簡介
玉樹(shu)機場(chang),又稱玉樹(shu)巴(ba)塘(tang)機場(chang),是(shi)青(qing)海(hai)省繼西(xi)寧、格爾木(mu)之(zhi)后修建的第三座民航(hang)機場(chang)。
2007年1月29日,國(guo)務院、中央(yang)軍(jun)(jun)委《關于同(tong)意新(xin)建青海(hai)玉樹民(min)用機(ji)(ji)(ji)場(chang)(chang)的批復》(國(guo)函[2007]12號)同(tong)意新(xin)建玉樹機(ji)(ji)(ji)場(chang)(chang),機(ji)(ji)(ji)場(chang)(chang)性質(zhi)為國(guo)內支線機(ji)(ji)(ji)場(chang)(chang),位于青海(hai)省玉樹州結古鎮以南18公里處(chu)的上巴塘。跑道長3800米(mi)。航(hang)站(zhan)區(qu)按滿(man)足2015年旅(lv)客吞吐量8萬(wan)人次目標設計,航(hang)站(zhan)樓4000平方米(mi)。站(zhan)坪(ping)面積按2架(jia)C類(lei)飛機(ji)(ji)(ji)自滑進(jin)出(chu)設計。建設200 ×50米(mi)軍(jun)(jun)用停機(ji)(ji)(ji)坪(ping)一塊。
地理位置
玉(yu)樹(shu)機(ji)場(chang),又被稱為“玉(yu)樹(shu)巴塘(tang)(tang)機(ji)場(chang)”,建(jian)成以后(hou),將是青海省(sheng)繼(ji)西寧、格爾木之后(hou)的(de)第三座民(min)航機(ji)場(chang)。是我國海拔第四高的(de)民(min)用機(ji)場(chang)。 玉(yu)樹(shu)機(ji)場(chang)于(yu)(yu)2007年(nian)5月開工(gong)建(jian)設(she),機(ji)場(chang)跑道已于(yu)(yu)2008年(nian)8月建(jian)設(she)完工(gong),預計2009年(nian)6月實(shi)現通航。 玉(yu)樹(shu)機(ji)場(chang)的(de)具體(ti)位置(zhi),位于(yu)(yu)青海省(sheng)玉(yu)樹(shu)藏族(zu)自治州玉(yu)樹(shu)縣巴塘(tang)(tang)鄉(xiang)上巴塘(tang)(tang)村(具體(ti)位置(zhi)是結(jie)古鎮(玉(yu)樹(shu)縣政府所在地)以南18公里處)。

歷史
玉(yu)(yu)(yu)樹巴(ba)(ba)塘(tang)(tang)機(ji)(ji)(ji)(ji)(ji)場(chang)(chang)歷史上(shang)經歷過“兩建兩廢”。1920年(nian)(nian)代,民國(guo)政府派(pai)出時任交通部公路總管理處(chu)處(chu)長(chang)趙祖康技師(shi)到青(qing)海藏(zang)區修(xiu)建機(ji)(ji)(ji)(ji)(ji)場(chang)(chang)進行(xing)(xing)實(shi)地(di)調研,他認(ren)為(wei)(wei)玉(yu)(yu)(yu)樹縣所屬“巴(ba)(ba)塘(tang)(tang)灘”為(wei)(wei)比較理想場(chang)(chang)所。1942年(nian)(nian)7月(yue)玉(yu)(yu)(yu)樹巴(ba)(ba)塘(tang)(tang)機(ji)(ji)(ji)(ji)(ji)場(chang)(chang)開工建設,巴(ba)(ba)塘(tang)(tang)機(ji)(ji)(ji)(ji)(ji)場(chang)(chang)竣工之(zhi)后(hou),1943年(nian)(nian)3月(yue),蔣介(jie)石曾派(pai)兩架偵(zhen)察機(ji)(ji)(ji)(ji)(ji)對(dui)昌都、青(qing)藏(zang)邊疆(jiang)藏(zang)軍(jun)(jun)(jun)駐防(fang)進行(xing)(xing)偵(zhen)察,飛(fei)(fei)機(ji)(ji)(ji)(ji)(ji)中(zhong)(zhong)途曾降(jiang)落(luo)在巴(ba)(ba)塘(tang)(tang)機(ji)(ji)(ji)(ji)(ji)場(chang)(chang)。同年(nian)(nian)4月(yue),國(guo)民黨軍(jun)(jun)(jun)某司令(ling)部少將處(chu)長(chang)唐井然乘飛(fei)(fei)機(ji)(ji)(ji)(ji)(ji)降(jiang)落(luo)在玉(yu)(yu)(yu)樹巴(ba)(ba)塘(tang)(tang)機(ji)(ji)(ji)(ji)(ji)場(chang)(chang),對(dui)玉(yu)(yu)(yu)樹地(di)區的(de)(de)駐防(fang)部隊(dui)進行(xing)(xing)了(le)(le)慰(wei)問。1952年(nian)(nian)10月(yue),根據西(xi)(xi)(xi)(xi)北軍(jun)(jun)(jun)政委(wei)員(yuan)會(hui)主(zhu)席彭(peng)德懷要求軍(jun)(jun)(jun)隊(dui)和地(di)方共建機(ji)(ji)(ji)(ji)(ji)場(chang)(chang)的(de)(de)命(ming)令(ling),中(zhong)(zhong)共西(xi)(xi)(xi)(xi)北局、西(xi)(xi)(xi)(xi)北軍(jun)(jun)(jun)區為(wei)(wei)修(xiu)建玉(yu)(yu)(yu)樹巴(ba)(ba)塘(tang)(tang)飛(fei)(fei)機(ji)(ji)(ji)(ji)(ji)場(chang)(chang)共組織了(le)(le)1.2萬(wan)多軍(jun)(jun)(jun)民、10萬(wan)頭(tou)(匹(pi))牛(niu)馬、100多輛汽(qi)車及1000多億(yi)人民幣(bi)(舊(jiu)幣(bi)),經過各(ge)族軍(jun)(jun)(jun)民200多天的(de)(de)艱苦勞動(dong),終(zhong)于建成(cheng)了(le)(le)巴(ba)(ba)塘(tang)(tang)機(ji)(ji)(ji)(ji)(ji)場(chang)(chang)。新修(xiu)建的(de)(de)機(ji)(ji)(ji)(ji)(ji)場(chang)(chang)跑(pao)道長(chang)約(yue)3000米(mi),寬約(yue)80米(mi),長(chang)度和寬度皆比原機(ji)(ji)(ji)(ji)(ji)場(chang)(chang)大。設備等方面達到了(le)(le)“比較現代化”的(de)(de)水平(ping)。1956年(nian)(nian)4月(yue)2日,從西(xi)(xi)(xi)(xi)寧起(qi)飛(fei)(fei)的(de)(de)兩架伊-12飛(fei)(fei)機(ji)(ji)(ji)(ji)(ji)安全飛(fei)(fei)抵(di)玉(yu)(yu)(yu)樹巴(ba)(ba)塘(tang)(tang)機(ji)(ji)(ji)(ji)(ji)場(chang)(chang),首航獲得成(cheng)功。5月(yue)26日,這兩架飛(fei)(fei)機(ji)(ji)(ji)(ji)(ji)又從玉(yu)(yu)(yu)樹飛(fei)(fei)回西(xi)(xi)(xi)(xi)寧,至(zhi)此,北京—西(xi)(xi)(xi)(xi)寧—玉(yu)(yu)(yu)樹—拉薩航線(拉薩當時還(huan)沒有機(ji)(ji)(ji)(ji)(ji)場(chang)(chang),主(zhu)要為(wei)(wei)空投)順(shun)利開通,并為(wei)(wei)后(hou)來軍(jun)(jun)(jun)事物資的(de)(de)調運(yun)、防(fang)災抗災以及支援地(di)方建設等方面發(fa)揮了(le)(le)重要的(de)(de)作用。1970年(nian)(nian)停止飛(fei)(fei)行(xing)(xing),機(ji)(ji)(ji)(ji)(ji)場(chang)(chang)再次廢棄(qi)。
發展
玉樹(shu)機(ji)場(chang)2007年5月(yue)開工(gong)建(jian)設(she),是(shi)青(qing)海(hai)(hai)省(sheng)“十一五”時期的(de)重點(dian)建(jian)設(she)項(xiang)目,機(ji)場(chang)按滿足(zu)(zu)2015年旅客吞(tun)吐(tu)量(liang)8萬人次(ci)、高峰小時285人次(ci)、貨郵吞(tun)吐(tu)量(liang)375噸設(she)計。機(ji)場(chang)等級為4C級,跑(pao)道(dao)長3800米,寬45米,可滿足(zu)(zu)空客319等機(ji)型(xing)起降。機(ji)場(chang)距青(qing)海(hai)(hai)省(sheng)玉樹(shu)藏(zang)族自(zi)治(zhi)州州府所在地(di)玉樹(shu)市(shi)結古鎮20余公里,海(hai)(hai)拔3900米,是(shi)截至(zhi)(zhi)2008年我國海(hai)(hai)拔第四高的(de)民航(hang)(hang)機(ji)場(chang)。2008年8月(yue),玉樹(shu)機(ji)場(chang)跑(pao)道(dao)工(gong)程建(jian)設(she)完工(gong),2009年8月(yue)1日實(shi)現通(tong)航(hang)(hang),首航(hang)(hang)機(ji)型(xing)為A319。通(tong)航(hang)(hang)當年開通(tong)玉樹(shu)至(zhi)(zhi)西(xi)寧、西(xi)安往(wang)返航(hang)(hang)班(ban)。機(ji)場(chang)候機(ji)樓(lou)富(fu)有傳統藏(zang)式(shi)(shi)建(jian)筑風格,支(zhi)柱下部全部采(cai)用藏(zang)式(shi)(shi)雕刻。因地(di)處高原,大廳(ting)內配有“氧(yang)吧(ba)”,供(gong)缺氧(yang)的(de)旅客使用。
2010年4月14日上午(wu)7時,玉樹市發生(sheng)里氏7.1級地震。15日晚,國務院總理溫家寶乘專機降落(luo)于玉樹機場(chang),隨后(hou)乘車前往地震災區察看災情。
2010年4月18日上午11時25分,中共中央(yang)總(zong)書記(ji)、國家(jia)主(zhu)席(xi)、中央(yang)軍委主(zhu)席(xi)胡錦濤乘飛(fei)機(ji)抵(di)達(da)玉樹機(ji)場,看(kan)望慰問(wen)災(zai)區(qu)干部(bu)群眾,實(shi)地(di)指導抗震救災(zai)工作,胡錦濤總(zong)書記(ji)乘坐(zuo)的(de)飛(fei)機(ji)還運來大量救災(zai)物(wu)資。
機場應急工程建設
玉樹(shu)機場應急工程(cheng)建設主要內(nei)容為:在跑道(dao)設置(zhi)中線燈、邊燈,跑道(dao)東(dong)端設置(zhi)I類(lei)精密進近(jin)燈光(guang)系(xi)統(tong)(tong),跑道(dao)西端設置(zhi)B類(lei)簡易進近(jin)燈光(guang)系(xi)統(tong)(tong)及相(xiang)應的滑行道(dao)燈光(guang)系(xi)統(tong)(tong);擴(kuo)建站坪(ping)18618平方米,加寬道(dao)肩(jian),新建一(yi)條224米垂(chui)直聯絡(luo)道(dao);建設特(te)種(zhong)(zhong)車庫1000平方米,配備特(te)種(zhong)(zhong)車輛(liang)11輛(liang);配套建設供(gong)水(shui)、供(gong)暖(nuan)、供(gong)電、消(xiao)防、總圖等工程(cheng)。
根(gen)據(ju)計劃安(an)排(pai),目視(shi)助航燈光系統工程6月(yue)30日(ri)(ri)前(qian)完(wan)成安(an)裝和系統調試,并帶(dai)電試運行(xing)(xing),7月(yue)15日(ri)(ri)前(qian)校飛、驗收(shou)(shou)并投(tou)入使用;站坪(ping)及聯絡(luo)道(dao)(dao)擴建工程6月(yue)30日(ri)(ri)前(qian)完(wan)成所有(you)混凝土道(dao)(dao)面施工,7月(yue)15日(ri)(ri)前(qian)完(wan)成刻槽、灌縫、畫標志線(xian)工作,7月(yue)30日(ri)(ri)前(qian)進行(xing)(xing)行(xing)(xing)業(ye)驗收(shou)(shou)并投(tou)入使用,工期(qi)短,任務重。
在(zai)民航局、民航西(xi)北管理(li)局及有關單(dan)位(wei)的(de)高度(du)重(zhong)視和大力支持下(xia),工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)于2011年5月(yue)(yue)1日開工(gong)(gong)(gong)(gong)(gong)(gong)(gong),5月(yue)(yue)10日進入全(quan)(quan)面施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)階(jie)段。本次應急工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)建(jian)(jian)(jian)設(she)(she)(she)時(shi)(shi)間(jian)緊,工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)組(zu)(zu)(zu)織實(shi)(shi)施(shi)(shi)(shi)難(nan)度(du)大,又是(shi)不(bu)(bu)停(ting)航施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong),還面臨地理(li)環境(jing)復雜、現(xian)場(chang)供電(dian)不(bu)(bu)穩定、建(jian)(jian)(jian)設(she)(she)(she)材(cai)料(liao)(liao)運(yun)(yun)(yun)輸(shu)困(kun)(kun)難(nan)、氣候惡劣、參建(jian)(jian)(jian)人(ren)員(yuan)出(chu)現(xian)高原(yuan)反應等(deng)重(zhong)重(zhong)困(kun)(kun)難(nan)。為高質量、快速(su)度(du)地推(tui)進各項工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作,青(qing)(qing)海機(ji)(ji)(ji)場(chang)公司(si)認真(zhen)組(zu)(zu)(zu)織協(xie)調,制(zhi)定了(le)資金籌措(cuo)、材(cai)料(liao)(liao)供應、物資運(yun)(yun)(yun)輸(shu)、供電(dian)保(bao)障、勞務投(tou)入、疾(ji)病(bing)防控等(deng)七項預案,在(zai)資金未到(dao)位(wei)的(de)情(qing)況下(xia),采取公司(si)和施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)單(dan)位(wei)先行(xing)墊資的(de)方(fang)式,確保(bao)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)建(jian)(jian)(jian)設(she)(she)(she)順利進行(xing)。施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)單(dan)位(wei)投(tou)入雙倍施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)機(ji)(ji)(ji)械和人(ren)員(yuan),個別單(dan)位(wei)增加了(le)四(si)倍施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)機(ji)(ji)(ji)械,實(shi)(shi)行(xing)24小時(shi)(shi)施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong),加快施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)進度(du)。同(tong)(tong)時(shi)(shi),派專人(ren)到(dao)設(she)(she)(she)備(bei)生產廠家(jia)跟蹤設(she)(she)(she)備(bei)生產情(qing)況,落(luo)實(shi)(shi)到(dao)場(chang)時(shi)(shi)間(jian),并(bing)(bing)組(zu)(zu)(zu)織安裝(zhuang)單(dan)位(wei)全(quan)(quan)面熟悉(xi)圖紙,優化(hua)設(she)(she)(she)備(bei)安裝(zhuang)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)藝。為確保(bao)設(she)(she)(she)備(bei)材(cai)料(liao)(liao)及時(shi)(shi)運(yun)(yun)(yun)抵施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)現(xian)場(chang),青(qing)(qing)海機(ji)(ji)(ji)場(chang)公司(si)隨(sui)時(shi)(shi)與當地交通(tong)運(yun)(yun)(yun)管部門、沿(yan)途檢查站保(bao)持聯系,安排專人(ren)協(xie)調材(cai)料(liao)(liao)運(yun)(yun)(yun)輸(shu)通(tong)行(xing)事宜(yi),并(bing)(bing)制(zhi)定應急方(fang)案,一旦陸(lu)路(lu)中(zhong)斷,立即考慮(lv)航空運(yun)(yun)(yun)輸(shu)。為強化(hua)施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)組(zu)(zu)(zu)織管理(li),現(xian)場(chang)為施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)人(ren)員(yuan)配(pei)備(bei)雨具,并(bing)(bing)做好施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)人(ren)員(yuan)高原(yuan)病(bing)預防控制(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作,同(tong)(tong)時(shi)(shi)認真(zhen)落(luo)實(shi)(shi)不(bu)(bu)停(ting)航施(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)組(zu)(zu)(zu)織管理(li)方(fang)案,保(bao)證了(le)建(jian)(jian)(jian)設(she)(she)(she)不(bu)(bu)影響(xiang)飛行(xing)安全(quan)(quan)和機(ji)(ji)(ji)場(chang)正(zheng)常運(yun)(yun)(yun)行(xing)。
玉樹機場海拔3905米,居國內通航機場海拔高(gao)度第三。2009年8月1日通航后(hou),每(mei)周(zhou)有西安(an)—西寧—玉樹往(wang)返航班3班,地震后(hou)增加至每(mei)周(zhou)17班,并(bing)開通了北京—玉樹的(de)直飛(fei)航線。在玉樹地震搶險救災中,玉樹機場共保障救援飛(fei)行490架次(ci),運送救災物資2174.86噸,救援人員17051人次(ci),其中傷員2133人次(ci),為奪取(qu)抗震救災的(de)全面勝利做出(chu)(chu)了突出(chu)(chu)貢獻。
