何承天(370年(nian)(nian)~447年(nian)(nian)),東(dong)海郡(jun)郯(tan)縣(今山東(dong)省郯(tan)城(cheng)縣)人(ren),南朝宋(song)著名的思想(xiang)家(jia)、天文學(xue)家(jia)。西(xi)晉(jin)右衛將軍何倫侄孫(sun)。
何(he)承天五歲喪父,由母親撫(fu)養,師(shi)從(cong)舅父徐廣,東(dong)晉末(mo)年先(xian)后(hou)(hou)(hou)任輔國府(fu)參軍、潯陽太守等職(zhi)。南(nan)朝任尚書載丞。因觸犯權(quan)貴遭到誣陷罷(ba)官;后(hou)(hou)(hou)宋文(wen)帝(di)下密(mi)旨(zhi)改授吏部郎,何(he)承天因泄密(mi)旨(zhi)被罷(ba)。之后(hou)(hou)(hou)死于家中,享年七十(shi)八歲。
何承天(tian)曾(ceng)(ceng)奏改《元嘉歷》,訂正舊歷所訂的(de)(de)冬至(zhi)時刻和冬至(zhi)時日所在(zai)位(wei)置,一(yi)直通行于(yu)宋、齊(qi)及梁天(tian)監中(zhong)葉,在(zai)我國天(tian)文(wen)律(lv)歷史上占有(you)重(zhong)要地(di)位(wei)。其論周天(tian)度數和兩極距(ju)離相(xiang)當于(yu)給出圓周率(lv)的(de)(de)近似(si)值約為3.1429,對后(hou)世歷法(fa)影響(xiang)很大。能彈箏,復擅弈棋,著作(zuo)有(you)《達(da)性論》、《與宗居(ju)士(shi)書(shu)》、《答顏光祿》、《報應問》等。曾(ceng)(ceng)奉(feng)命撰修《宋書(shu)》,書(shu)未成而(er)卒。
何(he)承天,東(dong)海(hai)郡(jun)郯城(cheng)(今(jin)山東(dong)省郯城(cheng)縣)人,叔(shu)伯祖父(fu)何(he)倫,是(shi)西(xi)晉(jin)時右衛將軍,何(he)承天五歲時父(fu)親就去世了,母親徐(xu)氏(shi),是(shi)徐(xu)廣(guang)的姐(jie)姐(jie),生性(xing)聰慧學識廣(guang)博,所(suo)以(yi)何(he)承天小時候(hou)便開始接受教義(yi),經史百家(jia),沒有不詳(xiang)盡通習的。其叔(shu)父(fu)何(he)月(yue)兮是(shi)益陽縣令(ling),他(ta)跟隨何(he)月(yue)兮一起去任所(suo)。
晉隆安四年(400),南蠻校尉桓(huan)偉任(ren)(ren)命何(he)(he)承(cheng)天(tian)為(wei)參軍(jun)(jun),當時(shi)殷仲堪、桓(huan)玄等(deng)人相繼舉兵(bing)反抗朝廷,何(he)(he)承(cheng)天(tian)懼怕禍亂(luan)不(bu)(bu)息,遂棄(qi)職(zhi)還于益陽(yang)。起義之初,長沙(sha)公陶延壽(shou)任(ren)(ren)命何(he)(he)承(cheng)天(tian)為(wei)他的輔國府(fu)參軍(jun)(jun),派(pai)人通報(bao)以尊奉宋高祖,于是任(ren)(ren)命何(he)(he)承(cheng)天(tian)為(wei)瀏陽(yang)縣令,不(bu)(bu)久他便離職(zhi)還于京(jing)都,撫軍(jun)(jun)將軍(jun)(jun)劉(liu)(liu)毅(yi)鎮守姑孰城,授官何(he)(he)承(cheng)天(tian)為(wei)兼(jian)代參軍(jun)(jun)。劉(liu)(liu)毅(yi)曾經(jing)外出行走,鄢陵信(xin)史陳滿(man)用弓箭(jian)射鳥,箭(jian)誤中了值勤的將領,雖然(ran)沒(mei)有射死(si)人,但是處以棄(qi)市之刑。何(he)(he)承(cheng)天(tian)提議輕微處罰一(yi)下就(jiu)行了。何(he)(he)承(cheng)天(tian)被補任(ren)(ren)為(wei)宛(wan)陵縣令,趙惔為(wei)寧蠻校尉、尋(xun)陽(yang)太守,拜請何(he)(he)承(cheng)天(tian)為(wei)司馬。不(bu)(bu)久何(he)(he)承(cheng)天(tian)離職(zhi)。
宋高(gao)祖(zu)劉(liu)裕以(yi)何(he)承天(tian)(tian)為太尉(wei)行參軍。高(gao)祖(zu)討伐(fa)劉(liu)毅,留下諸葛長民為監軍,隨后,何(he)承天(tian)(tian)被任(ren)命為太學博士,
義熙十一年(415),何(he)(he)承天(tian)為(wei)世子征虜參(can)(can)軍,隨(sui)后遷(qian)職為(wei)西中郎中軍參(can)(can)軍,錢(qian)塘(tang)縣令。宋(song)高祖劉裕(yu)在壽陽,宋(song)臺建立,召何(he)(he)承天(tian)為(wei)尚書(shu)祠部郎,與傅(fu)亮(liang)一起(qi)共同撰修朝(chao)儀。永初末年委任(ren)何(he)(he)承天(tian)為(wei)南(nan)臺治書(shu)侍(shi)御史(shi)。
謝晦鎮守(shou)江陵,拜(bai)請何承天為南蠻長史,當時有一(yi)個叫尹(yin)(yin)嘉的人(ren),家境貧寒,其母(mu)親熊(xiong)氏(shi)以自己為典質替(ti)尹(yin)(yin)嘉償還債(zhai)務。尹(yin)(yin)嘉因不孝獲罪當處死刑,何承天提議認為免(mian)除尹(yin)(yin)嘉的死刑,尹(yin)(yin)嘉之(zhi)事(shi)沒有判決,恰逢大赦,得以釋免(mian)。
謝晦(hui)薦舉何(he)(he)承(cheng)(cheng)天(tian)(tian)(tian)為衛將軍(jun)(jun),后遷職(zhi)咨議參軍(jun)(jun),兼(jian)做記室(shi)。宋元嘉三年(426),謝晦(hui)將被(bei)(bei)討伐(fa),他(ta)(ta)(ta)的(de)(de)弟(di)(di)弟(di)(di)黃門郎謝嚼用密信通報(bao)于(yu)他(ta)(ta)(ta),命令何(he)(he)承(cheng)(cheng)天(tian)(tian)(tian)擬造征討檄文,謝晦(hui)認(ren)為湘州刺(ci)史張(zhang)(zhang)邵(shao)與自己不是同(tong)道之人,準(zhun)備派遣一千人馬去偷襲他(ta)(ta)(ta)。何(he)(he)承(cheng)(cheng)天(tian)(tian)(tian)認(ren)為不知道張(zhang)(zhang)邵(shao)的(de)(de)意(yi)圖趨(qu)向,不宜隨(sui)(sui)便征討。當(dang)時張(zhang)(zhang)邵(shao)的(de)(de)哥張(zhang)(zhang)茂度為益州縣令,與謝晦(hui)一向友好,所以謝晦(hui)受何(he)(he)承(cheng)(cheng)天(tian)(tian)(tian)的(de)(de)勸阻中止了(le)派兵。是時益州前任刺(ci)史蕭摹之,巴西(xi)前任太(tai)守劉道產(chan)離官還(huan)于(yu)江陵,謝晦(hui)想殺掉他(ta)(ta)(ta)們(men),何(he)(he)承(cheng)(cheng)天(tian)(tian)(tian)竭力營救,所有(you)的(de)(de)人得以幸免。謝晦(hui)被(bei)(bei)攻克,何(he)(he)承(cheng)(cheng)天(tian)(tian)(tian)留在城府(fu)中不隨(sui)(sui)行,等(deng)到到彥之到馬頭時,何(he)(he)承(cheng)(cheng)天(tian)(tian)(tian)戴罪晉見,到彥之因為他(ta)(ta)(ta)有(you)誠意(yi),寬恕了(le)他(ta)(ta)(ta),命他(ta)(ta)(ta)兼(jian)作南蠻府(fu)事(shi)。
元嘉七(qi)年(430),到彥之(zhi)出(chu)師北伐,拜請何承(cheng)天為(wei)右軍(jun)錄事(shi),等(deng)到到彥之(zhi)戰敗(bai)潰退,何承(cheng)天因才(cai)能(neng)不(bu)適于(yu)軍(jun)旅,得以免除刑罰(fa),而(er)任命為(wei)尚(shang)書殿中(zhong)郎(lang),并兼左丞。吳(wu)興余杭人(ren)薄(bo)道舉有(you)補兵之(zhi)禍,依照(zhao)法律須是同籍(ji)的(de)(de)(de)其月(yue)親(qin)(qin)(其月(yue)親(qin)(qin),服喪(sang)一(yi)年的(de)(de)(de)親(qin)(qin)屬)補充軍(jun)隊(dui),薄(bo)道舉的(de)(de)(de)堂弟薄(bo)代(dai)公、薄(bo)道生都是大功親(qin)(qin)(大功,喪(sang)服五服之(zhi)一(yi),服期(qi)(qi)為(wei)九月(yue)),不(bu)應在補充的(de)(de)(de)條例之(zhi)內,法律以薄(bo)代(dai)公的(de)(de)(de)母(mu)親(qin)(qin)活著為(wei)期(qi)(qi)親(qin)(qin),那么兒子應跟隨母(mu)親(qin)(qin)補充軍(jun)隊(dui)。何承(cheng)天提(ti)議將薄(bo)代(dai)公母(mu)子一(yi)起寬恕了。已故司徒孔邈有(you)奏(zou)說沒被進用(yong),孫邈已下葬。議論的(de)(de)(de)人(ren)說不(bu)應該(gai)仍(reng)用(yong)孔邈的(de)(de)(de)名字,而(er)應用(yong)現任官的(de)(de)(de)名義去啟奏(zou),何承(cheng)天又(you)提(ti)議盛明的(de)(de)(de)世道,凡事(shi)應該(gai)從簡。
何承天本(ben)性剛直,不能曲意逢迎(ying)上司,常以自己所長(chang)輕慢同行,為(wei)(wei)仆射(she)殷景仁所不滿,出任為(wei)(wei)衡(heng)陽內史(shi),以前在西部(bu)與官員大(da)多不融(rong)洽,在郡里(li)又(you)不太(tai)公正清廉,被州司舉發,拘禁于牢獄,遇到大(da)赦得免(mian)。
元嘉十六年(439),任命為著作佐郎(lang),編撰國史,何承天年事已高(gao),而其他(ta)佐郎(lang)都出自名門且年輕(qing)有為,潁(ying)川(chuan)荀伯(bo)子(zi)譏(ji)諷(feng)何承天,常把他(ta)稱作乳母,何承天說:“你應當說鳳(feng)凰生了九個兒子(zi),乳母又有什么可說的呢(ni)!”不久遷職,為太子(zi)率更令(ling),著作佐郎(lang)不變。
當時丹陽丁況等(deng)(deng)人死了(le)很久(jiu)卻還沒(mei)安葬,何承天提議認為丁況等(deng)(deng)三(san)家,暫且(qie)可不再過問。
元嘉十九年(nian)(442),設立了國(guo)子(zi)學,何(he)承天以本職(zhi)領(ling)國(guo)子(zi)博士,皇太子(zi)講授《孝經(jing)》,何(he)承天與中庶子(zi)顏延之一(yi)起為(wei)他手執書經(jing),從(cong)師授業。不久,遷為(wei)御(yu)史中丞,當(dang)時北魏侵擾邊境,宋(song)太祖向群臣征求威懾(she)戎敵抵御(yu)入(ru)侵的策略,何(he)承天上書說(shuo)了自己意(yi)見。
何(he)承天(tian)向來(lai)喜歡下棋,對正事常有損(sun)害(hai),宋太祖以(yi)弈具賞(shang)賜(si)給(gei)他,何(he)承天(tian)上(shang)表陳述(shu)謝意說:“賞(shang)賜(si)弈具很(hen)好,為什么(me)一(yi)(yi)(yi)(yi)定(ding)要像張武那樣(yang)賞(shang)金呢?”何(he)承天(tian)還善(shan)于(yu)彈(dan)箏(zheng),皇上(shang)又賞(shang)賜(si)他用銀裝飾的箏(zheng)一(yi)(yi)(yi)(yi)面,何(he)承天(tian)與尚書左丞謝元(yuan)一(yi)(yi)(yi)(yi)向關系不好,二人(ren)互(hu)相(xiang)窺伺(si)對方轄臺的過失,幾次互(hu)相(xiang)上(shang)書彈(dan)劾。太尉江夏王義恭一(yi)(yi)(yi)(yi)年給(gei)何(he)承天(tian)資產:錢(qian)幣三千萬,布帛(bo)五萬匹(pi),糧(liang)米七萬斛。義恭一(yi)(yi)(yi)(yi)向鋪張,用度經常不夠。
元(yuan)(yuan)(yuan)(yuan)(yuan)嘉二十(shi)一年(nian)(nian)(444)轉向尚書要求索(suo)取(qu)第(di)二年(nian)(nian)資費。舊制(zhi)度規定(ding)支出(chu)錢(qian)幣(bi)二十(shi)萬,布帛五百(bai)匹(pi)以(yi)(yi)上(shang),應向朝廷(ting)啟(qi)奏。謝元(yuan)(yuan)(yuan)(yuan)(yuan)則提(ti)出(chu)以(yi)(yi)錢(qian)幣(bi)二百(bai)萬給(gei)太(tai)尉(wei),事情敗露后,謝元(yuan)(yuan)(yuan)(yuan)(yuan)于(yu)是命(ming)令(ling)殺了仆射(she)孟靑。后謝元(yuan)(yuan)(yuan)(yuan)(yuan)新任(ren)太(tai)尉(wei)咨議參軍,還沒(mei)正(zheng)式授命(ming),被何(he)承天(tian)揭發(fa)了,皇上(shang)大怒,貶謫謝元(yuan)(yuan)(yuan)(yuan)(yuan)歸鄉,且禁(jin)錮終身,謝元(yuan)(yuan)(yuan)(yuan)(yuan)這(zhe)時(shi)又揭發(fa)何(he)承天(tian)賣綾茭(jiao)四(si)百(bai)七十(shi)束給(gei)官屬,索(suo)取(qu)高價(jia)。何(he)承天(tian)被貶為布衣(yi)。謝元(yuan)(yuan)(yuan)(yuan)(yuan),字有宗,陳(chen)郡(jun)陽夏人,臨川(chuan)內(nei)史(shi)謝靈運族祖的(de)弟弟,以(yi)(yi)學(xue)識才智聞名(ming),死于(yu)禁(jin)錮。
元嘉二十(shi)四年(447),何(he)承天遷職為廷尉(wei),還(huan)沒有(you)授命,皇(huang)上準備任他為吏部(bu),已下達了(le)密(mi)令(ling),何(he)承天泄密(mi),因(yin)此被免(mian)官,死在家中,享年七十(shi)八歲。
有文集三(san)十二卷(juan)(juan),又刪并《禮論》八百卷(juan)(juan)為三(san)百卷(juan)(juan),著《分明士制(zhi)》三(san)卷(juan)(juan)、《孝經注》一(yi)卷(juan)(juan)、《歷術》一(yi)卷(juan)(juan)、《驗日食(shi)法》三(san)卷(juan)(juan)、《漏刻經》一(yi)卷(juan)(juan)、《陸(lu)機連珠注》一(yi)卷(juan)(juan),今皆(jie)不傳。
《重答顏光祿》
何承天(tian)曾上(shang)(shang)表指出(chu)沿用的(de)(de)(de)(de)(de)景初乾象(xiang)歷法疏漏不(bu)當。奏請改(gai)歷,稱《元嘉(jia)歷》,訂(ding)正舊歷所訂(ding)的(de)(de)(de)(de)(de)冬至(zhi)時(shi)刻和冬至(zhi)時(shi)日所在(zai)位置,一直通行于宋(song)、齊及梁天(tian)監中葉,在(zai)我(wo)國天(tian)文律(lv)歷史(shi)上(shang)(shang)占有重要(yao)地位。其論(lun)(lun)周(zhou)天(tian)度數和兩極距離相(xiang)當于給出(chu)圓(yuan)周(zhou)率的(de)(de)(de)(de)(de)近似值約為(wei)3.1429,對后世(shi)的(de)(de)(de)(de)(de)歷法影響很大。能(neng)彈箏,復擅弈棋,著作有《達性論(lun)(lun)》、《與宗(zong)居士書(shu)(shu)》、《答顏光祿》、《報(bao)應問(wen)》等。他運用當時(shi)所能(neng)達到(dao)的(de)(de)(de)(de)(de)自然科學水平,進行反(fan)佛的(de)(de)(de)(de)(de)理論(lun)(lun)斗爭,在(zai)形神(shen)問(wen)題上(shang)(shang)批判(pan)“神(shen)不(bu)滅”的(de)(de)(de)(de)(de)唯心(xin)主(zhu)義(yi)理論(lun)(lun),反(fan)對因(yin)果報(bao)應說。《報(bao)應問(wen)》、《達性論(lun)(lun)》等這(zhe)些著作記錄了他和佛教徒宗(zong)炳、顏延之等的(de)(de)(de)(de)(de)辯論(lun)(lun),見于《弘明集》與《廣弘明集》。《宋(song)書(shu)(shu)》、《南史(shi)》均有傳。宣揚無神(shen)論(lun)(lun)。他還熟知歷代朝典,曾奉命(ming)撰修《宋(song)書(shu)(shu)》,書(shu)(shu)未(wei)成(cheng)而卒。

《宋(song)書(shu)·列傳第二十四》
何承(cheng)(cheng)天,東(dong)海(hai)郯人(ren)也。從祖(zu)倫,晉右衛將軍。承(cheng)(cheng)天五歲失(shi)父(fu),母徐氏,廣之姊也,聰明博學,故承(cheng)(cheng)天幼漸(jian)訓議(yi),儒史(shi)百家,莫不(bu)該覽。叔父(fu)肹為(wei)益陽(yang)令,隨肹之官。
隆安(an)四年,南蠻校尉(wei)桓偉命為參(can)(can)軍(jun)。時殷仲堪、桓玄等互舉兵以(yi)向朝廷,承天(tian)懼禍(huo)難未(wei)已,解(jie)職還益陽(yang)。義旗初,長沙(sha)公陶延壽以(yi)為其(qi)(qi)輔國府參(can)(can)軍(jun),遣(qian)通敬于(yu)高祖,因除瀏陽(yang)令,尋去職還都。撫(fu)軍(jun)將軍(jun)劉(liu)毅鎮(zhen)姑孰,版為行(xing)參(can)(can)軍(jun)。毅嘗出行(xing),而鄢陵縣史陳滿(man)射鳥,箭誤(wu)中直帥(shuai),雖不(bu)傷(shang)(shang)人,處法(fa)棄市。承天(tian)議曰:「獄貴情斷,疑則從輕。昔驚(jing)漢文帝乘輿馬者(zhe)(zhe),張釋之劾以(yi)犯蹕,罪止罰(fa)金。何者(zhe)(zhe)?明其(qi)(qi)無心于(yu)驚(jing)馬也(ye)。故(gu)不(bu)以(yi)乘輿之重,加以(yi)異制。今(jin)滿(man)意在射鳥,非有(you)心于(yu)中人。按律過誤(wu)傷(shang)(shang)人,三歲刑,況不(bu)傷(shang)(shang)乎?微(wei)罰(fa)可也(ye)。」出補宛陵令。趙惔為寧蠻校尉(wei)、尋陽(yang)太守,請為司馬。尋去職。
高(gao)祖以為(wei)太尉(wei)行參(can)(can)軍(jun)(jun)(jun)(jun)。高(gao)祖討劉毅(yi),留諸葛長民為(wei)監軍(jun)(jun)(jun)(jun)。長民密懷異志,劉穆(mu)之屏(ping)人問承(cheng)天曰:「公(gong)(gong)今(jin)行濟(ji)否云(yun)何?」承(cheng)天曰:「不憂(you)西不時(shi),別有一慮爾。公(gong)(gong)昔年自(zi)左里還入石頭,甚脫爾,今(jin)還,宜加重復(fu)。」穆(mu)之曰:「非(fei)君不聞此言。頃(qing)日愿丹(dan)徒劉郎,恐不復(fu)可得也。」除太學博(bo)士。義熙十(shi)一年,為(wei)世(shi)子征虜參(can)(can)軍(jun)(jun)(jun)(jun),轉西中郎中軍(jun)(jun)(jun)(jun)參(can)(can)軍(jun)(jun)(jun)(jun),錢唐令。高(gao)祖在壽(shou)陽,宋臺建(jian),召為(wei)尚書祠部郎,與傅亮共撰朝儀。永初末,補南臺治書侍御史。
謝晦鎮江陵,請為(wei)南蠻長史。時有尹嘉(jia)者(zhe)(zhe),家貧,母熊(xiong)(xiong)自(zi)以(yi)身貼錢,為(wei)嘉(jia)償責。坐不孝(xiao)當死(si)。承天(tian)議(yi)曰:「被(bei)府宣(xuan)令,普議(yi)尹嘉(jia)大辟(pi)事(shi),稱法(fa)吏葛滕簽,母告子(zi)不孝(xiao),欲殺者(zhe)(zhe)許之(zhi)(zhi)(zhi)。法(fa)云,謂(wei)違犯教(jiao)(jiao)令,敬恭(gong)有虧,父母欲殺,皆許之(zhi)(zhi)(zhi)。其所告惟取(qu)信于(yu)所求(qiu)而許之(zhi)(zhi)(zhi)。謹尋事(shi)原心,嘉(jia)母辭自(zi)求(qiu)質(zhi)錢,為(wei)子(zi)還責。嘉(jia)雖(sui)(sui)虧犯教(jiao)(jiao)義,而熊(xiong)(xiong)無請殺之(zhi)(zhi)(zhi)辭。熊(xiong)(xiong)求(qiu)所以(yi)生之(zhi)(zhi)(zhi)而今(jin)殺之(zhi)(zhi)(zhi),非隨所求(qiu)之(zhi)(zhi)(zhi)謂(wei)。始以(yi)不孝(xiao)為(wei)劾,終(zhong)于(yu)和賣結刑,倚(yi)旁兩端,母子(zi)俱罪,滕簽法(fa)文,為(wei)非其條。嘉(jia)所存者(zhe)(zhe)大,理在(zai)難申,但明(ming)(ming)教(jiao)(jiao)爰發,矜(jin)其愚蔽。夫明(ming)(ming)德慎罰(fa),文王所以(yi)恤下;議(yi)獄緩(huan)死(si),《中孚》所以(yi)垂化(hua)。言情則母為(wei)子(zi)隱,語敬則禮所不及。今(jin)舍乞宥之(zhi)(zhi)(zhi)評,依請殺之(zhi)(zhi)(zhi)條,責敬恭(gong)之(zhi)(zhi)(zhi)節,于(yu)饑寒之(zhi)(zhi)(zhi)隸,誠非罰(fa)疑從輕,寧失有罪之(zhi)(zhi)(zhi)謂(wei)也。愚以(yi)謂(wei)降(jiang)嘉(jia)之(zhi)(zhi)(zhi)死(si),以(yi)普春(chun)澤之(zhi)(zhi)(zhi)恩;赦熊(xiong)(xiong)之(zhi)(zhi)(zhi)愆(qian),以(yi)明(ming)(ming)子(zi)隱之(zhi)(zhi)(zhi)宜。則蒲亭(ting)雖(sui)(sui)陋,可比德于(yu)盛明(ming)(ming);豚(tun)魚微物,不獨遺于(yu)今(jin)化(hua)。」事(shi)未判,值赦,并免(mian)。
晦(hui)(hui)(hui)(hui)進號衛將(jiang)軍,轉咨(zi)議參軍,領記室。元嘉三年,晦(hui)(hui)(hui)(hui)將(jiang)見討(tao),其(qi)(qi)(qi)弟黃門郎?爵密信報之(zhi)(zhi)(zhi),晦(hui)(hui)(hui)(hui)問承(cheng)天(tian)曰(yue)(yue):「若果爾,卿令我云何?」承(cheng)天(tian)曰(yue)(yue):「以王者之(zhi)(zhi)(zhi)重(zhong),舉(ju)天(tian)下以攻(gong)一州(zhou),大小既殊,逆順又異,境外求全,上計也。其(qi)(qi)(qi)次,以腹心領兵戍于義陽,將(jiang)軍率眾于夏口一戰,若敗,即趨(qu)義陽以出北境,其(qi)(qi)(qi)次也。」晦(hui)(hui)(hui)(hui)良久曰(yue)(yue):「荊楚用武之(zhi)(zhi)(zhi)國(guo),兵力(li)有(you)余,且(qie)當決戰,走不(bu)(bu)晚(wan)也。」使(shi)承(cheng)天(tian)造立表檄。晦(hui)(hui)(hui)(hui)以湘州(zhou)刺(ci)史張邵必不(bu)(bu)同(tong)己,欲遣(qian)千人襲(xi)之(zhi)(zhi)(zhi);承(cheng)天(tian)以為(wei)(wei)邵意(yi)趨(qu)未可(ke)知,不(bu)(bu)宜便討(tao)。時邵兄茂度為(wei)(wei)益州(zhou),與晦(hui)(hui)(hui)(hui)素善(shan),故晦(hui)(hui)(hui)(hui)止不(bu)(bu)遣(qian)兵。前(qian)(qian)益州(zhou)刺(ci)史蕭摹之(zhi)(zhi)(zhi)、前(qian)(qian)巴西太守劉道產去職還江陵,晦(hui)(hui)(hui)(hui)將(jiang)殺之(zhi)(zhi)(zhi),承(cheng)天(tian)盡力(li)營救,皆得(de)全免。晦(hui)(hui)(hui)(hui)既下,承(cheng)天(tian)留(liu)府不(bu)(bu)從。及到彥(yan)之(zhi)(zhi)(zhi)至馬(ma)頭(tou),承(cheng)天(tian)自詣歸(gui)罪,彥(yan)之(zhi)(zhi)(zhi)以其(qi)(qi)(qi)有(you)誠,宥之(zhi)(zhi)(zhi),使(shi)行南蠻府事。
七年,彥之(zhi)(zhi)(zhi)北伐(fa),請為(wei)右軍錄事。及(ji)彥之(zhi)(zhi)(zhi)敗(bai)退,承(cheng)天(tian)以才非軍旅,得免刑(xing)責。以補(bu)尚書殿(dian)中郎,兼左丞。吳興(xing)余杭民薄(bo)道(dao)舉為(wei)劫。制同(tong)籍期(qi)親(qin)(qin)補(bu)兵。道(dao)舉從(cong)弟代公、道(dao)生等并(bing)(bing)為(wei)大功(gong)親(qin)(qin),非應在補(bu)謫之(zhi)(zhi)(zhi)例(li),法以代公等母(mu)存為(wei)期(qi)親(qin)(qin),則子(zi)宜(yi)隨母(mu)補(bu)兵。承(cheng)天(tian)議曰(yue)(yue):「尋劫制,同(tong)籍期(qi)親(qin)(qin)補(bu)兵,大功(gong)不(bu)(bu)(bu)在此(ci)例(li)。婦人(ren)三(san)從(cong),既嫁從(cong)夫(fu),夫(fu)死從(cong)子(zi)。今道(dao)舉為(wei)劫,若其叔(shu)尚存,制應補(bu)謫,妻子(zi)營居,固(gu)其宜(yi)也。但(dan)為(wei)劫之(zhi)(zhi)(zhi)時(shi),叔(shu)父已沒,代公、道(dao)生并(bing)(bing)是(shi)從(cong)弟,大功(gong)之(zhi)(zhi)(zhi)親(qin)(qin),不(bu)(bu)(bu)合補(bu)謫。今若以叔(shu)母(mu)為(wei)期(qi)親(qin)(qin),令代公隨母(mu)補(bu)兵,既違(wei)大功(gong)不(bu)(bu)(bu)謫之(zhi)(zhi)(zhi)制,又失婦人(ren)三(san)從(cong)之(zhi)(zhi)(zhi)道(dao)。由于主者守期(qi)親(qin)(qin)之(zhi)(zhi)(zhi)文,不(bu)(bu)(bu)辨(bian)男女之(zhi)(zhi)(zhi)異,遠嫌(xian)(xian)畏負,以生此(ci)疑,懼非圣朝(chao)恤刑(xing)之(zhi)(zhi)(zhi)旨(zhi)。謂(wei)代公等母(mu)子(zi)并(bing)(bing)宜(yi)見原。」故司徒掾孔邈(miao)奏事未御,邈(miao)已喪殯,議者謂(wei)不(bu)(bu)(bu)宜(yi)仍用邈(miao)名,更以見官奏之(zhi)(zhi)(zhi)。承(cheng)天(tian)又議曰(yue)(yue):「既沒之(zhi)(zhi)(zhi)名不(bu)(bu)(bu)合奏者,非有它義,正嫌(xian)(xian)于近不(bu)(bu)(bu)祥耳。奏事一卻(que),動經歲時(shi),盛(sheng)明之(zhi)(zhi)(zhi)世,事從(cong)簡易,曲嫌(xian)(xian)細忌,皆應蕩除。」
承(cheng)天(tian)為(wei)(wei)(wei)性剛愎(bi),不能屈意朝右(you),頗(po)以所(suo)長(chang)侮(wu)同列,不為(wei)(wei)(wei)仆射殷景仁所(suo)平,出為(wei)(wei)(wei)衡(heng)陽內史。昔(xi)在西與(yu)士人多不協(xie),在郡(jun)又(you)不公(gong)清(qing),為(wei)(wei)(wei)州司所(suo)糾,被收系獄,值赦免。十六年,除著(zhu)作佐郎(lang),撰國史。承(cheng)天(tian)年已老,而諸佐郎(lang)并名家年少,潁川荀伯子嘲之,常(chang)呼為(wei)(wei)(wei)奶(nai)母(mu)(mu)。承(cheng)天(tian)曰:「卿(qing)當(dang)云鳳凰將(jiang)九子,奶(nai)母(mu)(mu)何(he)言(yan)邪!」尋轉太子率更(geng)令,著(zhu)作如故。
時(shi)丹陽(yang)丁況(kuang)(kuang)等(deng)久喪不(bu)葬(zang)(zang),承天議曰(yue):「禮所云(yun)還葬(zang)(zang),當謂荒儉一時(shi),故(gu)許其稱財而(er)不(bu)求備(bei)。丁況(kuang)(kuang)三(san)家(jia)(jia),數年(nian)中,葬(zang)(zang)輒(zhe)無棺(guan)櫬,實由淺情薄恩,同(tong)于禽獸者耳。竊以為(wei)丁寶等(deng)同(tong)伍(wu)積(ji)年(nian),未嘗勸之(zhi)以義,繩之(zhi)以法。十六年(nian)冬,既無新科,又(you)未申(shen)明舊(jiu)制,有何嚴切,欻然相(xiang)糾。或由鄰曲分(fen)爭,以興此(ci)(ci)言(yan)。如(ru)聞在東諸處,此(ci)(ci)例(li)既多,江西淮北尤為(wei)不(bu)少。若(ruo)(ruo)但謫此(ci)(ci)三(san)人,殆無整肅。開其一端,則互相(xiang)恐動,里伍(wu)縣司,競為(wei)奸利(li)。財賂(lu)既逞,獄(yu)訟必繁,懼虧圣明烹鮮(xian)之(zhi)美。臣愚謂況(kuang)(kuang)等(deng)三(san)家(jia)(jia),且可(ke)勿(wu)問,因此(ci)(ci)附定制旨(zhi),若(ruo)(ruo)民人葬(zang)(zang)不(bu)如(ru)法,同(tong)伍(wu)當即糾言(yan),三(san)年(nian)除服之(zhi)后,不(bu)得追相(xiang)告列,于事為(wei)宜。」
十九年,立國子(zi)學(xue),以本官領國子(zi)博士。皇太子(zi)講《孝經(jing)》,承天(tian)與中庶子(zi)顏延之同為執經(jing)。頃之,遷御(yu)(yu)史中丞。時索虜侵邊,太祖訪群(qun)臣威戎御(yu)(yu)遠之略,承天(tian)上表曰:
伏(fu)見北(bei)籓(fan)上(shang)事,虜(lu)犯(fan)青(qing)、兗,天(tian)(tian)慈(ci)降鑒,矜此黎元,博(bo)逮(dai)群策(ce),經綸戎政,臣以(yi)(yi)愚陋(lou),預(yu)聞訪及。竊尋獫(xian)狁(yun)告難,爰自上(shang)古,有周之盛,南仲出(chu)車(che),漢氏方(fang)隆(long),衛、霍宣(xuan)力。雖飲馬瀚海,揚旍祁(qi)連,事難役繁,天(tian)(tian)下騷動,委興(xing)負海,貲及舟(zhou)車(che)。兇狡倔強,未(wei)肯受弱,得失報復,裁(cai)不(bu)相(xiang)補(bu)。宣(xuan)帝末年(nian),值其(qi)乖亂(luan),推亡(wang)固(gu)存,始(shi)獲稽服。自晉(jin)喪中原,戎狄(di)侵擾,百余(yu)年(nian)間,未(wei)暇以(yi)(yi)北(bei)虜(lu)為念。大宋啟(qi)祚,兩耀靈武(wu),而懷德畏威(wei),用(yong)自款(kuan)納。陛下臨御以(yi)(yi)來,羈縻遵(zun)養,十余(yu)年(nian)中,貢譯不(bu)絕(jue)。去歲(sui)三王(wang)出(chu)鎮,思振遠圖,獸心易駭(hai),遂生猜懼,背違(wei)信約,深構攜(xie)隙(xi)。貪禍(huo)恣(zi)毒(du),無因自反(fan),恐烽(feng)燧之警(jing),必(bi)自此始(shi)。臣素(su)庸懦,才不(bu)經武(wu),率(lv)其(qi)管窺,謹撰《安邊(bian)論》。意及淺(qian)末,懼無可采。若得詢之朝列(lie),辨核同(tong)異(yi),庶或開引群慮,研盡眾謀(mou),短長畢陳,當否可見。其(qi)論曰:
漢世言備匈奴之(zhi)(zhi)(zhi)(zhi)策,不(bu)(bu)過二科(ke),武夫盡(jin)征(zheng)伐之(zhi)(zhi)(zhi)(zhi)謀(mou),儒生講和親(qin)之(zhi)(zhi)(zhi)(zhi)約(yue),課(ke)其所言,互有(you)遠志。加塞漠之(zhi)(zhi)(zhi)(zhi)外(wai),胡敵(di)掣肘,必未能(neng)摧鋒引日,規自(zi)開張。當由往年冀土之(zhi)(zhi)(zhi)(zhi)民,附化者眾(zhong),二州臨境(jing),三(san)王(wang)(wang)出(chu)籓,經(jing)略(lve)既張,宏圖(tu)將舉,士(shi)女延望,華、夷(yi)慕義。故(gu)昧于(yu)小利(li),且自(zi)矜侈,外(wai)示余力,內(nei)堅偽眾(zhong)。今(jin)(jin)若務存遵(zun)養(yang),許其自(zi)新,雖未可羈致(zhi)北(bei)闕,猶足鎮靜邊境(jing)。然和親(qin)事重,當盡(jin)廟算,誠非愚短,所能(neng)究言。若追(zhui)蹤衛(wei)、霍瀚海之(zhi)(zhi)(zhi)(zhi)志,時事不(bu)(bu)等,致(zhi)功(gong)亦殊。寇(kou)雖習(xi)戰未久,又全據燕、趙,跨帶秦、魏(wei),山河之(zhi)(zhi)(zhi)(zhi)險,終古如一。自(zi)非大田淮(huai)、泗,內(nei)實(shi)青、徐,使(shi)民有(you)贏儲,野(ye)有(you)積谷,然后分命(ming)方(fang)、召,總率虎旅,精卒十萬,使(shi)一舉蕩夷(yi),則(ze)不(bu)(bu)足稍勤王(wang)(wang)師,以(yi)(yi)勞天(tian)下(xia)。何(he)以(yi)(yi)言之(zhi)(zhi)(zhi)(zhi)?今(jin)(jin)遺黎(li)習(xi)亂,志在偷安,非皆恥為左衽(ren),遠慕冠冕,徒(tu)以(yi)(yi)殘害(hai)剝辱,視息(xi)無(wu)寄,故(gu)繦負歸國,先后相尋(xun)。虜(lu)既不(bu)(bu)能(neng)校勝循理,攻(gong)城略(lve)地,而輕兵(bing)掩襲,急(ji)在驅(qu)殘,是(shi)其所以(yi)(yi)速怨召禍,滅亡之(zhi)(zhi)(zhi)(zhi)日。今(jin)(jin)若遣軍追(zhui)討,報(bao)其侵暴,大翦幽、冀,屠城破邑,則(ze)圣朝愛育黎(li)元,方(fang)濟之(zhi)(zhi)(zhi)(zhi)以(yi)(yi)道。若但欲(yu)撫其歸附,伐罪吊民,則(ze)駿(jun)馬奔走,不(bu)(bu)肯來征(zheng),徒(tu)興巨費,無(wu)損于(yu)彼。復奇(qi)兵(bing)深入,殺敵(di)破軍,茍陵患未盡(jin),則(ze)困獸(shou)思斗,報(bao)復之(zhi)(zhi)(zhi)(zhi)役,將遂無(wu)已。斯秦、漢之(zhi)(zhi)(zhi)(zhi)末(mo)策,輪(lun)臺(tai)之(zhi)(zhi)(zhi)(zhi)所悔也(ye)。
安邊固守(shou),于計為(wei)長。臣(chen)以(yi)安邊之(zhi)(zhi)(zhi)計,備在史策,李牧言其(qi)(qi)端(duan),嚴(yan)尤(you)申其(qi)(qi)要,大略舉(ju)矣。曹、孫之(zhi)(zhi)(zhi)霸,才(cai)均智敵,江、淮之(zhi)(zhi)(zhi)間,不居各數百里。魏(wei)舍合(he)肥,退(tui)保新城(cheng),江陵(ling)移(yi)民南(nan)涘,濡須之(zhi)(zhi)(zhi)戍,家停(ting)羨溪。及(ji)(ji)表陵(ling)之(zhi)(zhi)(zhi)屯,民夷(yi)散雜,晉(jin)宣王(wang)以(yi)為(wei)宜從江南(nan)以(yi)北岸,曹爽不許(xu),果亡柤中,此(ci)皆前代之(zhi)(zhi)(zhi)殷鑒也。何(he)者?斥候(hou)之(zhi)(zhi)(zhi)郊,非(fei)(fei)畜牧之(zhi)(zhi)(zhi)地,非(fei)(fei)耕桑之(zhi)(zhi)(zhi)邑。故堅壁清野,以(yi)俟其(qi)(qi)來,整甲繕兵,以(yi)乘其(qi)(qi)敝。雖時有古今,勢有強弱,保民全境,不出此(ci)涂(tu)。要而(er)歸之(zhi)(zhi)(zhi)有四(si):一曰移(yi)遠就近;二曰浚(jun)復城(cheng)隍;三(san)曰纂偶車(che)牛;四(si)曰計丁課仗。良守(shou)疆其(qi)(qi)土田,驍帥振其(qi)(qi)風略。搜獵宣其(qi)(qi)號令,俎(zu)豆訓其(qi)(qi)廉恥。縣(xian)爵(jue)以(yi)縻之(zhi)(zhi)(zhi),設(she)禁(jin)以(yi)威之(zhi)(zhi)(zhi)。徭(yao)稅有程(cheng),寬(kuan)猛相濟。比(bi)及(ji)(ji)十載(zai),民知(zhi)義方。然后簡將(jiang)授奇(qi),揚旌云(yun)朔,風卷河(he)冀,電掃(sao)嵩(song)恒(heng),燕弧(hu)折卻,代馬摧足,秦首斬其(qi)(qi)右(you)臂(bei),吳(wu)蹄絕其(qi)(qi)左肩,銘功(gong)于燕然之(zhi)(zhi)(zhi)阿,饗徒(tu)于金微之(zhi)(zhi)(zhi)曲。
寇雖亂(luan)亡(wang)有(you)(you)征,昧弱易取,若(ruo)天(tian)時人事,或未盡符,抑銳俟機,宜審其(qi)(qi)算。若(ruo)邊(bian)(bian)戍(shu)未增,星居布野,勤惰異教,貧富(fu)殊資,疆場之民,多懷彼此(ci),虜在去(qu)就,不根本業,難(nan)可驅(qu)率(lv),易在振蕩。又狡虜之性,食肉衣皮(pi),以馳騁為(wei)儀容,以游獵(lie)為(wei)南畝(mu),非有(you)(you)車輿(yu)之安,宮室(shi)之衛。櫛風沐雨,不以為(wei)勞(lao);露宿(su)草寢,維其(qi)(qi)常性;勝則競利(li),敗不羞(xiu)走(zou),彼來或驟,而此(ci)已奔疲。且今春逾濟(ji),既獲其(qi)(qi)利(li),乘勝忸忄犬,未虞天(tian)誅,比及秋末,容更送死。猋(biao)騎蟻聚,輕兵鳥(niao)集(ji),并踐禾稼(jia),焚爇閭井,雖邊(bian)(bian)將多略(lve),未審何以御之。若(ruo)盛師連(lian)屯,廢農必(bi)眾,馳車奔驲,起役必(bi)遲,散金行賞(shang),損費(fei)必(bi)大,換土客(ke)戍(shu),怨曠必(bi)繁。孰若(ruo)因(yin)民所居,并修農戰,無動眾之勞(lao),有(you)(you)捍衛之實(shi),其(qi)(qi)為(wei)利(li)害,優劣相縣也。
一曰移遠就(jiu)近,以實內地。今青、兗舊民,冀州(zhou)新(xin)附,在界首者二萬家,此寇之(zhi)(zhi)資也。今悉可(ke)內徙,青州(zhou)民移東萊、平昌、北海(hai)諸郡(jun),泰山(shan)以南(nan),南(nan)至(zhi)下邳,左沭右沂,田良野沃,西(xi)阻蘭(lan)陵,北扼大峴,四(si)塞之(zhi)(zhi)內,其(qi)號險(xian)固。民性重遷,暗(an)于圖始,無虜(lu)之(zhi)(zhi)時,喜生咨(zi)怨。今新(xin)被鈔掠(lve),余懼未息,若曉示安(an)危(wei),居以樂土(tu),宜其(qi)歌抃就(jiu)路,視(shi)遷如歸。
二曰浚復城(cheng)隍,以(yi)增阻防。舊秋冬(dong)收斂(lian),民人入保,所(suo)(suo)以(yi)警(jing)備(bei)暴(bao)客,使防衛有(you)素也(ye)。古之(zhi)(zhi)城(cheng)池(chi),處(chu)處(chu)皆有(you),今雖(sui)頹(tui)毀,猶(you)可修治。粗計戶數,量其所(suo)(suo)容,新徙之(zhi)(zhi)家(jia),悉著城(cheng)內(nei),假其經用,為之(zhi)(zhi)閭伍,納稼筑場(chang),還在一處(chu)。婦(fu)子(zi)守家(jia),長吏為師,丁夫匹婦(fu),春夏佃(dian)牧。寇至(zhi)之(zhi)(zhi)時,一城(cheng)千(qian)室,堪(kan)戰(zhan)(zhan)之(zhi)(zhi)士(shi),不下(xia)二千(qian),其余羸弱,猶(you)能(neng)登陴鼓噪。十則圍之(zhi)(zhi),兵家(jia)舊說,戰(zhan)(zhan)士(shi)二千(qian),足(zu)抗(kang)群虜三(san)萬矣。
三曰纂偶車牛(niu),以(yi)飾戎械(xie)。計千家之資(zi),不下五(wu)百耦牛(niu),為車五(wu)百兩(liang)。參合鉤連,以(yi)衛其眾。設使城不可固,平行(xing)趨(qu)險,賊所(suo)不能干(gan)。既已族居,易(yi)可檢括(kuo)。號令先明,民知夙戒。有急征發,信宿可聚。
四曰(yue)計丁課仗,勿使有闕。千家之(zhi)邑,戰士二千,隨其便能,各自(zi)有仗,素所服習,銘刻由己,還保輸之(zhi)于(yu)庫(ku),出行請以(yi)(yi)自(zi)衛(wei)。弓干利(li)鐵,民不辦(ban)得者,官以(yi)(yi)漸充之(zhi),數年(nian)之(zhi)內,軍用粗備(bei)矣。
臣(chen)聞軍國異容,施于封畿之(zhi)(zhi)(zhi)內;兵農并修(xiu),在(zai)于疆場之(zhi)(zhi)(zhi)表。攻守(shou)之(zhi)(zhi)(zhi)宜,皆因其(qi)(qi)(qi)習,任其(qi)(qi)(qi)怯勇(yong)。山陵川陸之(zhi)(zhi)(zhi)形,寒暑溫涼之(zhi)(zhi)(zhi)氣,各由(you)本性,易(yi)(yi)則害(hai)生。是故戍(shu)申作師(shi),遠屯清(qing)濟(ji),功費既(ji)重,嗟怨亦(yi)深。以(yi)(yi)臣(chen)料之(zhi)(zhi)(zhi),未若即(ji)用(yong)彼(bi)眾之(zhi)(zhi)(zhi)易(yi)(yi)也。管子治齊,寄令在(zai)民;商君為秦,設(she)以(yi)(yi)耕(geng)戰。終申威定霸,行其(qi)(qi)(qi)志業,非(fei)(fei)茍任強,實(shi)由(you)有(you)數。梁用(yong)走卒,其(qi)(qi)(qi)邦自滅;齊用(yong)技擊,厥眾亦(yi)離。漢、魏以(yi)(yi)來,茲制漸(jian)絕,搜(sou)田(tian)非(fei)(fei)復先王之(zhi)(zhi)(zhi)禮,治兵徒逞(cheng)耳(er)目(mu)之(zhi)(zhi)(zhi)欲(yu),有(you)急之(zhi)(zhi)(zhi)日,民不知戰,至乃廣延賞募(mu),奉(feng)以(yi)(yi)厚秩(zhi),發遽奔救,天下騷然。方伯(bo)刺史,拱手坐聽(ting),自無(wu)經略,唯(wei)望朝廷(ting)遣軍,此皆忘戰之(zhi)(zhi)(zhi)害(hai),不教(jiao)之(zhi)(zhi)(zhi)失也。
今移(yi)民(min)實內(nei),浚治城(cheng)(cheng)(cheng)隍,族居(ju)聚處,課其(qi)(qi)騎射,長吏簡試,差品(pin)能不,甲科(ke)上第,漸就優別,明其(qi)(qi)勛才,表言州(zhou)郡。如此則屯(tun)部(bu)有(you)常,不遷其(qi)(qi)業。內(nei)護老(lao)弱,外(wai)通官(guan)涂(tu),朋曹(cao)素定,同憂等樂,情(qing)由習親,藝(yi)因事著,晝戰(zhan)(zhan)見貌足相(xiang)識,夜戰(zhan)(zhan)聞聲足相(xiang)救(jiu),斯教戰(zhan)(zhan)之(zhi)(zhi)(zhi)一隅,先哲之(zhi)(zhi)(zhi)遺術。論者(zhe)必(bi)以古(gu)城(cheng)(cheng)(cheng)荒毀,難可(ke)修(xiu)復。今不謂頓便(bian)加功,整麗如舊(jiu),但欲先定民(min),營其(qi)(qi)閭(lv)術,墉壑存者(zhe),因而即之(zhi)(zhi)(zhi),其(qi)(qi)有(you)毀缺,權時柵斷。足以御(yu)彼輕兵(bing),防遏(e)游騎,假(jia)以方將,漸就只立(li)。車牛(niu)之(zhi)(zhi)(zhi)賦,課仗(zhang)之(zhi)(zhi)(zhi)宜,攻守所資,軍國(guo)之(zhi)(zhi)(zhi)要,今因民(min)所利,導而率之(zhi)(zhi)(zhi)。耕農之(zhi)(zhi)(zhi)器,為(wei)府庫之(zhi)(zhi)(zhi)寶,田蠶(can)之(zhi)(zhi)(zhi)氓,兼(jian)城(cheng)(cheng)(cheng)之(zhi)(zhi)(zhi)用(yong),千家總倍(bei)旅之(zhi)(zhi)(zhi)兵(bing),萬戶具(ju)全軍之(zhi)(zhi)(zhi)眾(zhong),兵(bing)強而敵不戒,國(guo)富而民(min)不勞,比于優復隊伍,坐食廩糧者(zhe),不可(ke)同年(nian)而校矣。
今(jin)承平(ping)未久,邊令(ling)弛縱,弓(gong)竿利鐵,既(ji)不都斷,往歲(sui)棄甲,垂二(er)十(shi)年(nian),課(ke)其所住,理應消壞。謂宜申明舊(jiu)科,嚴(yan)加禁塞,諸(zhu)(zhu)商(shang)賈往來(lai),幢(chuang)隊挾藏者,皆(jie)以軍法治之(zhi)。又(you)界(jie)上(shang)嚴(yan)立關候,杜廢(fei)間蹊。城(cheng)(cheng)保之(zhi)境(jing),諸(zhu)(zhu)所課(ke)仗,并(bing)加雕(diao)鐫,別造程式。若有(you)遺鏃亡刃,及私(si)為(wei)竊盜者,皆(jie)可立驗,于事(shi)為(wei)長(chang)。又(you)鉅野(ye)湖澤(ze)廣大,南通(tong)洙(zhu)、泗(si),北(bei)連青、齊(qi),有(you)舊(jiu)縣城(cheng)(cheng),正在澤(ze)內(nei)。宜立式修復舊(jiu)堵,利其埭遏,給(gei)輕艦(jian)百(bai)艘。寇若入(ru)境(jing),引艦(jian)出戰,左右隨宜應接(jie),據(ju)其師(shi)津,毀其航漕。此以利制車,運我所長(chang),亦微(wei)徹敵之(zhi)要也(ye)。
承(cheng)天(tian)素(su)好弈(yi)棋(qi),頗用廢(fei)事。太(tai)祖(zu)賜(si)(si)以(yi)局子(zi),承(cheng)天(tian)奉(feng)表陳(chen)謝(xie),上(shang)答(da):「局子(zi)之賜(si)(si),何必(bi)非張(zhang)武之金邪!」承(cheng)天(tian)又能彈箏,上(shang)又賜(si)(si)銀(yin)裝箏一面。承(cheng)天(tian)與(yu)尚(shang)(shang)書左(zuo)丞謝(xie)元(yuan)素(su)不(bu)相(xiang)善,二(er)人競伺二(er)臺之違(wei),累相(xiang)糾奏。太(tai)尉江(jiang)夏王義(yi)恭(gong)歲給資費(fei)錢(qian)三千(qian)萬(wan)(wan),布五萬(wan)(wan)匹,米七萬(wan)(wan)斛。義(yi)恭(gong)素(su)奢侈,用常不(bu)充,二(er)十一年,逆就尚(shang)(shang)書換明年資費(fei)。而舊制(zhi)出錢(qian)二(er)十萬(wan)(wan),布五百匹以(yi)上(shang),并應奏聞(wen),元(yuan)輒命(ming)議以(yi)錢(qian)二(er)百萬(wan)(wan)給太(tai)尉。事發覺(jue),元(yuan)乃使令史取仆射孟顗命(ming)。元(yuan)時(shi)新除太(tai)尉咨議參(can)軍,未(wei)拜,為承(cheng)天(tian)所(suo)糾。上(shang)大(da)怒,遣元(yuan)長歸(gui)田里,禁(jin)錮終身。元(yuan)時(shi)又舉承(cheng)天(tian)賣(mai)茭四百七十束與(yu)官屬,求(qiu)貴價。承(cheng)天(tian)坐白衣領職。元(yuan)字有宗,陳(chen)郡陽夏人,臨川內史靈運從祖(zu)弟也(ye)。以(yi)才(cai)學(xue)見知,卒于禁(jin)錮。
二十四年,承(cheng)(cheng)(cheng)天遷廷尉,未拜(bai),上欲以(yi)為吏部,已(yi)受密旨,承(cheng)(cheng)(cheng)天宣漏(lou)之,坐(zuo)免官。卒于(yu)家,年七十八。先是,《禮論(lun)》有八百卷(juan),承(cheng)(cheng)(cheng)天刪(shan)減(jian)并(bing)合,以(yi)類相從,凡(fan)為三百卷(juan),并(bing)《前傳》、《雜(za)語(yu)》、《纂(zuan)文(wen)》、論(lun)并(bing)傳于(yu)世。又改定《元嘉歷》,語(yu)在《律歷志(zhi)》。
