水(shui)(shui)(shui)(shui)庫(ku)建(jian)設(she)(she)工(gong)(gong)(gong)程(cheng)由(you)原(yuan)欽(qin)州地區(qu)(qu)水(shui)(shui)(shui)(shui)利(li)電力設(she)(she)計(ji)隊(dui)勘(kan)測設(she)(she)計(ji),報自(zi)治區(qu)(qu)水(shui)(shui)(shui)(shui)利(li)電力廳審批后,由(you)原(yuan)防(fang)城(cheng)縣(xian)負責組(zu)織實施(shi),于(yu)1978年(nian)(nian)(nian)動工(gong)(gong)(gong)興建(jian),1982年(nian)(nian)(nian)基本(ben)建(jian)成(cheng)投(tou)入(ru)運行。至1990年(nian)(nian)(nian)底,水(shui)(shui)(shui)(shui)庫(ku)工(gong)(gong)(gong)程(cheng)完成(cheng)總(zong)投(tou)資1301萬元。建(jian)成(cheng)水(shui)(shui)(shui)(shui)庫(ku)主(zhu)體工(gong)(gong)(gong)程(cheng)建(jian)筑物(wu)有:主(zhu)壩(ba)(ba)(ba)(ba)(ba)1座,為(wei)均質(zhi)土(tu)壩(ba)(ba)(ba)(ba)(ba),壩(ba)(ba)(ba)(ba)(ba)頂(ding)(ding)(ding)高(gao)程(cheng)186.50米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),壩(ba)(ba)(ba)(ba)(ba)頂(ding)(ding)(ding)長(chang)(chang)378米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),壩(ba)(ba)(ba)(ba)(ba)頂(ding)(ding)(ding)寬(kuan)7米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)~8米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),最大(da)(da)壩(ba)(ba)(ba)(ba)(ba)高(gao)42米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)。副壩(ba)(ba)(ba)(ba)(ba)3座,均位(wei)于(yu)水(shui)(shui)(shui)(shui)庫(ku)北面(mian)那(nei)勉溝的(de)分水(shui)(shui)(shui)(shui)嶺處,為(wei)土(tu)壩(ba)(ba)(ba)(ba)(ba)工(gong)(gong)(gong)程(cheng)。其中(zhong)1號(hao)副壩(ba)(ba)(ba)(ba)(ba)最大(da)(da)壩(ba)(ba)(ba)(ba)(ba)高(gao)15.60米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),壩(ba)(ba)(ba)(ba)(ba)頂(ding)(ding)(ding)寬(kuan)6米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),壩(ba)(ba)(ba)(ba)(ba)頂(ding)(ding)(ding)長(chang)(chang)172米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi);2號(hao)副壩(ba)(ba)(ba)(ba)(ba)最大(da)(da)壩(ba)(ba)(ba)(ba)(ba)高(gao)6.7米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),壩(ba)(ba)(ba)(ba)(ba)頂(ding)(ding)(ding)寬(kuan)6米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),壩(ba)(ba)(ba)(ba)(ba)頂(ding)(ding)(ding)長(chang)(chang)110米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi);3號(hao)副壩(ba)(ba)(ba)(ba)(ba)最大(da)(da)壩(ba)(ba)(ba)(ba)(ba)高(gao)5.70米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),壩(ba)(ba)(ba)(ba)(ba)頂(ding)(ding)(ding)寬(kuan)6米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),壩(ba)(ba)(ba)(ba)(ba)頂(ding)(ding)(ding)長(chang)(chang)78米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)。溢(yi)洪道(dao)1座,位(wei)于(yu)主(zhu)壩(ba)(ba)(ba)(ba)(ba)右端,由(you)進(jin)水(shui)(shui)(shui)(shui)段(duan)及閘室(shi)、陡坡、消力池、尾水(shui)(shui)(shui)(shui)渠和護(hu)岸(an)(an)等部分組(zu)成(cheng)。溢(yi)流堰頂(ding)(ding)(ding)高(gao)程(cheng)176米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),設(she)(she)有9米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)×6米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)鋼(gang)板弧型閘門(men),陡坡段(duan)寬(kuan)19.60米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)一(yi)(yi)30米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)。消力池長(chang)(chang)30米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),寬(kuan)10米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)。尾水(shui)(shui)(shui)(shui)渠長(chang)(chang)240米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),寬(kuan)30米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),最大(da)(da)泄洪流量為(wei)1008立(li)方(fang)米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)每秒。輸(shu)水(shui)(shui)(shui)(shui)隧洞(dong)1孔,位(wei)于(yu)主(zhu)壩(ba)(ba)(ba)(ba)(ba)左岸(an)(an),用于(yu)灌溉、發電和水(shui)(shui)(shui)(shui)庫(ku)放空(kong)等,洞(dong)身長(chang)(chang)226.60米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),洞(dong)內(nei)直徑(jing)2米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),鋼(gang)筋(jin)混凝(ning)土(tu)結構。進(jin)水(shui)(shui)(shui)(shui)口底高(gao)程(cheng)155.5米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi),輸(shu)水(shui)(shui)(shui)(shui)流量12立(li)方(fang)米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)每秒。水(shui)(shui)(shui)(shui)庫(ku)建(jian)有梯(ti)級(ji)電站(zhan)2座,總(zong)裝(zhuang)機容量5350千瓦(wa)(wa)。其中(zhong),小(xiao)峰(feng)(feng)(feng)水(shui)(shui)(shui)(shui)電站(zhan)(一(yi)(yi)級(ji)站(zhan))位(wei)于(yu)小(xiao)峰(feng)(feng)(feng)水(shui)(shui)(shui)(shui)庫(ku)大(da)(da)壩(ba)(ba)(ba)(ba)(ba)下(xia)游左岸(an)(an),1978年(nian)(nian)(nian)興建(jian),1982年(nian)(nian)(nian)投(tou)入(ru)運行。裝(zhuang)機2臺、單(dan)機容量800千瓦(wa)(wa);江(jiang)口水(shui)(shui)(shui)(shui)電站(zhan)(二級(ji)站(zhan))位(wei)于(yu)扶隆鄉南江(jiang)村,1982年(nian)(nian)(nian)興建(jian),1985年(nian)(nian)(nian)建(jian)成(cheng),是(shi)利(li)用小(xiao)峰(feng)(feng)(feng)電站(zhan)的(de)尾水(shui)(shui)(shui)(shui)通過(guo)9.35公里長(chang)(chang)的(de)沿山渠道(dao)作為(wei)水(shui)(shui)(shui)(shui)源,設(she)(she)計(ji)引水(shui)(shui)(shui)(shui)流量6立(li)方(fang)米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)每秒,設(she)(she)計(ji)水(shui)(shui)(shui)(shui)頭(tou)落(luo)差74.84米(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)(mi)。裝(zhuang)機3臺、單(dan)機容量1250千瓦(wa)(wa), 2、3號(hao)機組(zu)于(yu)1985年(nian)(nian)(nian)安裝(zhuang)投(tou)入(ru)運行;1號(hao)機組(zu)于(yu)1987年(nian)(nian)(nian)安裝(zhuang)發電。
小峰水(shui)庫(ku)(ku)建成后運行初期,由于受經濟和技術條件的(de)限制,工(gong)程(cheng)建設(she)標準(zhun)低,工(gong)程(cheng)存(cun)在著質量較差、病險(xian)隱患多等(deng)工(gong)程(cheng)安(an)全(quan)問題,被迫(po)降低水(shui)位進行運行。為(wei)了確保(bao)人民生命財產安(an)全(quan),發(fa)揮水(shui)庫(ku)(ku)最大(da)效益,自1992年開始,按設(she)計要求對(dui)水(shui)庫(ku)(ku)主體(ti)工(gong)程(cheng)已進行2次全(quan)面除(chu)險(xian)加(jia)固,累(lei)計投(tou)入除(chu)險(xian)加(jia)固資金6230萬元。 ? ? ? ? ? ? ? ?
第(di)一次(ci)除險加(jia)固(gu)工程(cheng)(cheng)于1992年動(dong)工,1999年完工。工程(cheng)(cheng)項目主(zhu)(zhu)(zhu)要是加(jia)固(gu)主(zhu)(zhu)(zhu)壩基礎(chu)、溢洪道(dao)出口段及修建(jian)進庫公(gong)路,投資(zi)1853.00萬(wan)元;第(di)二次(ci)除險加(jia)固(gu)工程(cheng)(cheng)于2002年動(dong)工,2004年1月完工,工程(cheng)(cheng)主(zhu)(zhu)(zhu)要項目有主(zhu)(zhu)(zhu)壩副(fu)壩壩體(ti)防滲,主(zhu)(zhu)(zhu)壩右(you)壩肩培厚,大壩安全監測,溢洪道(dao)、主(zhu)(zhu)(zhu)壩副(fu)壩壩體(ti)加(jia)固(gu),副(fu)壩防汛道(dao)路建(jian)設等工程(cheng)(cheng),完成投資(zi)4252.00萬(wan)元。經過2次(ci)維(wei)修加(jia)固(gu)后(hou),已基本消除工程(cheng)(cheng)隱患,大大提高了水庫的防汛能(neng)力和蓄水能(neng)力。
小(xiao)峰水(shui)庫(ku)(ku)建成后,發(fa)揮(hui)了水(shui)庫(ku)(ku)防洪(hong)、供(gong)水(shui)、灌溉和發(fa)電(dian)等多方(fang)面的(de)作用(yong),具有顯著的(de)經濟效益(yi)(yi)和社會效益(yi)(yi)。
洪(hong)(hong)方(fang)面。汛前騰空水(shui)庫(ku),預留防(fang)洪(hong)(hong)庫(ku)容,發揮水(shui)庫(ku)蓄洪(hong)(hong)、調節洪(hong)(hong)峰的功能,提高(gao)水(shui)庫(ku)下游(you)防(fang)城江沿岸鄉鎮的防(fang)洪(hong)(hong)能力,把洪(hong)(hong)澇災害(hai)損失(shi)降(jiang)到最低(di)限度(du)。
供水(shui)灌溉方(fang)面。由(you)于防城(cheng)江來水(shui)豐枯不(bu)均,且(qie)相差懸殊,利用水(shui)庫(ku)蓄(xu)水(shui)每年可(ke)增加(jia)7820萬立(li)方(fang)米的調節(jie)水(shui)量(liang),以豐補枯進行(xing)調節(jie),大(da)大(da)提高了防城(cheng)港市(shi)城(cheng)區(qu)工(gong)業和(he)生活用水(shui)的供水(shui)能(neng)力;同(tong)時,可(ke)以擴大(da)和(he)改善(shan)農田灌溉面積18.38萬畝。
發電方面。已建(jian)成梯級水(shui)(shui)電站小峰(feng)水(shui)(shui)電站和(he)江(jiang)口水(shui)(shui)電站2座,總裝(zhuang)機容(rong)量5350千(qian)瓦,年均發電量2116萬千(qian)瓦小時,水(shui)(shui)庫(ku)為多(duo)年調節水(shui)(shui)庫(ku),水(shui)(shui)電站可承擔防城(cheng)電網(wang)的部分(fen)調峰(feng)任務,緩(huan)解電網(wang)峰(feng)谷矛盾(dun)和(he)電力供需(xu)矛盾(dun),為促進地(di)方經濟(ji)發展(zhan)發揮(hui)了積極作用。
