航空航線

烏魯木齊(qi)——塔城(cheng)(cheng)航(hang)(hang)班(ban)往返航(hang)(hang)線由南方航(hang)(hang)空(kong)公(gong)(gong)司(si)新(xin)疆(jiang)公(gong)(gong)司(si)執行(xing),每周4班(ban),但是從2011年(nian)5月開始,南方航(hang)(hang)空(kong)公(gong)(gong)司(si)旗下的ATR-72全面退出(chu)新(xin)疆(jiang)市場(chang),而南方航(hang)(hang)空(kong)公(gong)(gong)司(si)也不再(zai)執行(xing)烏魯木齊(qi)——塔城(cheng)(cheng)航(hang)(hang)班(ban),改為由海南航(hang)(hang)空(kong)公(gong)(gong)司(si)及(ji)旗下的天(tian)津航(hang)(hang)空(kong)公(gong)(gong)司(si)執行(xing),機型也從原來的ATR-72渦(wo)漿支線飛機改為ERJ-145噴氣(qi)式支線客機,每天(tian)一(yi)班(ban)。

機場事故

塔(ta)城機場(chang)(chang)(chang)是(shi)新疆“八五”期間重(zhong)點(dian)建(jian)(jian)設(she)項目之一(yi),由(you)國家和(he)(he)自(zi)(zi)(zi)治區(qu)(qu)投資(zi)(zi)(zi)近8000萬(wan)元,1992年(nian)7月(yue)(yue)動工(gong)(gong)(gong)(gong)(gong)(gong)興(xing)建(jian)(jian)。跑(pao)(pao)(pao)道(dao)全長(chang)2400米(mi)、寬45米(mi), 原(yuan)設(she)計起降(jiang)機型為(wei)波音737噴氣(qi)式(shi)客(ke)機。機場(chang)(chang)(chang)正式(shi)通(tong)(tong)航至1996年(nian)3月(yue)(yue)就發現跑(pao)(pao)(pao)道(dao)有質(zhi)(zhi)量(liang)(liang)(liang)問(wen)(wen)題(ti),航班停飛(fei)。1997年(nian)10月(yue)(yue)勘(kan)察咨詢(xun)報告(gao)顯示,跑(pao)(pao)(pao)道(dao)表面(mian)存(cun)在混凝土表面(mian)起皮、剝落、孔洞、坑槽、網狀和(he)(he)貫通(tong)(tong)裂縫等(deng)嚴重(zhong)問(wen)(wen)題(ti)。以跑(pao)(pao)(pao)道(dao)坑洞為(wei)例,最大的(de)(de)(de)(de)(de)一(yi)處直徑15厘(li)米(mi),深度(du)9厘(li)米(mi),致使(shi)(shi)原(yuan)設(she)計機型無法起降(jiang),只能起降(jiang)螺旋式(shi)小(xiao)型客(ke)機。報告(gao)分(fen)析認為(wei),引起這些(xie)問(wen)(wen)題(ti)的(de)(de)(de)(de)(de)原(yuan)因主要是(shi)施工(gong)(gong)(gong)(gong)(gong)(gong)質(zhi)(zhi)量(liang)(liang)(liang)問(wen)(wen)題(ti)。 承攬塔(ta)城機場(chang)(chang)(chang)跑(pao)(pao)(pao)道(dao)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)的(de)(de)(de)(de)(de)是(shi)新疆農墾(ken)建(jian)(jian)安(an)公司(si)和(he)(he)新疆機械化工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)公司(si)。這兩家公司(si)都有一(yi)級(ji)(ji)(ji)(ji)(ji)施工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)質(zhi)(zhi),前者攬活后就直接(jie)分(fen)給(gei)了(le)(le)兩個二級(ji)(ji)(ji)(ji)(ji)施工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)質(zhi)(zhi)單(dan)位(wei),并(bing)未認真履(lv)行(xing)總承包(bao)單(dan)位(wei)的(de)(de)(de)(de)(de)職責;而(er)后者也(ye)將工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)分(fen)別轉包(bao)給(gei)福建(jian)(jian)省蒲田(tian)市(shi)市(shi)政公司(si)和(he)(he)湖南(nan)省湘鄉市(shi)第三(san)建(jian)(jian)筑公司(si)。在1993年(nian)搶工(gong)(gong)(gong)(gong)(gong)(gong)期期間, 還(huan)使(shi)(shi)用(yong)了(le)(le)塔(ta)城地區(qu)(qu)建(jian)(jian)筑公司(si)等(deng)3個單(dan)位(wei)和(he)(he)一(yi)個個體包(bao)工(gong)(gong)(gong)(gong)(gong)(gong)隊的(de)(de)(de)(de)(de)民工(gong)(gong)(gong)(gong)(gong)(gong),而(er)上(shang)述直接(jie)進行(xing)施工(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)(de)(de)單(dan)位(wei)均不(bu)具備機場(chang)(chang)(chang)跑(pao)(pao)(pao)道(dao)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)施工(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)(de)(de)(de)資(zi)(zi)(zi)質(zhi)(zhi)。另外(wai),這兩家公司(si)都在施工(gong)(gong)(gong)(gong)(gong)(gong)中使(shi)(shi)用(yong)了(le)(le)不(bu)符合質(zhi)(zhi)量(liang)(liang)(liang)標準的(de)(de)(de)(de)(de)建(jian)(jian)筑材料。就是(shi)這樣一(yi)個“豆腐渣”工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng),卻在1994年(nian)9月(yue)(yue)竣工(gong)(gong)(gong)(gong)(gong)(gong)后,通(tong)(tong)過(guo)了(le)(le)由(you)施工(gong)(gong)(gong)(gong)(gong)(gong)企(qi)業自(zi)(zi)(zi)評的(de)(de)(de)(de)(de)質(zhi)(zhi)量(liang)(liang)(liang)等(deng)級(ji)(ji)(ji)(ji)(ji)合格,塔(ta)城地區(qu)(qu)質(zhi)(zhi)監站核定質(zhi)(zhi)量(liang)(liang)(liang)等(deng)級(ji)(ji)(ji)(ji)(ji)合格,1994年(nian)10月(yue)(yue)通(tong)(tong)過(guo)自(zi)(zi)(zi)治區(qu)(qu)驗收(shou),1994年(nian)11月(yue)(yue)通(tong)(tong)過(guo)國家驗收(shou),質(zhi)(zhi)量(liang)(liang)(liang)等(deng)級(ji)(ji)(ji)(ji)(ji)均為(wei)合格。工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)質(zhi)(zhi)量(liang)(liang)(liang)責任事故(gu)發生后,引起了(le)(le)自(zi)(zi)(zi)治區(qu)(qu)黨委(wei)、政府(fu)和(he)(he)國家民航總局(ju)的(de)(de)(de)(de)(de)高度(du)重(zhong)視(shi),并(bing)組(zu)成(cheng)聯合調查組(zu)進行(xing)專題(ti)調查,認定此項工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)屬于一(yi)級(ji)(ji)(ji)(ji)(ji)重(zhong)大質(zhi)(zhi)量(liang)(liang)(liang)事故(gu),隨(sui)后自(zi)(zi)(zi)治區(qu)(qu)紀檢(jian)委(wei)對(dui)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)建(jian)(jian)設(she)項目指揮部有關人員(yuan)存(cun)在的(de)(de)(de)(de)(de)經濟問(wen)(wen)題(ti)進行(xing)了(le)(le)立案(an)調查,并(bing)將涉(she)及經濟犯罪(zui)的(de)(de)(de)(de)(de)4名(ming)有關人員(yuan)移(yi)交檢(jian)察機關。4名(ming)犯罪(zui)嫌疑人已被逮捕,其中有2名(ming)處級(ji)(ji)(ji)(ji)(ji)干部。

航空保安

2010年7月(yue)30日(ri)至(zhi)8月(yue)1日(ri),中國民用航空新疆(jiang)地區管(guan)理局(ju)(簡稱(cheng)“民航新疆(jiang)管(guan)理局(ju)”)航空保(bao)安審計(ji)組根據(ju)審計(ji)工作計(ji)劃對塔城(cheng)機場進行了航空保(bao)安后續審計(ji)。最(zui)終,塔城(cheng)機場順利通過了航空保(bao)安后續審計(ji)。

民(min)(min)(min)航(hang)(hang)新(xin)疆管理局(ju)航(hang)(hang)空保(bao)(bao)安(an)審(shen)(shen)計(ji)組通過文件查(cha)閱、現場(chang)觀察以及交流討(tao)論(lun)相結(jie)合的(de)(de)(de)方法,對(dui)照塔(ta)(ta)城(cheng)機(ji)(ji)場(chang)航(hang)(hang)空保(bao)(bao)安(an)審(shen)(shen)計(ji)報告,對(dui)機(ji)(ji)場(chang)近一年來的(de)(de)(de)整(zheng)(zheng)改(gai)情(qing)(qing)況進行了(le)核(he)查(cha)。通過對(dui)10條整(zheng)(zheng)改(gai)項(xiang)目全面(mian)客觀的(de)(de)(de)檢查(cha)和(he)評估,審(shen)(shen)計(ji)組最后(hou)一致認為,塔(ta)(ta)城(cheng)機(ji)(ji)場(chang)的(de)(de)(de)航(hang)(hang)空保(bao)(bao)安(an)審(shen)(shen)計(ji)整(zheng)(zheng)改(gai)工作總體實施情(qing)(qing)況良好,基本完成(cheng)了(le)審(shen)(shen)計(ji)報告提(ti)出(chu)的(de)(de)(de)各(ge)項(xiang)整(zheng)(zheng)改(gai)項(xiang)目,機(ji)(ji)場(chang)的(de)(de)(de)航(hang)(hang)空保(bao)(bao)安(an)整(zheng)(zheng)體水(shui)平得(de)到了(le)較(jiao)大提(ti)升。依照《國家民(min)(min)(min)用航(hang)(hang)空安(an)全保(bao)(bao)衛規劃(hua)》、《國家民(min)(min)(min)用航(hang)(hang)空保(bao)(bao)安(an)審(shen)(shen)計(ji)規則》,審(shen)(shen)計(ji)組對(dui)塔(ta)(ta)城(cheng)機(ji)(ji)場(chang)航(hang)(hang)空保(bao)(bao)安(an)后(hou)續(xu)審(shen)(shen)計(ji)的(de)(de)(de)結(jie)論(lun)定為“符合”。后(hou)續(xu)審(shen)(shen)計(ji)報告將由民(min)(min)(min)航(hang)(hang)新(xin)疆管理局(ju)審(shen)(shen)定批準(zhun)后(hou),向中(zhong)國民(min)(min)(min)用航(hang)(hang)空局(ju)(Civil Aviation Administration of China,簡稱“民(min)(min)(min)航(hang)(hang)局(ju)”)上報審(shen)(shen)計(ji)結(jie)果,建議民(min)(min)(min)航(hang)(hang)局(ju)向塔(ta)(ta)城(cheng)機(ji)(ji)場(chang)頒發(fa)通過航(hang)(hang)空保(bao)(bao)安(an)審(shen)(shen)計(ji)的(de)(de)(de)證書和(he)牌匾。
