qu)運(yun)行(xing),對(dui)機(ji)組的(de)安全十分(fen)有利。由此可(ke)(ke)見,電(dian)(dian)(dian)(dian)站對(dui)下(xia)游的(de)補償(chang)效益(yi)大于本身效益(yi)。
電站建設
洪家渡工(gong)程(cheng)實(shi)(shi)際進程(cheng)是1997年(nian)(nian)(nian)開(kai)(kai)始電(dian)(dian)(dian)站籌建(jian)準備,2000年(nian)(nian)(nian)3月(yue)導流洞(dong)開(kai)(kai)工(gong),2000年(nian)(nian)(nian)6月(yue)壩肩開(kai)(kai)挖,2000年(nian)(nian)(nian)11月(yue)8日,作(zuo)為國家“西電(dian)(dian)(dian)東送(song)”啟動項目(mu)正式工(gong)程(cheng)開(kai)(kai)工(gong),2001年(nian)(nian)(nian)10月(yue)15日實(shi)(shi)現大江截(jie)流,2002年(nian)(nian)(nian)導流洞(dong)完成建(jian)設(she),2002年(nian)(nian)(nian)5月(yue)大壩工(gong)程(cheng)達到100年(nian)(nian)(nian)一遇度汛(xun)狀態。根(gen)據烏江水(shui)電(dian)(dian)(dian)開(kai)(kai)發公司(si)調整后(hou)的(de)工(gong)期(qi)目(mu)標,2004年(nian)(nian)(nian)7月(yue)洪家渡水(shui)電(dian)(dian)(dian)站首臺機(ji)組(zu)順利發電(dian)(dian)(dian),10月(yue)第二臺機(ji)組(zu)發電(dian)(dian)(dian),12月(yue)第三(san)臺機(ji)組(zu)發電(dian)(dian)(dian),目(mu)前(qian)主體(ti)工(gong)程(cheng)已進入收尾階段,其總工(gong)期(qi)較初步設(she)計(ji)提前(qian)兩年(nian)(nian)(nian),并創造了(le)一年(nian)(nian)(nian)內三(san)臺發電(dian)(dian)(dian)機(ji)組(zu)投產發電(dian)(dian)(dian)的(de)水(shui)電(dian)(dian)(dian)建(jian)設(she)奇(qi)跡,目(mu)前(qian)電(dian)(dian)(dian)廠(chang)累計(ji)發電(dian)(dian)(dian)量7億千瓦時。 總工(gong)期(qi)比初步設(she)計(ji)提前(qian)兩年(nian)(nian)(nian)。
電站意義
國家(jia)首批七(qi)個“西(xi)(xi)(xi)(xi)電(dian)東(dong)送”工(gong)程主會場(chang)均設(she)在此地,時(shi)任國務院總(zong)理的(de)(de)朱鎔基在工(gong)程開(kai)(kai)(kai)工(gong)的(de)(de)賀電(dian)中(zhong)說道(dao):洪(hong)家(jia)渡水電(dian)站“西(xi)(xi)(xi)(xi)電(dian)東(dong)送”工(gong)程的(de)(de)開(kai)(kai)(kai)工(gong),標(biao)(biao)志(zhi)著(zhu)西(xi)(xi)(xi)(xi)部大(da)開(kai)(kai)(kai)發(fa)拉(la)開(kai)(kai)(kai)序幕(mu)。 “西(xi)(xi)(xi)(xi)電(dian)東(dong)送”工(gong)程是中(zhong)國西(xi)(xi)(xi)(xi)部大(da)開(kai)(kai)(kai)發(fa)的(de)(de)標(biao)(biao)志(zhi)性工(gong)程之(zhi)一。“西(xi)(xi)(xi)(xi)電(dian)東(dong)送”是指開(kai)(kai)(kai)發(fa)貴(gui)州、云南(nan)、廣西(xi)(xi)(xi)(xi)、四川、內蒙古、山西(xi)(xi)(xi)(xi)、陜西(xi)(xi)(xi)(xi)等西(xi)(xi)(xi)(xi)部省區的(de)(de)電(dian)力(li)資源(yuan),將其輸送到電(dian)力(li)緊缺的(de)(de)廣東(dong)、上海、江(jiang)蘇、浙江(jiang)和(he)京、津、唐地區。
該電(dian)站在貴州(zhou)(zhou)電(dian)網(wang)中主(zhu)要承擔調峰、調頻和備用,改(gai)善(shan)電(dian)網(wang)運(yun)行條件,并具有防(fang)洪、工農(nong)業供水(shui)、改(gai)善(shan)生態環(huan)境、旅游、水(shui)產養殖(zhi)、改(gai)善(shan)航運(yun)等綜(zong)合效(xiao)益(yi)。該電(dian)站的(de)(de)(de)興建,無(wu)論對(dui)烏江梯(ti)級(ji)的(de)(de)(de)"流域、梯(ti)級(ji)、滾動、綜(zong)合"開(kai)發(fa),還是對(dui)貴州(zhou)(zhou)電(dian)力結(jie)構的(de)(de)(de)優化,以及對(dui)貴州(zhou)(zhou)經濟(ji)的(de)(de)(de)振(zhen)興,都有著重(zhong)要的(de)(de)(de)作用。
洪家渡電(dian)(dian)站(zhan)提前建成(cheng)投(tou)產,對增強(qiang)烏江(jiang)下游各梯級電(dian)(dian)站(zhan)的(de)(de)(de)發(fa)電(dian)(dian)出力以(yi)及貴州電(dian)(dian)網(wang)的(de)(de)(de)調峰調頻能(neng)力將(jiang)發(fa)揮(hui)重要作(zuo)用,有助于(yu)加(jia)快貴州“西電(dian)(dian)東送(song)”步伐。近(jin)期通過(guo)對水量的(de)(de)(de)調節,烏江(jiang)下游已(yi)建成(cheng)的(de)(de)(de)東風和烏江(jiang)渡水電(dian)(dian)站(zhan),年(nian)發(fa)電(dian)(dian)量將(jiang)可增加(jia)15億千瓦時以(yi)上。
水土保持
按照水(shui)利部批復的《烏江洪家渡(du)水(shui)電(dian)站水(shui)土(tu)保持方案》,貴州烏江水(shui)電(dian)開(kai)發有限責(ze)任公司組織實施(shi)了壩體邊坡防護、棄渣(zha)場(chang)整(zheng)治、料場(chang)整(zheng)治、施(shi)工場(chang)地(di)及營地(di)整(zheng)治和綠化、下游河道(dao)整(zheng)治及對外道(dao)路防護等(deng)水(shui)土(tu)保持措(cuo)施(shi),完成(cheng)土(tu)石方工程124.1萬立方米,栽植(zhi)林木32.1萬株,種草(cao)28.0公頃(qing)。項目區擾動(dong)土(tu)地(di)治理(li)率為(wei)91.4%,水(shui)土(tu)流(liu)失治理(li)程度為(wei)84.9%,水(shui)土(tu)流(liu)失控制比為(wei)1.5,植(zhi)被(bei)恢復系數(shu)為(wei)達到93.1%,林草(cao)覆蓋(gai)率為(wei)64.6%,攔渣(zha)率為(wei)95.4%。
