工程簡介
喀(ka)什塔(ta)什庫(ku)爾(er)干(gan)縣興建的(de)(de)下(xia)坂地水利(li)樞(shu)紐(niu)工(gong)程是2001年國務院批(pi)準的(de)(de)《塔(ta)里木河(he)(he)流域(yu)近期(qi)綜合治理規劃》中(zhong)(zhong)確定的(de)(de)唯一(yi)(yi)山區(qu)水利(li)樞(shu)紐(niu)工(gong)程,屬國家、新疆(jiang)維吾爾(er)自治區(qu)重點工(gong)程建設項目,位于塔(ta)里木河(he)(he)水系(xi)葉爾(er)羌河(he)(he)支流塔(ta)什庫(ku)爾(er)干(gan)河(he)(he)的(de)(de)中(zhong)(zhong)下(xia)游。工(gong)程壩址距(ju)(ju)塔(ta)什庫(ku)爾(er)干(gan)縣城45公里、距(ju)(ju)烏(wu)魯木齊1815公里。下(xia)坂地水利(li)樞(shu)紐(niu)工(gong)程總工(gong)期(qi)為55個月(yue)。其中(zhong)(zhong):施(shi)(shi)工(gong)準備期(qi)18個月(yue),主體工(gong)程施(shi)(shi)工(gong)期(qi)24.5個月(yue)(2007年9月(yue)大壩實現截流,2009年10月(yue)第一(yi)(yi)臺機組發電),工(gong)程完建期(qi)限12.5個月(yue)。
基礎設施
下(xia)坂(ban)地水(shui)(shui)利樞紐(niu)工(gong)(gong)程(cheng)位于新疆塔(ta)(ta)里(li)木河(he)源流葉爾(er)(er)(er)羌河(he)主(zhu)要(yao)(yao)支流之一的(de)塔(ta)(ta)什庫爾(er)(er)(er)干(gan)河(he)中下(xia)游(you)。樞紐(niu)工(gong)(gong)程(cheng)地處喀(ka)什地區塔(ta)(ta)什庫爾(er)(er)(er)干(gan)塔(ta)(ta)吉克自治縣(xian)班迪爾(er)(er)(er)鄉境(jing)內,距(ju)(ju)塔(ta)(ta)什庫爾(er)(er)(er)干(gan)塔(ta)(ta)吉克自治縣(xian)45km,距(ju)(ju)喀(ka)什市315km。從(cong)(cong)喀(ka)什市到塔(ta)(ta)什庫爾(er)(er)(er)干(gan)縣(xian)有314國(guo)(guo)道通過,為(wei)樞紐(niu)工(gong)(gong)程(cheng)主(zhu)要(yao)(yao)對外交通道路(lu),從(cong)(cong)工(gong)(gong)程(cheng)壩(ba)址至314國(guo)(guo)道。該工(gong)(gong)程(cheng)主(zhu)要(yao)(yao)任務是以生態補水(shui)(shui)及春旱供水(shui)(shui)為(wei)主(zhu),結合發電的(de)綜合性Ⅱ等大(da)型工(gong)(gong)程(cheng)。水(shui)(shui)庫正常擋水(shui)(shui)位2960m,總庫容(rong)8.67億m3,電站總裝機150MW。樞紐(niu)建筑(zhu)物由攔河(he)壩(ba)、導(dao)流泄洪(hong)洞、引水(shui)(shui)發電洞和電站廠房四部分組成。
新疆(jiang)下(xia)(xia)坂(ban)地(di)(di)水(shui)利樞紐(niu)(niu)工(gong)(gong)(gong)程(cheng)(cheng)建(jian)設平均(jun)(jun)海(hai)拔高(gao)度(du)3050米(mi),工(gong)(gong)(gong)程(cheng)(cheng)總庫容8.67億(yi)(yi)立方(fang)米(mi),電站裝機(ji)(3×50MW)150Mw,平均(jun)(jun)發電量(liang)4.644億(yi)(yi)Kw.h;該工(gong)(gong)(gong)程(cheng)(cheng)可防(fang)御洪水(shui)標準為100年一(yi)遇,大(da)壩地(di)(di)震設防(fang)標準為8.5度(du)。下(xia)(xia)坂(ban)地(di)(di)水(shui)利樞紐(niu)(niu)工(gong)(gong)(gong)程(cheng)(cheng)的(de)(de)興建(jian),可替代塔河(he)下(xia)(xia)游16座平原水(shui)庫蓄水(shui),并能(neng)滿足(zu)葉(xie)河(he)向(xiang)塔河(he)多年輸(shu)水(shui)并使(shi)農田(tian)灌區(qu)提(ti)高(gao),緩解喀什(shen)、克州的(de)(de)嚴(yan)重(zhong)缺(que)電問題(ti),對促進(jin)地(di)(di)區(qu)經濟和社會發展,穩固邊疆(jiang)政治和社會穩定方(fang)面都具有十分重(zhong)要和深(shen)遠的(de)(de)意義。下(xia)(xia)坂(ban)地(di)(di)水(shui)利樞紐(niu)(niu)工(gong)(gong)(gong)程(cheng)(cheng)自2005年開始建(jian)設以來(lai),擔任施工(gong)(gong)(gong)任務的(de)(de)葛洲(zhou)壩集(ji)(ji)團、新工(gong)(gong)(gong)集(ji)(ji)團等(deng)(deng)10多家單位(wei)工(gong)(gong)(gong)作人員克服高(gao)寒缺(que)氧和風沙肆(si)虐(nve)等(deng)(deng)困難,先后突破地(di)(di)質結構復雜、高(gao)邊坡、深(shen)度(du)覆蓋層等(deng)(deng)技術難題(ti),使(shi)工(gong)(gong)(gong)程(cheng)(cheng)得以順利進(jin)行。一(yi)期(qi)工(gong)(gong)(gong)程(cheng)(cheng)難度(du)最(zui)大(da)的(de)(de)高(gao)7米(mi)、寬8.5米(mi)、全長1425.85米(mi)的(de)(de)導流泄洪洞已竣工(gong)(gong)(gong);豎井正在(zai)(zai)進(jin)行最(zui)后的(de)(de)緊張封(feng)頂;在(zai)(zai)406米(mi)長的(de)(de)大(da)壩壩基上,葛洲(zhou)壩集(ji)(ji)團的(de)(de)45臺深(shen)度(du)鉆機(ji)正在(zai)(zai)向(xiang)地(di)(di)下(xia)(xia)150米(mi)的(de)(de)基巖層進(jin)行帷幕灌漿;全長35公里的(de)(de)左岸(an)對外交通道路工(gong)(gong)(gong)程(cheng)(cheng)已進(jin)入到最(zui)后瀝(li)青處(chu)理階段,計(ji)劃10月底完工(gong)(gong)(gong)。
防洪設施
大(da)壩(ba)基礎(chu)防(fang)滲(shen)(shen)(shen)采用“覆蓋層(ceng)(ceng)上(shang)墻下幕(mu)和(he)基巖(yan)帷(wei)(wei)幕(mu)灌(guan)漿(jiang)”綜合(he)處(chu)理方(fang)案(an),合(he)同和(he)以(yi)(yi)(yi)往的(de)(de)(de)項目比較有以(yi)(yi)(yi)下特(te)點:①施(shi)(shi)工方(fang)案(an)特(te)殊:由(you)于(yu)冰(bing)磧砂礫石覆蓋厚(hou)達150m,所(suo)以(yi)(yi)(yi)在覆蓋層(ceng)(ceng)中采用了上(shang)部深85m,厚(hou)1m的(de)(de)(de)混凝土防(fang)滲(shen)(shen)(shen)墻下接4排(pai)灌(guan)漿(jiang)帷(wei)(wei)幕(mu)來全部截(jie)斷覆蓋層(ceng)(ceng)滲(shen)(shen)(shen)流防(fang)滲(shen)(shen)(shen)方(fang)案(an);由(you)于(yu)基巖(yan)強(qiang)風(feng)化帶厚(hou),節理裂隙發育,左岸(an)(an)(an)(an)防(fang)滲(shen)(shen)(shen)帷(wei)(wei)幕(mu)采用3排(pai)灌(guan)漿(jiang)孔,右岸(an)(an)(an)(an)帷(wei)(wei)幕(mu)為(wei)單排(pai)孔。②地(di)質(zhi)條(tiao)件復雜:冰(bing)磧砂礫石覆蓋層(ceng)(ceng)中含山(shan)體(ti)(ti)崩落(luo)體(ti)(ti),河流沖積(ji)物(wu)交錯沉(chen)積(ji),大(da)小不(bu)一(yi),最大(da)的(de)(de)(de)達到(dao)10m以(yi)(yi)(yi)上(shang);兩(liang)岸(an)(an)(an)(an)山(shan)體(ti)(ti)風(feng)化帶厚(hou),風(feng)化裂隙嚴重(zhong);地(di)層(ceng)(ceng)的(de)(de)(de)滲(shen)(shen)(shen)透系(xi)數大(da),平(ping)均滲(shen)(shen)(shen)透系(xi)數在10-1~10-2。③施(shi)(shi)工條(tiao)件惡(e)劣(lie):由(you)于(yu)施(shi)(shi)工區(qu)海拔高(gao)程(cheng)(cheng)2900,兩(liang)岸(an)(an)(an)(an)山(shan)體(ti)(ti)常(chang)年積(ji)雪,且無(wu)植被,十分缺氧;夏(xia)季(ji)泥石流時有發生(sheng);整夜風(feng)沙(sha)不(bu)停(ting);施(shi)(shi)工區(qu)夏(xia)天只有半天的(de)(de)(de)日曬時間;每年10月底就(jiu)進入寒(han)冷的(de)(de)(de)冬季(ji)。④施(shi)(shi)工資源(yuan)調(diao)集困難:由(you)于(yu)工程(cheng)(cheng)地(di)處(chu)偏遠地(di)區(qu),周邊(bian)城鎮幾乎(hu)無(wu)任何(he)資源(yuan)可調(diao),350km以(yi)(yi)(yi)外的(de)(de)(de)喀什資源(yuan)也極(ji)為(wei)有限。⑤施(shi)(shi)工場地(di)狹窄,施(shi)(shi)工干擾(rao)大(da):整個河谷軸線長370m,左右兩(liang)岸(an)(an)(an)(an)有高(gao)邊(bian)坡開(kai)挖、導流洞和(he)引(yin)水隧洞開(kai)挖,河床防(fang)滲(shen)(shen)(shen)施(shi)(shi)工又分為(wei)左右兩(liang)個標段(duan),施(shi)(shi)工干擾(rao)大(da)。
經濟效益
下坂地(di)水利樞(shu)紐工程(cheng)(cheng)(cheng)是塔里木河流(liu)域(yu)(yu)綜合(he)治(zhi)理項目之一,工程(cheng)(cheng)(cheng)以春季早供水、生態(tai)補水、發(fa)電等為(wei)建(jian)設目標。工程(cheng)(cheng)(cheng)建(jian)成后,總庫容量可達8.67億立方米,將在很大程(cheng)(cheng)(cheng)度(du)上改變葉爾羌河流(liu)域(yu)(yu)“春旱(han)、夏洪、秋缺(que)(que)(que)、冬(dong)枯”的狀況。這工程(cheng)(cheng)(cheng)建(jian)設施(shi)工區域(yu)(yu)海拔高(gao),高(gao)地(di)震烈度(du)、高(gao)邊坡(po)處理、深覆蓋層等復雜的地(di)質地(di)貌結構中國罕見,施(shi)工條件艱(jian)苦(ku),技術要求高(gao)。工程(cheng)(cheng)(cheng)匯集了來(lai)自全國各地(di)的優秀水利施(shi)工隊伍。自工程(cheng)(cheng)(cheng)開工建(jian)設以來(lai),建(jian)設者(zhe)們(men)發(fa)揚(yang)“艱(jian)苦(ku)不怕苦(ku)、缺(que)(que)(que)氧不缺(que)(que)(que)志氣”的精神(shen),保(bao)證(zheng)了各項工程(cheng)(cheng)(cheng)的按時完工。
工程總量
下坂地水(shui)(shui)(shui)利樞紐工程是(shi)(shi)國務(wu)院批復的《塔里木河流域近期綜(zong)合治理規劃報(bao)告》中(zhong)確(que)定的唯一(yi)的一(yi)座大(da)型山(shan)區水(shui)(shui)(shui)利樞紐工程。它位(wei)于(yu)新疆喀什(shen)地區葉爾羌河主(zhu)要支流之一(yi)的塔什(shen)庫(ku)爾干河中(zhong)游,是(shi)(shi)以生態(tai)補水(shui)(shui)(shui)、春旱供水(shui)(shui)(shui)為(wei)主(zhu),結合發電的綜(zong)合性水(shui)(shui)(shui)利工程,是(shi)(shi)造(zao)福喀、克(ke)兩(liang)地州400萬(wan)各族人民的富民工程。項(xiang)目經(jing)過喀什(shen)地委、行署五屆領導班(ban)子(zi)、兩(liang)代水(shui)(shui)(shui)利人,二十多年(nian)的不懈努力,于(yu)2005年(nian)12月經(jing)國家批準立項(xiang)建設。工程總投資18.06 億(yi)元,總庫(ku)容 8.67 億(yi)立方米,電機裝機15 萬(wan)千瓦。工程主(zhu)要建筑物有攔河閘、導流泄(xie)洪洞、引(yin)水(shui)(shui)(shui)發電洞、電站(zhan)廠房(fang)組成。
下設分站
辛(xin)迪中心站址位(wei)于下坂地管(guan)理(li)站二級臺(tai)地,出(chu)露地層(ceng)均為第四系沖洪積物,上部(bu)巖(yan)性為砂壤(rang)土層(ceng),灰黃色(se),較(jiao)疏松,含(han)植物根(gen)系,具水平層(ceng)理(li),厚(hou)度1.5~2.5M;下部(bu)巖(yan)性為卵石層(ceng),中密,次圓(yuan)~渾(hun)圓(yuan)狀(zhuang),粒徑一(yi)般5~12CM,礫石、砂土充填(tian),土含(han)量相對較(jiao)高,成份由角閃片(pian)麻巖(yan)及角閃斜長片(pian)巖(yan)組(zu)成,厚(hou)度大于15M。地下水位(wei)埋深不(bu)詳。
布達爾水(shui)文站址位于塔什庫爾干(gan)河右岸河漫(man)灘,出露地層均(jun)為(wei)第四系統沖(chong)洪積物,上(shang)部巖(yan)性(xing)為(wei)砂(sha)壤土(tu)層,灰黃(huang)色(se),疏松(song),含(han)植物根系,厚(hou)度0.3~0.5M;下部巖(yan)性(xing)為(wei)卵石層,灰白色(se),中密,渾(hun)圓狀,分選性(xing)較好,粒徑(jing)一般6~10CM,最(zui)大(da)15~20CM,含(han)量約占65%,礫石、砂(sha)土(tu)充填,成份以砂(sha)巖(yan)、大(da)理巖(yan)、灰巖(yan)為(wei)主,厚(hou)度大(da)于10M。地下水(shui)位埋(mai)深(shen)5~6M。
伊(yi)爾列(lie)黑水文站位于塔什(shen)庫爾干河左岸(an)河漫灘,出露地(di)(di)層均為(wei)(wei)(wei)第(di)四系沖(chong)洪積物,巖(yan)性:上部(bu)(bu)為(wei)(wei)(wei)卵(luan)石層,灰(hui)白色(se),中(zhong)密(mi)(mi),次(ci)圓~渾圓狀(zhuang),粒(li)(li)徑(jing)一般(ban)6~15CM,含(han)(han)量約占58%,含(han)(han)漂(piao)石,最大(da)粒(li)(li)徑(jing)20~40CM,角(jiao)(jiao)礫、砂(sha)土(tu)充填,成(cheng)份(fen)(fen)以(yi)(yi)角(jiao)(jiao)閃(shan)片麻巖(yan)、片巖(yan)為(wei)(wei)(wei)主(zhu),厚(hou)4~5M;中(zhong)部(bu)(bu)為(wei)(wei)(wei)角(jiao)(jiao)礫層,灰(hui)白色(se),中(zhong)密(mi)(mi),棱角(jiao)(jiao)狀(zhuang)、片狀(zhuang),粒(li)(li)徑(jing)一般(ban)1~2CM,含(han)(han)量約占70%,局部(bu)(bu)含(han)(han)碎(sui)石,砂(sha)土(tu)充填,成(cheng)份(fen)(fen)以(yi)(yi)片巖(yan)為(wei)(wei)(wei)主(zhu),厚(hou)度0.3~0.8M;下(xia)部(bu)(bu)為(wei)(wei)(wei)卵(luan)石層,灰(hui)白色(se),中(zhong)密(mi)(mi),次(ci)渾圓狀(zhuang),粒(li)(li)徑(jing)一般(ban)6~10CM,含(han)(han)量約占73%,含(han)(han)漂(piao)石,最大(da)粒(li)(li)徑(jing)20~40CM,成(cheng)份(fen)(fen)以(yi)(yi)角(jiao)(jiao)閃(shan)片麻巖(yan)、片巖(yan)為(wei)(wei)(wei)主(zhu),厚(hou)度大(da)于10M。地(di)(di)下(xia)水位埋深4.5~5M。
投入運營
新疆下(xia)班地水利樞紐(niu)(niu)工(gong)(gong)(gong)(gong)程(cheng)(cheng)是塔里木(mu)河流域近期綜(zong)合治(zhi)理項目中唯(wei)一的(de)山區水庫工(gong)(gong)(gong)(gong)程(cheng)(cheng),也(ye)是自(zi)治(zhi)區重(zhong)點水利工(gong)(gong)(gong)(gong)程(cheng)(cheng),下(xia)坂地水利工(gong)(gong)(gong)(gong)程(cheng)(cheng)于2005年(nian)12月獲(huo)國家批準建設(she),工(gong)(gong)(gong)(gong)程(cheng)(cheng)概(gai)算總(zong)投(tou)資18.06億(yi)元,總(zong)庫容(rong)(rong)量(liang)8.67億(yi)立(li)方米,電站裝(zhuang)機容(rong)(rong)量(liang)15萬千瓦時,2005年(nian)5月完(wan)成四通一平工(gong)(gong)(gong)(gong)作(zuo),2005年(nian)7月16日工(gong)(gong)(gong)(gong)程(cheng)(cheng)奠(dian)基,2007年(nian)9月26日完(wan)成工(gong)(gong)(gong)(gong)程(cheng)(cheng)截流。新疆下(xia)班地水利樞紐(niu)(niu)工(gong)(gong)(gong)(gong)程(cheng)(cheng)2500多(duo)名建設(she)者,克(ke)服海拔高,缺氧,地質(zhi)條件復(fu)雜的(de)不利因素和諸多(duo)困(kun)難,晝夜施工(gong)(gong)(gong)(gong),確保了工(gong)(gong)(gong)(gong)程(cheng)(cheng)如期推進(jin)。截止目前(qian),完(wan)成了工(gong)(gong)(gong)(gong)程(cheng)(cheng)投(tou)資資金(jin)16.33億(yi)元,完(wan)成工(gong)(gong)(gong)(gong)程(cheng)(cheng)建設(she)任務的(de)90%。
新疆(jiang)下坂地水利樞紐工程建(jian)管局副局長說(shuo):我們(men)這個(ge)(ge)地方最(zui)大的(de)困難(nan),因為它(ta)是(shi)高(gao)(gao)(gao)原地區,所以這個(ge)(ge)地方缺氧,第二個(ge)(ge),我們(men)這個(ge)(ge)地方具有三高(gao)(gao)(gao)一(yi)(yi)深(shen)的(de)特(te)點,三高(gao)(gao)(gao)主要是(shi)高(gao)(gao)(gao)海拔、高(gao)(gao)(gao)邊坡、高(gao)(gao)(gao)地震裂度,一(yi)(yi)深(shen)是(shi)我們(men)大壩這一(yi)(yi)塊的(de)基(ji)礎(chu)覆(fu)蓋(gai)層深(shen)度150米(mi),處理(li)起(qi)來(lai)也(ye)非(fei)常困難(nan),在(zai)技術的(de)角度上講,高(gao)(gao)(gao)邊坡處理(li)起(qi)來(lai)也(ye)非(fei)常困難(nan),再加(jia)上工期非(fei)常緊張,有效的(de)施工期比較(jiao)短,高(gao)(gao)(gao)原地區嘛,所以大家(jia)在(zai)這個(ge)(ge)過(guo)程中(zhong),加(jia)班加(jia)點,在(zai)廣(guang)大建(jian)設者們(men)付出了(le)非(fei)常大的(de)努力(li),也(ye)付出了(le)非(fei)常大的(de)艱(jian)辛,這個(ge)(ge)終于迎(ying)來(lai)了(le)咱們(men)首(shou)臺機組的(de)發電。
下班(ban)地(di)水利樞紐工程首臺機組(zu)的發電運(yun)營,對塔什庫爾干縣經濟社會發展也將(jiang)起到積極的促進作用。
塔什庫爾干塔吉(ji)克自治縣(xian)縣(xian)委書記臧(zang)愛武同期聲(sheng):下(xia)班地(di)水利(li)樞紐工(gong)(gong)程,首臺機組發電將會緩解我們(men)工(gong)(gong)業用電緊(jin)張(zhang)的(de)問題,等今(jin)年(nian)110變電所的(de)建(jian)設(she)開工(gong)(gong)到明年(nian)年(nian)初建(jian)成,將從根(gen)本上解決我們(men)縣(xian)工(gong)(gong)業發展電力不足的(de)問題,將為(wei)塔什庫爾干縣(xian)實(shi)現跨(kua)越式發展和(he)長治久安(an)奠定(ding)一定(ding)得(de)基礎(chu)。
