沙(sha)(sha)溪口(kou)水(shui)(shui)電(dian)(dian)(dian)(dian)站位(wei)于(yu)福(fu)(fu)建省南(nan)平(ping)市(shi)上游(you)的西溪上(即(ji)沙(sha)(sha)溪與富屯溪匯合(he)口(kou)處之下游(you)約5.5公(gong)(gong)里),距(ju)市(shi)區14公(gong)(gong)里。該電(dian)(dian)(dian)(dian)站距(ju)福(fu)(fu)州市(shi)185公(gong)(gong)里,距(ju)三(san)明市(shi)95公(gong)(gong)里。電(dian)(dian)(dian)(dian)站建成后(hou)供(gong)電(dian)(dian)(dian)(dian)福(fu)(fu)建省電(dian)(dian)(dian)(dian)網。沙(sha)(sha)溪口(kou)水(shui)(shui)電(dian)(dian)(dian)(dian)站水(shui)(shui)庫呈“丫”型(xing),當正常蓄水(shui)(shui)位(wei)88米時,水(shui)(shui)庫面(mian)積為(wei)(wei)17.5平(ping)方公(gong)(gong)里。1980年省革委會在南(nan)平(ping)召開沙(sha)(sha)溪口(kou)水(shui)(shui)電(dian)(dian)(dian)(dian)站選壩(ba)址會議,確定設(she)計方案為(wei)(wei):河床式(shi)徑流發電(dian)(dian)(dian)(dian),壩(ba)形(xing)為(wei)(wei)混(hun)凝土(tu)重(zhong)力壩(ba),安裝4臺由富春江水(shui)(shui)工(gong)機械(xie)廠制(zhi)造的7.5萬(wan)千(qian)瓦(wa)傘式(shi)水(shui)(shui)輪發電(dian)(dian)(dian)(dian)機組,保證出(chu)力5萬(wan)千(qian)瓦(wa),工(gong)程預算總投資5.58億元(后(hou)調整為(wei)(wei)7.05億元)。

沙(sha)溪口水(shui)(shui)(shui)電站水(shui)(shui)(shui)庫呈“丫”型,當正(zheng)常蓄水(shui)(shui)(shui)位(wei)88米(mi)時(shi),水(shui)(shui)(shui)庫面積為17.5平方公(gong)里。按20年一遇洪(hong)水(shui)(shui)(shui)標準移民(min),初期(qi)(qi)運行,汛期(qi)(qi)81米(mi),汛后83米(mi);后期(qi)(qi)運行,汛后水(shui)(shui)(shui)位(wei)88米(mi),遷移人(ren)口9442人(ren)。按2年一遇洪(hong)水(shui)(shui)(shui)標準征地,淹沒耕地6389畝。

建設過程
本(ben)電(dian)站由水(shui)電(dian)部華東勘(kan)測設計(ji)(ji)(ji)院(yuan)設計(ji)(ji)(ji),集(ji)團(tuan)公司(si)水(shui)電(dian)閩江工程局施工。電(dian)站于(yu)1980年列入國家基建計(ji)(ji)(ji)劃(hua),1983年3月正式籌建,于(yu)1987年12月第一臺機組(zu)投(tou)產發電(dian)。
規劃設計
1980年(nian)省革委會(hui)在南平召開沙溪口(kou)水電(dian)站選壩(ba)址會(hui)議(yi),確(que)定(ding)設計方案為:河床式徑流(liu)發電(dian),壩(ba)形為混凝土(tu)重(zhong)力壩(ba),安裝(zhuang)4臺由富春江水工機械廠(chang)制造的7.5萬(wan)千瓦(wa)傘式水輪發電(dian)機組,保(bao)證出(chu)力5萬(wan)千瓦(wa),工程預算總投資5.58億元(yuan)(后調整為7.05億元(yuan))。
工程開工
1983年(nian)2月(yue)(yue)(yue),沙溪口(kou)水(shui)(shui)力(li)發(fa)電(dian)廠(chang)籌備處成立。5月(yue)(yue)(yue),引進(jin)科(ke)威特低息(xi)貸款900萬第(di)(di)拉爾(約(yue)合3060萬美元(yuan))。1983年(nian)9月(yue)(yue)(yue),按國家審定的(de)概算總投資對工(gong)(gong)(gong)程(cheng)(cheng)實行總承包的(de)水(shui)(shui)電(dian)部閩江(jiang)工(gong)(gong)(gong)程(cheng)(cheng)局(ju)根據“分(fen)期(qi)圍堰(yan)、二(er)期(qi)圍堰(yan)擋(dang)水(shui)(shui)發(fa)電(dian)”的(de)施工(gong)(gong)(gong)方案破土(tu)動(dong)工(gong)(gong)(gong)。歷時5個(ge)月(yue)(yue)(yue),一期(qi)工(gong)(gong)(gong)程(cheng)(cheng)圍堰(yan)閉氣,達到71米高程(cheng)(cheng)。1984年(nian)7月(yue)(yue)(yue),主體工(gong)(gong)(gong)程(cheng)(cheng)開(kai)(kai)工(gong)(gong)(gong)。閩江(jiang)工(gong)(gong)(gong)程(cheng)(cheng)局(ju)第(di)(di)一工(gong)(gong)(gong)程(cheng)(cheng)處在(zai)水(shui)(shui)電(dian)部指導下(xia),進(jin)行龜裂松動(dong)和水(shui)(shui)平(ping)預裂控制爆破,效率比普通爆破提高40%。在(zai)水(shui)(shui)工(gong)(gong)(gong)基礎的(de)開(kai)(kai)挖過程(cheng)(cheng)中,施工(gong)(gong)(gong)單(dan)位(wei)(wei)實行“三檢制度”,即第(di)(di)一工(gong)(gong)(gong)程(cheng)(cheng)處質量(liang)檢驗部門進(jin)行初檢,施工(gong)(gong)(gong)技(ji)術部門進(jin)行二(er)檢,再會同華(hua)東勘測設計院等單(dan)位(wei)(wei)進(jin)行三檢,使工(gong)(gong)(gong)程(cheng)(cheng)合格率達95%以上。在(zai)混(hun)凝土(tu)施工(gong)(gong)(gong)中,第(di)(di)二(er)工(gong)(gong)(gong)程(cheng)(cheng)處對砂(sha)石(shi)料系統進(jin)行改進(jin),安裝新(xin)式粗(cu)軋機和日(ri)本(ben)進(jin)口(kou)的(de)拌和摟,采(cai)用砼(tong)澆筑滑模新(xin)工(gong)(gong)(gong)藝和碾壓混(hun)凝土(tu)技(ji)術,澆筑質量(liang)和工(gong)(gong)(gong)效分(fen)別(bie)提高15%和45%。
電站建設
1985年(nian)底,沙溪(xi)(xi)口水(shui)(shui)電(dian)(dian)(dian)站工地完成(cheng)澆筑混(hun)凝(ning)土(tu)19.5萬(wan)立(li)(li)(li)方(fang)(fang)米(mi)(mi)(mi),超計劃9.2%。翌年(nian)3~6月,西(xi)溪(xi)(xi)流(liu)域有(you)9次(ci)洪(hong)峰威脅電(dian)(dian)(dian)廠工程(cheng)。4月20日(ri),洪(hong)水(shui)(shui)流(liu)量每(mei)秒達5000多立(li)(li)(li)方(fang)(fang)米(mi)(mi)(mi),24小時(shi)水(shui)(shui)位上漲4.5米(mi)(mi)(mi),上游(you)圍堰最低處(chu)距洪(hong)水(shui)(shui)位只(zhi)有(you)20多厘米(mi)(mi)(mi)。由(you)于汛(xun)期(qi),基礎開(kai)挖(wa)和混(hun)凝(ning)土(tu)澆筑分別比計劃少7萬(wan)立(li)(li)(li)方(fang)(fang)米(mi)(mi)(mi)和3萬(wan)立(li)(li)(li)方(fang)(fang)米(mi)(mi)(mi)。汛(xun)后,水(shui)(shui)電(dian)(dian)(dian)建設(she)總(zong)局要求按期(qi)實現1號(hao)(hao)機(ji)發電(dian)(dian)(dian)的目標,并確定截流(liu)時(shi)間。1987年(nian)4月,沙溪(xi)(xi)口電(dian)(dian)(dian)廠成(cheng)立(li)(li)(li)。是(shi)年(nian)7月,大(da)壩(ba)、廠房(fang)等一期(qi)開(kai)挖(wa)工程(cheng)基本(ben)結束,共開(kai)挖(wa)土(tu)石(shi)方(fang)(fang)84萬(wan)立(li)(li)(li)方(fang)(fang)米(mi)(mi)(mi),澆筑混(hun)凝(ning)土(tu)49萬(wan)立(li)(li)(li)方(fang)(fang)米(mi)(mi)(mi)。9月1日(ri),二期(qi)圍堰截流(liu)。11月中(zhong)旬1號(hao)(hao)機(ji)設(she)備安裝(zhuang)結束,進入(ru)調試階段(duan)。該電(dian)(dian)(dian)廠位于西(xi)溪(xi)(xi)之上,距市區14公里(li)。其(qi)大(da)壩(ba)全長(chang)628米(mi)(mi)(mi),右岸1~15號(hao)(hao)壩(ba)段(duan)高(gao)74米(mi)(mi)(mi),尾水(shui)(shui)閘門高(gao)84米(mi)(mi)(mi),其(qi)余部(bu)分高(gao)93米(mi)(mi)(mi)。壩(ba)址上游(you)集(ji)雨面積(ji)(ji)約2.25萬(wan)平方(fang)(fang)公里(li),占閩江流(liu)域面積(ji)(ji)的42%。水(shui)(shui)庫容量1.54億立(li)(li)(li)方(fang)(fang)米(mi)(mi)(mi)。流(liu)量每(mei)秒778立(li)(li)(li)方(fang)(fang)米(mi)(mi)(mi)。廠房(fang)面積(ji)(ji)1.1萬(wan)平方(fang)(fang)米(mi)(mi)(mi),設(she)計裝(zhuang)機(ji)4×7.5萬(wan)千(qian)瓦。
生產管理
1988年1月,1號(hao)(hao)機(ji)(ji)轉入(ru)(ru)試(shi)生(sheng)(sheng)產(chan)期。16日,瑞典ABB公(gong)司制造的調速(su)器(qi)發(fa)(fa)(fa)生(sheng)(sheng)振動引起(qi)導水(shui)(shui)(shui)翼接(jie)力(li)器(qi)嚴重損壞,致使1號(hao)(hao)機(ji)(ji)在(zai)2月份只發(fa)(fa)(fa)電6小時(shi)。3月,因(yin)設(she)計誤差,配合尺寸不當,導致停(ting)機(ji)(ji)684小時(shi),少(shao)發(fa)(fa)(fa)電2000萬千(qian)(qian)瓦(wa)(wa)時(shi)。10月,2號(hao)(hao)機(ji)(ji)投入(ru)(ru)運行。在(zai)總結1號(hao)(hao)機(ji)(ji)組(zu)經(jing)驗的基礎(chu)上,對(dui)部分設(she)備進行技術改進。在(zai)2號(hao)(hao)機(ji)(ji)試(shi)生(sheng)(sheng)產(chan)期間,共(gong)進行技術改進100多項,機(ji)(ji)組(zu)完(wan)好(hao)率比1號(hao)(hao)機(ji)(ji)提(ti)高(gao)44%,設(she)備缺陷減少(shao)60%,但水(shui)(shui)(shui)能浪(lang)費突出。汛(xun)(xun)期,因(yin)雜(za)物堵塞攔污柵機(ji)(ji)組(zu)出力(li)降低60%,常(chang)停(ting)機(ji)(ji)棄水(shui)(shui)(shui)排(pai)污。同時(shi),施工單(dan)位為施工和防汛(xun)(xun)經(jing)常(chang)開啟溢(yi)洪閘門棄水(shui)(shui)(shui),水(shui)(shui)(shui)能浪(lang)費加劇,當年少(shao)發(fa)(fa)(fa)電約7000萬千(qian)(qian)瓦(wa)(wa)時(shi),翌年上半(ban)年少(shao)發(fa)(fa)(fa)電近1億(yi)千(qian)(qian)瓦(wa)(wa)時(shi)。下(xia)半(ban)年棄水(shui)(shui)(shui)減少(shao),同時(shi)加高(gao)臨時(shi)圍堰,發(fa)(fa)(fa)電水(shui)(shui)(shui)頭由76米(mi)增(zeng)(zeng)至(zhi)81米(mi),并在(zai)欄污柵前安裝清污機(ji)(ji),水(shui)(shui)(shui)能利用率提(ti)高(gao)21%,機(ji)(ji)組(zu)出力(li)由3萬千(qian)(qian)瓦(wa)(wa)增(zeng)(zeng)至(zhi)7.5萬千(qian)(qian)瓦(wa)(wa)。1989年12月和1990年12月,3號(hao)(hao)機(ji)(ji)和4號(hao)(hao)機(ji)(ji)先后(hou)安裝完(wan)畢,經(jing)試(shi)運行后(hou)進入(ru)(ru)試(shi)生(sheng)(sheng)產(chan)期。1990年沙(sha)溪口電廠發(fa)(fa)(fa)電5.06億(yi)千(qian)(qian)瓦(wa)(wa)時(shi)。1989~1990年累計發(fa)(fa)(fa)電13.26億(yi)千(qian)(qian)瓦(wa)(wa)時(shi)。

壩(ba)址(zhi)左(zuo)岸(an)及河床為石英(ying)片巖(yan)與(yu)(yu)云(yun)母長英(ying)片巖(yan)組互(hu)層(ceng),河床礁灘部(bu)分及右(you)岸(an)則為云(yun)母長英(ying)片巖(yan)、夾(jia)石英(ying)片巖(yan)和(he)云(yun)母片巖(yan)。巖(yan)石抗(kang)(kang)壓強度(du)一(yi)股在50MPa以(yi)上(shang)。壩(ba)址(zhi)主(zhu)要(yao)地質問(wen)題(ti)為某些壩(ba)段存在傾(qing)(qing)向下游的(de)(de)(de)云(yun)母片巖(yan)的(de)(de)(de)片理面(mian)與(yu)(yu)傾(qing)(qing)向上(shang)游的(de)(de)(de)緩傾(qing)(qing)角軟(ruan)弱結構面(mian)組成的(de)(de)(de)棱體(ti),對抗(kang)(kang)滑(hua)(hua)穩定(ding)(ding)不利。經勘探及野(ye)外試驗和(he)并抗(kang)(kang)滑(hua)(hua)穩定(ding)(ding)計(ji)(ji)算分析,認為只要(yao)對不穩定(ding)(ding)壩(ba)段的(de)(de)(de)斷裂帶在壩(ba)址(zhi)處采用開(kai)挖與(yu)(yu)回填混(hun)凝土塞的(de)(de)(de)方(fang)(fang)式處理后,能滿(man)足抗(kang)(kang)滑(hua)(hua)穩定(ding)(ding)的(de)(de)(de)要(yao)求。壩(ba)址(zhi)區地震基(ji)本(ben)烈(lie)度(du)為6度(du)。實測最大流(liu)量(liang)18000立(li)方(fang)(fang)米(mi)(mi)(mi)/秒,最小流(liu)量(liang)為78.8立(li)方(fang)(fang)米(mi)(mi)(mi)/秒,壩(ba)址(zhi)以(yi)上(shang)流(liu)域面(mian)積(ji)25562平方(fang)(fang)公里(li),占西溪流(liu)域面(mian)積(ji)的(de)(de)(de)99%,占閩江流(liu)域面(mian)積(ji)的(de)(de)(de)42%。多年(nian)(nian)(nian)平均(jun)流(liu)量(liang)778立(li)方(fang)(fang)米(mi)(mi)(mi)/秒,多年(nian)(nian)(nian)平均(jun)年(nian)(nian)(nian)徑(jing)流(liu)量(liang)245億立(li)方(fang)(fang)米(mi)(mi)(mi)。水庫按(an)百年(nian)(nian)(nian)一(yi)遇洪(hong)水設(she)計(ji)(ji),千年(nian)(nian)(nian)一(yi)遇洪(hong)水校(xiao)核。設(she)計(ji)(ji)洪(hong)水流(liu)量(liang)20300立(li)方(fang)(fang)米(mi)(mi)(mi)/秒,相應庫水位85米(mi)(mi)(mi);正常蓄水位88米(mi)(mi)(mi),相應庫容1.64億立(li)方(fang)(fang)米(mi)(mi)(mi);死水位82米(mi)(mi)(mi),調節(jie)庫容0.8億立(li)方(fang)(fang)米(mi)(mi)(mi)。屬(shu)日調節(jie)水庫。電站設(she)計(ji)(ji)水頭(tou)17.5米(mi)(mi)(mi),最大水頭(tou)24米(mi)(mi)(mi),最小水頭(tou)7米(mi)(mi)(mi)。

溢(yi)流壩(ba)段有(you)16孔開敞式(shi)溢(yi)流道,每孔寬(kuan)17米(mi),溢(yi)洪道全(quan)長326.5米(mi)。溢(yi)流孔底(di)坎高(gao)程74.3米(mi),設有(you)16扇17米(mi)×14.8米(mi)(寬(kuan)×高(gao))的(de)弧形閘門。
河(he)床(chuang)式(shi)廠(chang)(chang)(chang)房位于河(he)床(chuang)右(you)側,內(nei)設4臺軸流轉(zhuan)槳式(shi)水(shui)輪(lun)(lun)發電機(ji)組(zu)(zu),水(shui)輪(lun)(lun)機(ji)轉(zhuan)輪(lun)(lun)直(zhi)徑8米(mi),單機(ji)容(rong)量7.5萬千(qian)(qian)瓦。主(zhu)廠(chang)(chang)(chang)房長(chang)(chang)160米(mi),寬(kuan)67.9米(mi),高62.57米(mi)。機(ji)組(zu)(zu)段(duan)長(chang)(chang)113米(mi),安(an)裝場位于廠(chang)(chang)(chang)房右(you)端。副(fu)廠(chang)(chang)(chang)房布置在主(zhu)廠(chang)(chang)(chang)房下游側。2臺容(rong)量為180MVA的三(san)相(xiang)變壓器布置在尾(wei)水(shui)平臺上。110千(qian)(qian)伏(fu)(fu)和220千(qian)(qian)伏(fu)(fu)屋外開關站(zhan)布置在下游尾(wei)水(shui)渠右(you)側平臺上。
300噸級船(chuan)閘,水(shui)級為24.2米(mi)(mi),采用底部長(chang)廊(lang)道(dao)分散輸水(shui)方式(shi)。閘室尺寸130米(mi)(mi)×12米(mi)(mi)×2.5米(mi)(mi)(長(chang)×寬×最小水(shui)深)。
主(zhu)要工(gong)程量為:土石(shi)方(fang)開挖(wa)78萬(wan)(wan)(wan)立方(fang)米(mi),混凝土澆筑(zhu)79萬(wan)(wan)(wan)立方(fang)米(mi)。帷幕灌漿(jiang)1.04萬(wan)(wan)(wan)平方(fang)米(mi),固結灌漿(jiang)2.44萬(wan)(wan)(wan)平方(fang)米(mi),鋼筋、鋼材2.92萬(wan)(wan)(wan)噸(dun)。施工(gong)導(dao)流(liu)采用分期導(dao)流(liu)方(fang)式。
福建沙溪口水(shui)(shui)力(li)發電廠(chang)(chang)作為國家“七五”重點工程(cheng)建設項目(mu),籌建于1983年(nian)3月,1987年(nian)4月正(zheng)式建廠(chang)(chang),是(shi)福建省第一家引進部分(fen)外資的水(shui)(shui)電工程(cheng)。
電(dian)廠(chang)(chang)坐落在南平市境內的(de)(de)閩(min)江上游支流(liu)西溪河道上,是一座以發電(dian)為主,兼有航運綜(zong)合功能的(de)(de)低水頭徑流(liu)式(shi)日調節(jie)水電(dian)廠(chang)(chang),裝設4臺單機(ji)容量(liang)7.5萬千瓦軸流(liu)轉槳式(shi)水輪發電(dian)機(ji)組,總裝機(ji)容量(liang)為30萬千瓦,設計多年平均發電(dian)量(liang)為9.6億(yi)千瓦時(shi),既是省電(dian)網調峰調頻和事故備用(yong)的(de)(de)主力電(dian)廠(chang)(chang),又是閩(min)北輸變電(dian)的(de)(de)樞紐。
