總(zong)局(ju)(ju)(ju)(ju)黨(dang)校(xiao)(xiao)的(de)前(qian)身是1972年(nian)(nian)(nian)(nian)黑(hei)(hei)(hei)(hei)龍(long)(long)(long)江(jiang)省(sheng)(sheng)(sheng)國(guo)營農(nong)(nong)(nong)場(chang)(chang)局(ju)(ju)(ju)(ju)在(zai)哈爾(er)濱市香坊區建立(li)的(de)黑(hei)(hei)(hei)(hei)龍(long)(long)(long)江(jiang)省(sheng)(sheng)(sheng)國(guo)營農(nong)(nong)(nong)場(chang)(chang)干部(bu)(bu)(bu)(bu)學(xue)校(xiao)(xiao)。1976年(nian)(nian)(nian)(nian),黑(hei)(hei)(hei)(hei)龍(long)(long)(long)江(jiang)生產(chan)建設兵團撤(che)銷,成(cheng)立(li)黑(hei)(hei)(hei)(hei)龍(long)(long)(long)江(jiang)省(sheng)(sheng)(sheng)國(guo)營農(nong)(nong)(nong)場(chang)(chang)總(zong)局(ju)(ju)(ju)(ju),農(nong)(nong)(nong)場(chang)(chang)干部(bu)(bu)(bu)(bu)學(xue)校(xiao)(xiao)隸屬于(yu)省(sheng)(sheng)(sheng)農(nong)(nong)(nong)場(chang)(chang)總(zong)局(ju)(ju)(ju)(ju)并于(yu)1983年(nian)(nian)(nian)(nian)改(gai)為(wei)省(sheng)(sheng)(sheng)農(nong)(nong)(nong)場(chang)(chang)總(zong)局(ju)(ju)(ju)(ju)黨(dang)校(xiao)(xiao),1997年(nian)(nian)(nian)(nian)省(sheng)(sheng)(sheng)農(nong)(nong)(nong)場(chang)(chang)總(zong)局(ju)(ju)(ju)(ju)更(geng)名(ming)為(wei)省(sheng)(sheng)(sheng)農(nong)(nong)(nong)墾(ken)總(zong)局(ju)(ju)(ju)(ju),黨(dang)校(xiao)(xiao)隨之(zhi)更(geng)名(ming)為(wei)農(nong)(nong)(nong)墾(ken)總(zong)局(ju)(ju)(ju)(ju)黨(dang)校(xiao)(xiao)。農(nong)(nong)(nong)墾(ken)教(jiao)(jiao)師進修學(xue)院的(de)前(qian)身是黑(hei)(hei)(hei)(hei)龍(long)(long)(long)江(jiang)農(nong)(nong)(nong)墾(ken)教(jiao)(jiao)育學(xue)院,1982年(nian)(nian)(nian)(nian)建立(li),建立(li)時就與(yu)當時的(de)農(nong)(nong)(nong)場(chang)(chang)干部(bu)(bu)(bu)(bu)學(xue)校(xiao)(xiao)和后來的(de)總(zong)局(ju)(ju)(ju)(ju)黨(dang)校(xiao)(xiao)合署(shu)(shu)(shu)(shu)辦學(xue),于(yu)1998年(nian)(nian)(nian)(nian)改(gai)為(wei)教(jiao)(jiao)師進修學(xue)院。管理干部(bu)(bu)(bu)(bu)學(xue)院1982年(nian)(nian)(nian)(nian)建立(li)于(yu)黑(hei)(hei)(hei)(hei)龍(long)(long)(long)江(jiang)省(sheng)(sheng)(sheng)慶安縣柳河(he),1993年(nian)(nian)(nian)(nian)經(jing)總(zong)局(ju)(ju)(ju)(ju)黨(dang)委決定并報省(sheng)(sheng)(sheng)政府(fu)批(pi)準,調整到(dao)哈爾(er)濱市,與(yu)總(zong)局(ju)(ju)(ju)(ju)黨(dang)校(xiao)(xiao)和教(jiao)(jiao)育學(xue)院合署(shu)(shu)(shu)(shu)辦學(xue)。電大和農(nong)(nong)(nong)廣校(xiao)(xiao)1982年(nian)(nian)(nian)(nian)建立(li)于(yu)佳木斯市,1998年(nian)(nian)(nian)(nian)經(jing)總(zong)局(ju)(ju)(ju)(ju)黨(dang)委決定并報省(sheng)(sheng)(sheng)政府(fu)批(pi)準,搬遷到(dao)哈爾(er)濱市,與(yu)總(zong)局(ju)(ju)(ju)(ju)黨(dang)校(xiao)(xiao)等(deng)三校(xiao)(xiao)合署(shu)(shu)(shu)(shu)辦學(xue)。根(gen)據五(wu)校(xiao)(xiao)合署(shu)(shu)(shu)(shu)辦學(xue)的(de)需要,經(jing)總(zong)局(ju)(ju)(ju)(ju)報農(nong)(nong)(nong)業部(bu)(bu)(bu)(bu)立(li)項,在(zai)南崗區黃河(he)路建設新(xin)校(xiao)(xiao)區,2001年(nian)(nian)(nian)(nian)底,五(wu)校(xiao)(xiao)搬遷到(dao)現址。
學(xue)(xue)院(yuan)現有教(jiao)學(xue)(xue)場所占地11400平方(fang)米,建(jian)筑18000平方(fang)米,在崗(gang)教(jiao)職(zhi)(zhi)工150人,其(qi)中專兼職(zhi)(zhi)教(jiao)師(shi)(shi)80人(教(jiao)授28人,副教(jiao)授25人)。離退(tui)休人員(yuan)166名。領導班子職(zhi)(zhi)數5個(ge)(ge)。學(xue)(xue)院(yuan)共(gong)設13個(ge)(ge)處級部門。其(qi)中辦學(xue)(xue)部門四個(ge)(ge):黨(dang)(dang)校(xiao)教(jiao)育部承(cheng)擔(dan)總局黨(dang)(dang)校(xiao)功(gong)能,干(gan)院(yuan)教(jiao)育部承(cheng)擔(dan)管理干(gan)部學(xue)(xue)院(yuan)功(gong)能,教(jiao)師(shi)(shi)進修教(jiao)研部承(cheng)擔(dan)教(jiao)師(shi)(shi)進修學(xue)(xue)院(yuan)功(gong)能,電大(da)和(he)農廣(guang)(guang)校(xiao)教(jiao)育部承(cheng)擔(dan)農墾(ken)廣(guang)(guang)播(bo)電視大(da)學(xue)(xue)和(he)墾(ken)區農業廣(guang)(guang)播(bo)電視學(xue)(xue)校(xiao)功(gong)能。辦學(xue)(xue)設施有多媒體教(jiao)室18個(ge)(ge)(其(qi)中大(da)教(jiao)室5個(ge)(ge)),微機實驗室6個(ge)(ge),計算機300臺,能容(rong)納230人的多功(gong)能廳(ting)(ting)1個(ge)(ge),干(gan)部培訓宿舍67間,學(xue)(xue)生(sheng)宿舍120 間,干(gan)部培訓餐(can)廳(ting)(ting)和(he)學(xue)(xue)生(sheng)食堂各 1個(ge)(ge),建(jian)有校(xiao)園局域網絡和(he)農廣(guang)(guang)校(xiao)衛星(xing)地面接收(shou)站(zhan)。圖書館藏(zang)書10萬余冊。
“十(shi)二五”期(qi)間,在(zai)總局黨(dang)委的(de)正確(que)領導下,在(zai)總局機關各(ge)部(bu)(bu)門的(de)大力支持下,農墾管(guan)理干部(bu)(bu)學(xue)(xue)院(yuan)(yuan)認(ren)真貫徹黨(dang)的(de)教(jiao)育方針(zhen),學(xue)(xue)院(yuan)(yuan)黨(dang)委和學(xue)(xue)院(yuan)(yuan)領導班子組織帶領全院(yuan)(yuan)教(jiao)職(zhi)工頑強拼搏、共同奮斗,較(jiao)(jiao)好(hao)地完成了(le)學(xue)(xue)院(yuan)(yuan)“十(shi)二五”發(fa)展(zhan)規劃確(que)定的(de)各(ge)項任(ren)務(wu),各(ge)方面工作都取得了(le)較(jiao)(jiao)好(hao)的(de)成績。

加(jia)(jia)大(da)了(le)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)辦(ban)學(xue)(xue)培(pei)訓力(li)度,較好(hao)地(di)完成(cheng)(cheng)(cheng)了(le)各(ge)項發展目標,各(ge)類干部(bu)崗位(wei)培(pei)訓、輪訓、學(xue)(xue)歷(li)教(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、專(zhuan)業培(pei)訓、技(ji)能培(pei)訓均超額完成(cheng)(cheng)(cheng)學(xue)(xue)院(yuan)“十(shi)二五”發展規(gui)劃規(gui)定的(de)各(ge)項工(gong)作(zuo)(zuo)任(ren)務。黨(dang)校(xiao)(xiao)實(shi)現干部(bu)崗位(wei)培(pei)訓、輪訓35000人(ren)(ren)(ren),其(qi)中(zhong)(zhong)總局黨(dang)校(xiao)(xiao)13000人(ren)(ren)(ren),管理局黨(dang)校(xiao)(xiao)22000人(ren)(ren)(ren)。通過合作(zuo)(zuo)辦(ban)學(xue)(xue),進一(yi)步推(tui)(tui)動了(le)全(quan)院(yuan)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo),5年累(lei)計高職招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)670人(ren)(ren)(ren),成(cheng)(cheng)(cheng)人(ren)(ren)(ren)和合作(zuo)(zuo)辦(ban)學(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)2254人(ren)(ren)(ren)。教(jiao)(jiao)師(shi)(shi)進修教(jiao)(jiao)研(yan)(yan)部(bu)舉(ju)辦(ban)中(zhong)(zhong)小學(xue)(xue)教(jiao)(jiao)師(shi)(shi)、教(jiao)(jiao)育(yu)(yu)(yu)行政(zheng)干部(bu)等培(pei)訓班共44個,培(pei)訓 5891人(ren)(ren)(ren),深入(ru)管理局、農(nong)(nong)場組織教(jiao)(jiao)研(yan)(yan)活動20次(ci),組織教(jiao)(jiao)師(shi)(shi)參加(jia)(jia)省(sheng)級(ji)教(jiao)(jiao)研(yan)(yan)活動125次(ci),獲得省(sheng)級(ji)獎勵的(de)中(zhong)(zhong)小學(xue)(xue)教(jiao)(jiao)師(shi)(shi)138人(ren)(ren)(ren)次(ci),聽課1524節(jie)。完成(cheng)(cheng)(cheng)了(le)農(nong)(nong)墾(ken)(ken)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)會(hui)的(de)籌(chou)備成(cheng)(cheng)(cheng)立(li)工(gong)作(zuo)(zuo),研(yan)(yan)究(jiu)制定了(le)墾(ken)(ken)區中(zhong)(zhong)小學(xue)(xue)科研(yan)(yan)規(gui)劃辦(ban)及農(nong)(nong)墾(ken)(ken)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)會(hui)工(gong)作(zuo)(zuo)制度及規(gui)范,積(ji)極有效規(gui)范地(di)開(kai)(kai)展了(le)農(nong)(nong)墾(ken)(ken)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)會(hui)工(gong)作(zuo)(zuo)。推(tui)(tui)動了(le)墾(ken)(ken)區基礎教(jiao)(jiao)育(yu)(yu)(yu)的(de)可持(chi)續(xu)發展。電大(da)開(kai)(kai)放(fang)教(jiao)(jiao)育(yu)(yu)(yu)專(zhuan)、本科及電大(da)成(cheng)(cheng)(cheng)人(ren)(ren)(ren)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)人(ren)(ren)(ren)數3346人(ren)(ren)(ren),作(zuo)(zuo)為全(quan)省(sheng)電大(da)系統5家地(di)市(shi)級(ji)校(xiao)(xiao)之一(yi),農(nong)(nong)墾(ken)(ken)電大(da)首批(pi)進入(ru)國家開(kai)(kai)放(fang)大(da)學(xue)(xue)地(di)方學(xue)(xue)院(yuan)和學(xue)(xue)習中(zhong)(zhong)心行列(lie),在省(sheng)電大(da)的(de)指導、支持(chi)、幫助(zhu)下,新(xin)批(pi)準了(le)我校(xiao)(xiao)申報的(de)佳木斯教(jiao)(jiao)學(xue)(xue)點(dian),建(jian)三江等分校(xiao)(xiao)考點(dian),實(shi)現10個教(jiao)(jiao)學(xue)(xue)點(dian)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)辦(ban)學(xue)(xue)無空白(bai)。建(jian)立(li)農(nong)(nong)墾(ken)(ken)電大(da)開(kai)(kai)放(fang)教(jiao)(jiao)育(yu)(yu)(yu)重點(dian)專(zhuan)業重點(dian)學(xue)(xue)科的(de)教(jiao)(jiao)師(shi)(shi)網(wang)上輔導平臺,做到分校(xiao)(xiao)的(de)教(jiao)(jiao)師(shi)(shi)學(xue)(xue)生(sheng)(sheng)(sheng)可以(yi)(yi)共享(xiang)輔導教(jiao)(jiao)師(shi)(shi)的(de)教(jiao)(jiao)學(xue)(xue)資源。黑龍江墾(ken)(ken)區農(nong)(nong)業廣播電視學(xue)(xue)校(xiao)(xiao)十(shi)二五期間,中(zhong)(zhong)專(zhuan)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)29645人(ren)(ren)(ren),中(zhong)(zhong)專(zhuan)辦(ban)證36294人(ren)(ren)(ren),職工(gong)職業高中(zhong)(zhong)畢業辦(ban)證33043人(ren)(ren)(ren),現有在校(xiao)(xiao)生(sheng)(sheng)(sheng)8675人(ren)(ren)(ren)。開(kai)(kai)展新(xin)型(xing)職業農(nong)(nong)工(gong)培(pei)育(yu)(yu)(yu)1.5萬(wan)人(ren)(ren)(ren),開(kai)(kai)展各(ge)類實(shi)用技(ji)術培(pei)訓年均10萬(wan)人(ren)(ren)(ren)次(ci)以(yi)(yi)上。

(三)加強了教學科研管理,提高了人才培養質量
堅持(chi)走以內涵發(fa)展為主的道(dao)路,進(jin)(jin)一步(bu)(bu)落實(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)工(gong)(gong)作(zuo)中(zhong)心地位,強(qiang)化了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)務部門對五校(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)管(guan)理(li)統的職能,營造了(le)人(ren)(ren)人(ren)(ren)關注教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)、研(yan)(yan)(yan)(yan)究教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)、服務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)的氛圍(wei)。加大了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)投入,確保(bao)了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)投入在各(ge)項投入中(zhong)的優先地位。改革(ge)了(le)人(ren)(ren)才(cai)培養(yang)模式,全面推(tui)進(jin)(jin)了(le)素質教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育,實(shi)現了(le)人(ren)(ren)才(cai)培養(yang)模式多(duo)樣化,提高(gao)了(le)高(gao)職學(xue)(xue)(xue)(xue)生(sheng)的就業率(lv)。通過鼓勵教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)改革(ge)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)方法,努力應用現代教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育技術,不斷提高(gao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)信息化水(shui)平,進(jin)(jin)一步(bu)(bu)提高(gao)了(le)課堂教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)效率(lv)。加強(qiang)了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)研(yan)(yan)(yan)(yan)究,建(jian)立和(he)完善了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)質量(liang)保(bao)障體(ti)系、評價體(ti)系和(he)激(ji)勵機制。完善了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)質量(liang)信息反(fan)饋系統,加強(qiang)了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)督(du)導(dao)(dao)工(gong)(gong)作(zuo),形成(cheng)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)督(du)導(dao)(dao)工(gong)(gong)作(zuo)管(guan)理(li)辦(ban)法和(he)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)工(gong)(gong)作(zuo)質量(liang)考核辦(ban)法。進(jin)(jin)一步(bu)(bu)加強(qiang)了(le)科(ke)研(yan)(yan)(yan)(yan)管(guan)理(li),修改完善了(le)《學(xue)(xue)(xue)(xue)院科(ke)研(yan)(yan)(yan)(yan)成(cheng)果獎勵辦(ban)法》等教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)科(ke)研(yan)(yan)(yan)(yan)規(gui)章制度(du)和(he)相關文(wen)件20余份,鼓勵有科(ke)研(yan)(yan)(yan)(yan)能力的教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)積極圍(wei)繞墾(ken)區發(fa)展和(he)學(xue)(xue)(xue)(xue)院工(gong)(gong)作(zuo)開展科(ke)研(yan)(yan)(yan)(yan)活動,推(tui)進(jin)(jin)了(le)科(ke)研(yan)(yan)(yan)(yan)與(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)、與(yu)墾(ken)區經濟發(fa)展密切結(jie)合,促進(jin)(jin)了(le)科(ke)研(yan)(yan)(yan)(yan)成(cheng)果的務實(shi)轉化。
五(wu)年學(xue)院(yuan)(yuan)累計有41項(xiang)(xiang)成(cheng)果獲(huo)(huo)省級優(you)秀(xiu)(xiu)科(ke)研(yan)(yan)(yan)成(cheng)果,學(xue)院(yuan)(yuan)科(ke)研(yan)(yan)(yan)成(cheng)果231項(xiang)(xiang),出版著作(zuo)24項(xiang)(xiang),公(gong)開(kai)發表論(lun)文176項(xiang)(xiang),完(wan)成(cheng)課題25項(xiang)(xiang),獲(huo)(huo)得專利6項(xiang)(xiang)。學(xue)院(yuan)(yuan)榮獲(huo)(huo)全(quan)省黨干(gan)校系(xi)統第十六次(ci)(ci)(ci)、十七(qi)次(ci)(ci)(ci)、十八(ba)次(ci)(ci)(ci)優(you)秀(xiu)(xiu)科(ke)研(yan)(yan)(yan)工作(zuo)組織獎(jiang)。7人榮獲(huo)(huo)全(quan)省黨干(gan)校系(xi)統優(you)秀(xiu)(xiu)科(ke)研(yan)(yan)(yan)管理工作(zuo)者、科(ke)研(yan)(yan)(yan)人才(cai)獎(jiang)。
(四)實施(shi)人才強院戰略,提高了師資(zi)隊伍建設水平
以全(quan)面提(ti)高教(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)隊伍(wu)(wu)素(su)質為(wei)中(zhong)心,以培養、吸引、用(yong)(yong)好人才為(wei)重點(dian),堅持數(shu)量、結(jie)構(gou)(gou)、質量、效益協調(diao)發展的方(fang)針,努力建(jian)(jian)設(she)了(le)(le)(le)一支專兼結(jie)合、素(su)質優(you)良、結(jie)構(gou)(gou)合理、特色鮮明,適應大規模(mo)培訓輪(lun)訓需要(yao),服務墾區(qu)及地方(fang)經濟社(she)會發展的高水平(ping)的教(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)隊伍(wu)(wu)。實(shi)行了(le)(le)(le)激(ji)勵與約束相結(jie)合的管理機制(zhi),強(qiang)化聘任,加強(qiang)考(kao)核,提(ti)高了(le)(le)(le)教(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)待(dai)遇。通過(guo)加強(qiang)師(shi)(shi)(shi)(shi)(shi)(shi)德師(shi)(shi)(shi)(shi)(shi)(shi)風建(jian)(jian)設(she),全(quan)面提(ti)高了(le)(le)(le)教(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)隊伍(wu)(wu)的思(si)想政治素(su)質,開展了(le)(le)(le)學習型(xing)、研究(jiu)型(xing)教(jiao)研室建(jian)(jian)設(she)。通過(guo)優(you)化教(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)隊伍(wu)(wu)結(jie)構(gou)(gou),積極(ji)審(shen)慎(shen)引進優(you)秀人才,整合五(wu)校(xiao)教(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)資源,充分利(li)用(yong)(yong)社(she)會教(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)資源,實(shi)現了(le)(le)(le)人才效益最大化。加大了(le)(le)(le)教(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)培訓力度(du),出臺了(le)(le)(le)《教(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)隊伍(wu)(wu)建(jian)(jian)設(she)規劃》,學院中(zhong)青(qing)年教(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)普遍(bian)(bian)培訓了(le)(le)(le)一遍(bian)(bian)。組(zu)織教(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)參加了(le)(le)(le)省(sheng)內外進修、培訓、考(kao)察和(he)學術交流5次,為(wei)教(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)的專業(ye)成(cheng)長提(ti)供了(le)(le)(le)廣闊的空間。
經過“十二五”期間的教師(shi)隊伍建設,我院(yuan)現有專任(ren)教師(shi)碩士占(zhan)全院(yuan)專任(ren)教師(shi)總(zong)數的52%,副教授以(yi)上(shang)職稱(cheng)占(zhan)全院(yuan)教師(shi)總(zong)數的65%,雙師(shi)型教師(shi)占(zhan)全院(yuan)教師(shi)總(zong)數的22%。
(五)加強校(xiao)園(yuan)基本建設,努力改(gai)善(shan)辦學條件(jian)
“十二五”期(qi)間,學(xue)(xue)(xue)院充分利(li)用(yong)有限(xian)資源,統籌規劃,分步實(shi)(shi)施,努力建設(she)功能齊(qi)全(quan)(quan)、環(huan)境(jing)優美(mei)、設(she)施完(wan)善(shan),具(ju)有深厚人文底蘊和(he)文化內(nei)(nei)涵的(de)(de)和(he)諧校(xiao)(xiao)園,實(shi)(shi)現了(le)(le)(le)(le)(le)(le)(le)(le)辦學(xue)(xue)(xue)條件(jian)的(de)(de)全(quan)(quan)面改善(shan)。全(quan)(quan)院上下(xia)樹立(li)(li)經(jing)營學(xue)(xue)(xue)院的(de)(de)理(li)(li)念和(he)教育(yu)成本(ben)意識,強(qiang)化了(le)(le)(le)(le)(le)(le)(le)(le)經(jing)營管(guan)(guan)理(li)(li),降低了(le)(le)(le)(le)(le)(le)(le)(le)教育(yu)成本(ben),堅持(chi)勤儉(jian)辦學(xue)(xue)(xue),提高(gao)了(le)(le)(le)(le)(le)(le)(le)(le)服(fu)務水平和(he)效益。積極爭取上級部(bu)(bu)門支(zhi)持(chi),加(jia)大了(le)(le)(le)(le)(le)(le)(le)(le)合(he)作辦學(xue)(xue)(xue)、聯合(he)辦學(xue)(xue)(xue)的(de)(de)力度,多(duo)渠道(dao)籌措辦學(xue)(xue)(xue)經(jing)費,建立(li)(li)了(le)(le)(le)(le)(le)(le)(le)(le)學(xue)(xue)(xue)院財力保障(zhang)體系(xi)。進一步完(wan)善(shan)了(le)(le)(le)(le)(le)(le)(le)(le)財務管(guan)(guan)理(li)(li)制(zhi)(zhi)度,挖(wa)掘(jue)潛力,增收(shou)節支(zhi),加(jia)強(qiang)資金管(guan)(guan)理(li)(li),合(he)理(li)(li)支(zhi)配了(le)(le)(le)(le)(le)(le)(le)(le)學(xue)(xue)(xue)院各(ge)項事業(ye)經(jing)費,實(shi)(shi)現了(le)(le)(le)(le)(le)(le)(le)(le)收(shou)支(zhi)平衡。堅持(chi)以人為本(ben),關注民(min)生(sheng),切實(shi)(shi)提高(gao)了(le)(le)(le)(le)(le)(le)(le)(le)教職(zhi)工(gong)收(shou)入水平和(he)生(sheng)活(huo)福(fu)利(li)待遇,幫助教職(zhi)工(gong)解決(jue)了(le)(le)(le)(le)(le)(le)(le)(le)一些生(sheng)活(huo)、工(gong)作中存(cun)在的(de)(de)困(kun)難和(he)問題。全(quan)(quan)面落實(shi)(shi)了(le)(le)(le)(le)(le)(le)(le)(le)老干部(bu)(bu)政策,確保了(le)(le)(le)(le)(le)(le)(le)(le)離(li)退休同志生(sheng)活(huo)更加(jia)幸福(fu)。進一步建立(li)(li)健全(quan)(quan)了(le)(le)(le)(le)(le)(le)(le)(le)辦學(xue)(xue)(xue)規范(fan)、管(guan)(guan)理(li)(li)有序(xu)、監督(du)有效、保障(zhang)安(an)全(quan)(quan)的(de)(de)學(xue)(xue)(xue)校(xiao)(xiao)內(nei)(nei)部(bu)(bu)管(guan)(guan)理(li)(li)制(zhi)(zhi)度,進一步落實(shi)(shi)了(le)(le)(le)(le)(le)(le)(le)(le)部(bu)(bu)門職(zhi)責和(he)崗位責任,提高(gao)了(le)(le)(le)(le)(le)(le)(le)(le)后勤保障(zhang)能力和(he)專業(ye)化服(fu)務水平。加(jia)強(qiang)了(le)(le)(le)(le)(le)(le)(le)(le)安(an)全(quan)(quan)管(guan)(guan)理(li)(li),初(chu)步實(shi)(shi)現了(le)(le)(le)(le)(le)(le)(le)(le)建設(she)平安(an)、文明、和(he)諧校(xiao)(xiao)園的(de)(de)目標,五年里沒有發生(sheng)各(ge)類事故和(he)不穩定事件(jian)。
“十二五(wu)”期間(jian),學院先(xian)后(hou)進(jin)行了(le)培(pei)訓中心(xin)客房裝修改(gai)(gai)造(zao)(zao),安裝了(le)電梯,更(geng)新(xin)了(le)計(ji)算(suan)機(ji)、考試用機(ji)等辦(ban)公設備,投(tou)資新(xin)建了(le)微(wei)機(ji)實驗室(shi),更(geng)新(xin)了(le)信息中心(xin)網絡設備,進(jin)行了(le)辦(ban)公樓供暖管線改(gai)(gai)造(zao)(zao)、室(shi)內墻(qiang)體保(bao)溫處理,改(gai)(gai)造(zao)(zao)了(le)開水房和食堂二次排水設施,改(gai)(gai)造(zao)(zao)了(le)宿舍樓衛生(sheng)間(jian),校(xiao)園基礎設施建設及教育資源投(tou)入五(wu)年(nian)累(lei)計(ji)1164萬(wan)元,實現辦(ban)學條件的全面改(gai)(gai)善。
