四川史上最大(da)規模的航(hang)電開發(fa)項目———岷江(jiang)航(hang)電開發(fa)工程已于(yu)2010年全(quan)面開工建(jian)設,在220億(yi)元(yuan)資金的撬動下,長(chang)江(jiang)黃金水道將上延162公里(li),成都經濟區“無港口”的歷史也將隨之終結。成都港位于(yu)距樂山城區10公里(li)的五通橋區冠英鎮,距離成都僅(jin)120公里(li)。設計貨(huo)物運(yun)輸年吞吐(tu)量5000萬(wan)噸(dun)、集裝箱300萬(wan)標箱,可分(fen)流成昆、成渝(yu)、寶成鐵路貨(huo)物年運(yun)輸量1000萬(wan)噸(dun)。
岷(min)江(jiang)樂(le)(le)山(shan)(shan)~宜賓段航(hang)道(dao)是(shi)四川重(zhong)要的(de)水運(yun)干(gan)線(xian),是(shi)運(yun)輸大型(xing)成(cheng)(cheng)套設(she)備的(de)水上唯一通道(dao)。離(li)成(cheng)(cheng)都(dou)(dou)(dou)僅120公(gong)里的(de)樂(le)(le)山(shan)(shan)港(gang)是(shi)靠成(cheng)(cheng)都(dou)(dou)(dou)經濟區最近(jin)的(de)港(gang)口(kou)。根據成(cheng)(cheng)都(dou)(dou)(dou)、樂(le)(le)山(shan)(shan)兩地(di)政府達成(cheng)(cheng)的(de)協議,岷(min)江(jiang)航(hang)電(dian)開發工程實(shi)施(shi)后,樂(le)(le)山(shan)(shan)港(gang)將升級(ji)為“成(cheng)(cheng)都(dou)(dou)(dou)港(gang)”。
岷江(jiang)航(hang)電(dian)開(kai)發工程將按照“以航(hang)為主(zhu),航(hang)電(dian)結(jie)合(he)”和“上(shang)游梯(ti)級渠(qu)化(hua),下(xia)游疏(shu)浚整治”的(de)設(she)想進行開(kai)發。岷江(jiang)航(hang)電(dian)(樂(le)山段)全(quan)長164.7公里,開(kai)發全(quan)部完成后,大(da)(da)件運輸出川的(de)瓶頸(jing)將徹底消除,有效彌補成都水運短板(ban),構建(jian)起成都通(tong)江(jiang)達海的(de)運輸大(da)(da)通(tong)道。同時,突破岷江(jiang)航(hang)運瓶頸(jing),就可(ke)連(lian)通(tong)“成綿(mian)樂(le)”和“瀘宜樂(le)”兩條(tiao)經(jing)(jing)濟帶,形成交通(tong)主(zhu)動脈(mo)和經(jing)(jing)濟主(zhu)動脈(mo)。
成都港(gang)位(wei)于距樂山城區(qu)10公里(li)的(de)五通橋區(qu)冠英鎮,距離(li)成都僅120公里(li),比成都到(dao)瀘州港(gang)近(jin)200公里(li),比成都到(dao)宜(yi)賓港(gang)近(jin)150公里(li)。設計(ji)貨(huo)物運(yun)輸年(nian)吞吐量(liang)5000萬(wan)噸(dun)、集裝箱(xiang)300萬(wan)標箱(xiang),可分流(liu)成昆、成渝(yu)、寶成鐵路貨(huo)物年(nian)運(yun)輸量(liang)1000萬(wan)噸(dun)。到(dao)2015年(nian)該(gai)主動脈的(de)工業(ye)聚集能力可望達(da)(da)到(dao)全(quan)省(sheng)的(de)70%左右(you),人口聚集能力可望達(da)(da)到(dao)全(quan)省(sheng)的(de)50%以(yi)上。
成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)都(dou)(dou)(dou)港建(jian)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)后(hou),1000噸級(ji)船(chuan)舶可(ke)(ke)(ke)以(yi)(yi)(yi)常年從上(shang)海(hai)、重慶(qing)等地直航成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)都(dou)(dou)(dou)港,而(er)3000噸級(ji)船(chuan)舶可(ke)(ke)(ke)在洪水(shui)期通(tong)(tong)(tong)(tong)行,長(chang)江航道(dao)將(jiang)向(xiang)上(shang)延(yan)伸(shen)162公(gong)里,大(da)件運(yun)(yun)輸出(chu)(chu)川的(de)(de)“瓶頸“將(jiang)徹底消除(chu)。業內(nei)專家稱,成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)都(dou)(dou)(dou)經(jing)濟(ji)區的(de)(de)未來發展,對交(jiao)(jiao)通(tong)(tong)(tong)(tong)的(de)(de)依存度很高,而(er)水(shui)運(yun)(yun)正好具備低(di)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本、大(da)運(yun)(yun)量的(de)(de)特征(zheng)。新建(jian)的(de)(de)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)都(dou)(dou)(dou)港綜(zong)合(he)交(jiao)(jiao)通(tong)(tong)(tong)(tong)樞紐(niu)的(de)(de)建(jian)設,將(jiang)有效(xiao)彌補成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)都(dou)(dou)(dou)經(jing)濟(ji)區水(shui)運(yun)(yun)短板,對構(gou)建(jian)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)都(dou)(dou)(dou)經(jing)濟(ji)區“公(gong)路、鐵路、水(shui)運(yun)(yun)、航空(kong)”無縫對接(jie)(jie)的(de)(de)立體(ti)交(jiao)(jiao)通(tong)(tong)(tong)(tong)體(ti)系(xi),促進區域內(nei)交(jiao)(jiao)通(tong)(tong)(tong)(tong)運(yun)(yun)輸和現代物(wu)流業大(da)發展,加速形成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)以(yi)(yi)(yi)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)都(dou)(dou)(dou)為中心的(de)(de)西部綜(zong)合(he)交(jiao)(jiao)通(tong)(tong)(tong)(tong)樞紐(niu)具有十(shi)分(fen)重要(yao)的(de)(de)意義(yi),“可(ke)(ke)(ke)以(yi)(yi)(yi)想象(xiang),成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)都(dou)(dou)(dou)的(de)(de)企(qi)業想運(yun)(yun)輸物(wu)資出(chu)(chu)川的(de)(de)話,完全可(ke)(ke)(ke)以(yi)(yi)(yi)通(tong)(tong)(tong)(tong)過高速公(gong)路直接(jie)(jie)抵(di)達新建(jian)的(de)(de)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)都(dou)(dou)(dou)港口裝船(chuan)出(chu)(chu)川。另外,也可(ke)(ke)(ke)以(yi)(yi)(yi)通(tong)(tong)(tong)(tong)過鐵路將(jiang)大(da)宗物(wu)資直接(jie)(jie)運(yun)(yun)送到新建(jian)的(de)(de)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)都(dou)(dou)(dou)港口裝船(chuan)出(chu)(chu)川。”這(zhe)也將(jiang)為以(yi)(yi)(yi)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)都(dou)(dou)(dou)為核心的(de)(de)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)都(dou)(dou)(dou)經(jing)濟(ji)區融入(ru)長(chang)三角經(jing)濟(ji)區提(ti)供(gong)更有利的(de)(de)條件。
根據規劃(hua),連(lian)界(jie)至(zhi)樂山(shan)(shan)鐵(tie)路(lu)經(jing)過(guo)內江市(shi)威遠縣(xian)、眉山(shan)(shan)市(shi)仁壽縣(xian)和樂山(shan)(shan)市(shi)境內,東(dong)起歸連(lian)地方鐵(tie)路(lu)連(lian)界(jie)站,經(jing)汪洋、井研,西(xi)至(zhi)峨眉山(shan)(shan)市(shi)九里站。值得一(yi)提(ti)的是(shi),這(zhe)條鐵(tie)路(lu)將(jiang)直接連(lian)通樂山(shan)(shan)港(成都(dou)港),成為繼瀘州(zhou)港之后,四川第二個“鐵(tie)水聯(lian)運”的綜(zong)合交通模式。
