甘肅酒(jiu)(jiu)泉風(feng)電(dian)(dian)(dian)基地是指位(wei)于(yu)(yu)甘肅省酒(jiu)(jiu)泉市的(de)(de)千萬千瓦風(feng)電(dian)(dian)(dian)基地。甘肅酒(jiu)(jiu)泉風(feng)電(dian)(dian)(dian)發展(zhan)模式既不同于(yu)(yu)國(guo)內現有的(de)(de)風(feng)電(dian)(dian)(dian)發展(zhan)模式,也(ye)不同于(yu)(yu)國(guo)外現有的(de)(de)風(feng)電(dian)(dian)(dian)發展(zhan)模式。改(gai)革開(kai)放30年(nian)(nian)來(lai),隨著中國(guo)經濟的(de)(de)高(gao)速(su)發展(zhan),能源需求(qiu)也(ye)在快速(su)增加。世(shi)界(jie)新增能源需求(qiu)的(de)(de)40%以上(shang)來(lai)自中國(guo),中國(guo)已經成為僅次(ci)于(yu)(yu)美(mei)國(guo)的(de)(de)全世(shi)界(jie)第二大能源消費國(guo)。到2007年(nian)(nian),國(guo)內石(shi)油需求(qiu)的(de)(de)一半依靠進口(kou),煤炭也(ye)由(you)傳統出口(kou)產品轉變為凈進口(kou)。
中(zhong)(zhong)(zhong)國能(neng)源(yuan)消(xiao)費結構中(zhong)(zhong)(zhong),煤炭(tan)、石油和(he)天(tian)然氣等化石能(neng)源(yuan)占主導地位(wei)。盡管近年來中(zhong)(zhong)(zhong)國化石能(neng)源(yuan)消(xiao)費所占的比(bi)重(zhong)(zhong)呈現下(xia)降(jiang)趨勢(shi),但2007年煤炭(tan)在能(neng)源(yuan)消(xiao)費總量(liang)的比(bi)重(zhong)(zhong)仍然高(gao)達69.4%,是世界主要(yao)經濟體中(zhong)(zhong)(zhong)煤炭(tan)消(xiao)費比(bi)重(zhong)(zhong)最高(gao)的國家。能(neng)源(yuan)需求的快速增長和(he)以煤炭(tan)為(wei)主的能(neng)源(yuan)結構,決定了中(zhong)(zhong)(zhong)國污染物排放等主要(yao)環保指標居(ju)高(gao)不下(xia)。
2007年化石能(neng)(neng)源(yuan)消(xiao)費占能(neng)(neng)源(yuan)總量的(de)92.8%,包括水(shui)(shui)電(dian)(dian)、核(he)電(dian)(dian)和風電(dian)(dian)在內的(de)其(qi)他(ta)能(neng)(neng)源(yuan)消(xiao)費所占比重僅為7.2%,其(qi)中除了水(shui)(shui)電(dian)(dian)以外(wai)的(de)其(qi)他(ta)可再生(sheng)能(neng)(neng)源(yuan)所占比重非常低(di)。
在所有可(ke)再生(sheng)(sheng)(sheng)能(neng)源中(zhong),水(shui)電(dian)(dian)(dian)開(kai)(kai)(kai)發(fa)(fa)(fa)(fa)(fa)技術最(zui)成熟,目(mu)前具(ju)(ju)備開(kai)(kai)(kai)發(fa)(fa)(fa)(fa)(fa)條(tiao)件的(de)(de)水(shui)電(dian)(dian)(dian)項目(mu)基本(ben)已經開(kai)(kai)(kai)發(fa)(fa)(fa)(fa)(fa)、正在開(kai)(kai)(kai)發(fa)(fa)(fa)(fa)(fa)或準(zhun)備開(kai)(kai)(kai)發(fa)(fa)(fa)(fa)(fa)。風(feng)電(dian)(dian)(dian)是除了水(shui)電(dian)(dian)(dian)以外開(kai)(kai)(kai)發(fa)(fa)(fa)(fa)(fa)技術最(zui)成熟、開(kai)(kai)(kai)發(fa)(fa)(fa)(fa)(fa)成本(ben)最(zui)低(di)的(de)(de)可(ke)再生(sheng)(sheng)(sheng)能(neng)源,是未來(lai)最(zui)具(ju)(ju)有大(da)規模開(kai)(kai)(kai)發(fa)(fa)(fa)(fa)(fa)價值的(de)(de)可(ke)再生(sheng)(sheng)(sheng)能(neng)源。隨著全世界化石能(neng)源價格(ge)的(de)(de)上漲,風(feng)力(li)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)成本(ben)已經與核電(dian)(dian)(dian)相(xiang)當,與傳統(tong)火電(dian)(dian)(dian)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)成本(ben)接近,遠低(di)于生(sheng)(sheng)(sheng)物質、太陽能(neng)等其他(ta)可(ke)再生(sheng)(sheng)(sheng)能(neng)源的(de)(de)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)成本(ben)。近年來(lai)隨著風(feng)電(dian)(dian)(dian)設備制造(zao)水(shui)平的(de)(de)提高,風(feng)電(dian)(dian)(dian)建設成本(ben)大(da)幅度降(jiang)低(di),大(da)規模開(kai)(kai)(kai)發(fa)(fa)(fa)(fa)(fa)的(de)(de)規模效(xiao)益(yi)也(ye)進一步降(jiang)低(di)了風(feng)力(li)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)成本(ben)。正因為(wei)以上原(yuan)因,風(feng)電(dian)(dian)(dian)發(fa)(fa)(fa)(fa)(fa)展是國家可(ke)再生(sheng)(sheng)(sheng)能(neng)源替代戰略的(de)(de)必然(ran)選(xuan)擇。甘肅酒泉以其豐富的(de)(de)風(feng)力(li)資(zi)源和大(da)規模開(kai)(kai)(kai)發(fa)(fa)(fa)(fa)(fa)風(feng)電(dian)(dian)(dian)的(de)(de)優(you)勢,成為(wei)中(zhong)國千萬千瓦風(feng)電(dian)(dian)(dian)基地(di)的(de)(de)歷史性選(xuan)擇。
歐洲、美國風(feng)(feng)電的(de)發(fa)展(zhan)較早(zao),占系統總裝機的(de)比(bi)例較大(da),但其(qi)(qi)陸上風(feng)(feng)電多(duo)為(wei)小型(xing)風(feng)(feng)電場(chang),靠(kao)近負荷中(zhong)心,主要采取風(feng)(feng)電小規(gui)模(mo)開發(fa),分散接(jie)(jie)入低壓配電網(wang),這(zhe)種就地消納接(jie)(jie)入模(mo)式對電網(wang)的(de)影響較小。近年來開始發(fa)展(zhan)的(de)海(hai)上風(feng)(feng)電規(gui)模(mo)較大(da),大(da)多(duo)采用高電壓等級集中(zhong)接(jie)(jie)入的(de)送(song)出(chu)模(mo)式,但其(qi)(qi)建設規(gui)模(mo)是以電網(wang)的(de)接(jie)(jie)受能力為(wei)控制條件,單個海(hai)上風(feng)(feng)電規(gui)模(mo)不太大(da),接(jie)(jie)入并網(wang)點相對分散,這(zhe)種分散接(jie)(jie)入、就地平(ping)衡后送(song)出(chu)的(de)接(jie)(jie)入模(mo)式對電網(wang)的(de)影響也不大(da)。
歐(ou)美(mei)國家電(dian)(dian)(dian)網結(jie)構(gou)較堅(jian)強(qiang),吸納風(feng)(feng)(feng)電(dian)(dian)(dian)的(de)能力(li)強(qiang),風(feng)(feng)(feng)電(dian)(dian)(dian)發(fa)展(zhan)較快的(de)地區大多(duo)位于電(dian)(dian)(dian)網的(de)中(zhong)部(bu),因此(ci)風(feng)(feng)(feng)電(dian)(dian)(dian)集(ji)中(zhong)接入對(dui)電(dian)(dian)(dian)網的(de)總體(ti)影(ying)響(xiang)相對(dui)較小。另外(wai)歐(ou)洲(zhou)、美(mei)國在風(feng)(feng)(feng)電(dian)(dian)(dian)的(de)發(fa)展(zhan)過程中(zhong)已(yi)經建立了較完整的(de)管理(li)體(ti)系(xi),風(feng)(feng)(feng)電(dian)(dian)(dian)場規劃、建設、運行管理(li)制度較健(jian)全(quan),風(feng)(feng)(feng)電(dian)(dian)(dian)設備制造技術水平(ping)較高,風(feng)(feng)(feng)電(dian)(dian)(dian)場運行管理(li)經驗豐富,風(feng)(feng)(feng)電(dian)(dian)(dian)場并網規程規范(fan)管理(li)辦法(fa)較齊全(quan),因此(ci)歐(ou)美(mei)地區風(feng)(feng)(feng)電(dian)(dian)(dian)對(dui)電(dian)(dian)(dian)網的(de)影(ying)響(xiang)較小。
歐美通過政府(fu)制定法律、法規(gui)和相關政策,引導企業按照市場(chang)需求(qiu)為導向的發(fa)展(zhan)模式發(fa)展(zhan)風電(dian),風電(dian)發(fa)展(zhan)以(yi)靠近用電(dian)負荷中心(xin)、小規(gui)模、多業主、高度分散為其主要發(fa)展(zhan)形(xing)式。
中(zhong)(zhong)國風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)資(zi)源豐富的(de)地(di)區(qu)大(da)(da)(da)多遠(yuan)(yuan)離負(fu)荷中(zhong)(zhong)心,當地(di)電(dian)(dian)(dian)(dian)(dian)網(wang)結構薄弱,吸納風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)的(de)能力弱,并(bing)且大(da)(da)(da)多采用大(da)(da)(da)規模(mo)集中(zhong)(zhong)開發的(de)建設(she)模(mo)式,單個(ge)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)場或(huo)需要集中(zhong)(zhong)送出的(de)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)總裝機容(rong)量規模(mo)越(yue)來越(yue)大(da)(da)(da),接入(ru)電(dian)(dian)(dian)(dian)(dian)網(wang)系統的(de)電(dian)(dian)(dian)(dian)(dian)壓等級越(yue)來越(yue)高,電(dian)(dian)(dian)(dian)(dian)力電(dian)(dian)(dian)(dian)(dian)量送出的(de)距離越(yue)來越(yue)遠(yuan)(yuan),因此雖然風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)占系統總裝機容(rong)量的(de)比重較(jiao)小,但由于風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)場規模(mo)較(jiao)大(da)(da)(da),遠(yuan)(yuan)離負(fu)荷中(zhong)(zhong)心,尤其(qi)是千萬千瓦、百(bai)萬千瓦級巨型風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)基地(di)大(da)(da)(da)多位(wei)于電(dian)(dian)(dian)(dian)(dian)網(wang)末端,風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)場并(bing)網(wang)及電(dian)(dian)(dian)(dian)(dian)力送出矛盾極其(qi)突(tu)出。
另外風(feng)電(dian)設備制(zhi)(zhi)造技術(shu)水平較低,風(feng)電(dian)技術(shu)規(gui)程規(gui)范欠缺,管理制(zhi)(zhi)度不完(wan)善(shan),因此中國風(feng)電(dian)快速發展已經對電(dian)網運(yun)行(xing)造成了巨大(da)的影(ying)響。
中(zhong)國政府制定(ding)扶持風(feng)(feng)電(dian)(dian)發(fa)展(zhan)的法律法規(gui)、相關政策(ce)、規(gui)定(ding)和(he)管理(li)辦(ban)法,通(tong)過特許權招標、核準等形(xing)式實現(xian)風(feng)(feng)電(dian)(dian)發(fa)展(zhan)的宏觀(guan)調控;政府主(zhu)導風(feng)(feng)電(dian)(dian)以資源開發(fa)為(wei)主(zhu)導的發(fa)展(zhan)模(mo)式,遠距離、大(da)規(gui)模(mo)、少業主(zhu)、高度集中(zhong)成(cheng)為(wei)中(zhong)國風(feng)(feng)電(dian)(dian)發(fa)展(zhan)的主(zhu)要形(xing)式。
甘肅省(sheng)是全(quan)國風(feng)(feng)能(neng)資(zi)源較豐富的省(sheng)區(qu)(qu)之一,風(feng)(feng)能(neng)資(zi)源理論儲(chu)量(liang)(liang)為(wei)237GW,風(feng)(feng)能(neng)總儲(chu)量(liang)(liang)居(ju)全(quan)國第五位。甘肅省(sheng)的風(feng)(feng)能(neng)資(zi)源主(zhu)要集(ji)(ji)中在(zai)(zai)酒泉地(di)區(qu)(qu),酒泉風(feng)(feng)電基(ji)地(di)的風(feng)(feng)能(neng)開(kai)發利用主(zhu)要集(ji)(ji)中在(zai)(zai)玉門(men)、瓜州、馬鬃山3個區(qu)(qu)域內。這3個區(qu)(qu)域的風(feng)(feng)速(su)主(zhu)要集(ji)(ji)中在(zai)(zai)4.0~12.0m/s,年平均(jun)風(feng)(feng)速(su)5.0~6.5m/s,風(feng)(feng)能(neng)密度均(jun)超過150W/m2。
截(jie)至2008年(nian)年(nian)底(di),甘(gan)肅酒泉(quan)地(di)區已投產發電(dian)(dian)的(de)風(feng)電(dian)(dian)裝機(ji)容量已達(da)到508.6MW,其中瓜州地(di)區裝機(ji)容量300MW,玉(yu)門地(di)區裝機(ji)容量208.6MW。甘(gan)肅酒泉(quan)風(feng)電(dian)(dian)基(ji)地(di)2010年(nian)年(nian)底(di)計劃建成裝機(ji)容量為5160MW的(de)風(feng)電(dian)(dian)項(xiang)目(mu),2015年(nian)前投產12710MW的(de)風(feng)電(dian)(dian)項(xiang)目(mu),2020年(nian)增(zeng)加到20000MW以(yi)上,2020年(nian)以(yi)后為30000MW:因此裝機(ji)規模巨大是甘(gan)肅酒泉(quan)風(feng)電(dian)(dian)基(ji)地(di)基(ji)本特點(dian)。
玉門風(feng)(feng)(feng)電(dian)(dian)(dian)群(qun)距(ju)離(li)(li)(li)(li)(li)(li)蘭(lan)州負(fu)(fu)荷(he)中(zhong)(zhong)(zhong)心的(de)平(ping)均(jun)距(ju)離(li)(li)(li)(li)(li)(li)約(yue)(yue)為(wei)900km,瓜(gua)州風(feng)(feng)(feng)電(dian)(dian)(dian)群(qun)距(ju)離(li)(li)(li)(li)(li)(li)蘭(lan)州負(fu)(fu)荷(he)中(zhong)(zhong)(zhong)心的(de)平(ping)均(jun)距(ju)離(li)(li)(li)(li)(li)(li)約(yue)(yue)為(wei)1000km,馬鬃山風(feng)(feng)(feng)電(dian)(dian)(dian)群(qun)距(ju)離(li)(li)(li)(li)(li)(li)蘭(lan)州負(fu)(fu)荷(he)中(zhong)(zhong)(zhong)心的(de)平(ping)均(jun)距(ju)離(li)(li)(li)(li)(li)(li)約(yue)(yue)為(wei)1100km,整個(ge)酒泉風(feng)(feng)(feng)電(dian)(dian)(dian)群(qun)距(ju)離(li)(li)(li)(li)(li)(li)蘭(lan)州負(fu)(fu)荷(he)中(zhong)(zhong)(zhong)心的(de)平(ping)均(jun)距(ju)離(li)(li)(li)(li)(li)(li)約(yue)(yue)為(wei)1000km。如果(guo)考慮(lv)在(zai)西北區域內(nei)消納風(feng)(feng)(feng)電(dian)(dian)(dian),距(ju)離(li)(li)(li)(li)(li)(li)負(fu)(fu)荷(he)中(zhong)(zhong)(zhong)心的(de)平(ping)均(jun)距(ju)離(li)(li)(li)(li)(li)(li)更(geng)(geng)遠(yuan),距(ju)離(li)(li)(li)(li)(li)(li)負(fu)(fu)荷(he)中(zhong)(zhong)(zhong)心1000km以上是目前已知的(de)距(ju)離(li)(li)(li)(li)(li)(li)最(zui)遠(yuan)的(de)風(feng)(feng)(feng)電(dian)(dian)(dian)場(chang)(chang)。考慮(lv)2015年12710MW風(feng)(feng)(feng)電(dian)(dian)(dian)必須在(zai)全國(guo)電(dian)(dian)(dian)力市場(chang)(chang)消納,其距(ju)離(li)(li)(li)(li)(li)(li)負(fu)(fu)荷(he)中(zhong)(zhong)(zhong)心的(de)距(ju)離(li)(li)(li)(li)(li)(li)更(geng)(geng)遠(yuan),因此距(ju)離(li)(li)(li)(li)(li)(li)負(fu)(fu)荷(he)中(zhong)(zhong)(zhong)心最(zui)遠(yuan)、輸電(dian)(dian)(dian)線路最(zui)長是甘(gan)肅酒泉風(feng)(feng)(feng)電(dian)(dian)(dian)基地(di)的(de)基本(ben)特點。
為了滿(man)足風(feng)(feng)(feng)(feng)電(dian)的(de)(de)送(song)(song)出(chu)(chu)需(xu)要(yao)(yao),甘(gan)肅酒泉風(feng)(feng)(feng)(feng)電(dian)基地所有風(feng)(feng)(feng)(feng)電(dian)項目要(yao)(yao)直接或間接通過750kV電(dian)壓(ya)等(deng)(deng)級(ji)接入系統,考慮(lv)2015年(nian)12710MW風(feng)(feng)(feng)(feng)電(dian)必須(xu)在全(quan)國(guo)電(dian)力市(shi)場(chang)消(xiao)納,需(xu)要(yao)(yao)建設電(dian)壓(ya)等(deng)(deng)級(ji)更高的(de)(de)特高壓(ya)直流輸電(dian)工程(cheng)。甘(gan)肅酒泉風(feng)(feng)(feng)(feng)電(dian)基地風(feng)(feng)(feng)(feng)電(dian)接入系統的(de)(de)電(dian)壓(ya)等(deng)(deng)級(ji)世界最(zui)高,送(song)(song)出(chu)(chu)工程(cheng)建設規(gui)模和投資世界最(zui)大。
酒泉千萬千瓦(wa)級風電基地超(chao)大規模(mo)集(ji)中開發、超(chao)遠距離輸電的開發模(mo)式,突破了(le)國內外現有的風電發展(zhan)理(li)論,創新了(le)風電發展(zhan)理(li)念,為(wei)世(shi)界(jie)風電發展(zhan)提供了(le)一(yi)種全新的選擇機遇(yu)。
由于風電(dian)難以(yi)起(qi)到常規電(dian)源(yuan)在(zai)電(dian)力(li)(li)系(xi)統中調(diao)峰、調(diao)頻、調(diao)壓和備(bei)用等方面的(de)作用,而(er)且存在(zai)一(yi)些影響電(dian)力(li)(li)系(xi)統安全穩定經濟運行的(de)因(yin)素,因(yin)此風力(li)(li)發電(dian)與常規電(dian)源(yuan)相比,差異巨(ju)大。酒泉大規模風電(dian),除了具有常規風力(li)(li)發電(dian)的(de)共性(xing)問題以(yi)外,還存在(zai)許多特殊的(de)個(ge)性(xing)問題。
甘肅河(he)(he)西電(dian)網輸電(dian)線路全長約為(wei)1000km,是目(mu)前國內輸電(dian)距離最(zui)長、串聯(lian)變電(dian)所(suo)最(zui)多的(de)(de)330kV線路,受到電(dian)網結構的(de)(de)限制(zhi),輸電(dian)能(neng)力(li)較弱。正常電(dian)網運行方式下,河(he)(he)西電(dian)網西電(dian)東送(song)(song)的(de)(de)能(neng)力(li)僅為(wei)700MW左(zuo)右,不(bu)僅無法滿足酒(jiu)泉陸上“三峽”風(feng)電(dian)基地的(de)(de)送(song)(song)出需(xu)要(yao),考慮(lv)到張掖黑河(he)(he)等水電(dian)占用一部(bu)分(fen)電(dian)網送(song)(song)出能(neng)力(li)以(yi)后,無法滿足現有的(de)(de)500MW左(zuo)右的(de)(de)風(feng)電(dian)的(de)(de)送(song)(song)出需(xu)要(yao)。
甘肅(su)省(sheng)電(dian)(dian)(dian)(dian)(dian)力公司根據酒泉(quan)陸上“三峽(xia)”風(feng)電(dian)(dian)(dian)(dian)(dian)基(ji)地(di)的(de)(de)(de)(de)建設需(xu)要(yao),快速啟動了(le)(le)電(dian)(dian)(dian)(dian)(dian)網(wang)規(gui)(gui)劃(hua)與年度建設計劃(hua)的(de)(de)(de)(de)調(diao)整工作(zuo)。為(wei)了(le)(le)滿足2010年年底計劃(hua)建成投產的(de)(de)(de)(de)5160MW風(feng)電(dian)(dian)(dian)(dian)(dian)項(xiang)目(mu)的(de)(de)(de)(de)需(xu)要(yao),計劃(hua)投資120億元左(zuo)右建設河西750kV電(dian)(dian)(dian)(dian)(dian)網(wang)。但(dan)經(jing)過分析計算常規(gui)(gui)河西750kV電(dian)(dian)(dian)(dian)(dian)網(wang)西電(dian)(dian)(dian)(dian)(dian)東送(song)的(de)(de)(de)(de)能力僅為(wei)1800MW左(zuo)右,不(bu)僅無(wu)法滿足酒泉(quan)陸上“三峽(xia)”風(feng)電(dian)(dian)(dian)(dian)(dian)基(ji)地(di)的(de)(de)(de)(de)送(song)出(chu)需(xu)要(yao),不(bu)考慮張掖(ye)黑河等(deng)水電(dian)(dian)(dian)(dian)(dian)占用一部分電(dian)(dian)(dian)(dian)(dian)網(wang)送(song)出(chu)能力的(de)(de)(de)(de)問題,也(ye)無(wu)法滿足已(yi)經(jing)核準的(de)(de)(de)(de)5160MW的(de)(de)(de)(de)風(feng)電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)(de)送(song)出(chu)需(xu)要(yao)。為(wei)此(ci)甘肅(su)省(sheng)電(dian)(dian)(dian)(dian)(dian)力公司與國內(nei)有關研究院所合作(zuo),開展了(le)(le)深入的(de)(de)(de)(de)研究,采(cai)取國內(nei)外最先(xian)進的(de)(de)(de)(de)750kV串補(bu)和世(shi)界(jie)沒有的(de)(de)(de)(de)750kV可控(kong)高(gao)(gao)抗等(deng)多(duo)項(xiang)最先(xian)進的(de)(de)(de)(de)技術措施,同(tong)時通過750kV電(dian)(dian)(dian)(dian)(dian)網(wang)與新(xin)疆聯網(wang),以提高(gao)(gao)系(xi)統穩(wen)定(ding)水平和輸送(song)能力,但(dan)也(ye)無(wu)法滿足5160MW風(feng)電(dian)(dian)(dian)(dian)(dian)送(song)出(chu)。
2015年(nian)12710MW以(yi)及2020年(nian)增加(jia)到(dao)20000MW以(yi)上裝機容量的風電(dian)(dian)(dian)(dian)項目(mu),即(ji)使不考慮電(dian)(dian)(dian)(dian)力電(dian)(dian)(dian)(dian)量能否在甘肅電(dian)(dian)(dian)(dian)網消納的問題,依靠常規的交流電(dian)(dian)(dian)(dian),在目(mu)前技術(shu)水(shui)平下難(nan)以(yi)將(jiang)電(dian)(dian)(dian)(dian)力電(dian)(dian)(dian)(dian)量送(song)到(dao)甘肅主網,風電(dian)(dian)(dian)(dian)送(song)出(chu)問題的矛盾極(ji)其突出(chu),必須(xu)依靠采(cai)取全世界最(zui)先(xian)進的特高(gao)壓(ya)直流輸電(dian)(dian)(dian)(dian)技術(shu),才有可能解決2015年(nian)以(yi)后的風電(dian)(dian)(dian)(dian)送(song)出(chu)問題。
發(fa)(fa)電(dian)(dian)(dian)、供電(dian)(dian)(dian)和(he)用(yong)電(dian)(dian)(dian)必須(xu)同(tong)時完(wan)成的(de)(de)特點(dian)(dian),決定了(le)整(zheng)個(ge)電(dian)(dian)(dian)力系統(tong)的(de)(de)總發(fa)(fa)電(dian)(dian)(dian)負(fu)(fu)荷(he)必須(xu)隨用(yong)電(dian)(dian)(dian)負(fu)(fu)荷(he)的(de)(de)變(bian)化(hua)(hua)而變(bian)化(hua)(hua),總發(fa)(fa)電(dian)(dian)(dian)負(fu)(fu)荷(he)適(shi)應總用(yong)電(dian)(dian)(dian)負(fu)(fu)荷(he)變(bian)化(hua)(hua)同(tong)步(bu)調整(zheng),要(yao)(yao)(yao)求(qiu)電(dian)(dian)(dian)力系統(tong)內必須(xu)有(you)(you)部分(fen)發(fa)(fa)電(dian)(dian)(dian)機組(zu)承擔(dan)隨著用(yong)電(dian)(dian)(dian)負(fu)(fu)荷(he)變(bian)化(hua)(hua)而變(bian)化(hua)(hua)的(de)(de)調整(zheng)能力,即發(fa)(fa)電(dian)(dian)(dian)機組(zu)的(de)(de)調峰能力;由于風(feng)(feng)電(dian)(dian)(dian)具(ju)有(you)(you)“風(feng)(feng)”的(de)(de)間歇(xie)性、波動性、隨機性的(de)(de)特點(dian)(dian),決定了(le)風(feng)(feng)電(dian)(dian)(dian)的(de)(de)發(fa)(fa)電(dian)(dian)(dian)負(fu)(fu)荷(he)難以保持穩(wen)定,更不可能與用(yong)電(dian)(dian)(dian)負(fu)(fu)荷(he)同(tong)步(bu)變(bian)化(hua)(hua),為(wei)了(le)滿(man)足發(fa)(fa)供用(yong)同(tong)時完(wan)成的(de)(de)電(dian)(dian)(dian)力系統(tong)基本要(yao)(yao)(yao)求(qiu),必須(xu)有(you)(you)其他電(dian)(dian)(dian)源承擔(dan)起(qi)適(shi)應風(feng)(feng)力發(fa)(fa)電(dian)(dian)(dian)負(fu)(fu)荷(he)變(bian)化(hua)(hua)要(yao)(yao)(yao)求(qiu)而相應反向變(bian)化(hua)(hua)的(de)(de)發(fa)(fa)電(dian)(dian)(dian)負(fu)(fu)荷(he)調整(zheng)能力:因此具(ju)有(you)(you)風(feng)(feng)電(dian)(dian)(dian)的(de)(de)電(dian)(dian)(dian)力系統(tong)除(chu)了(le)要(yao)(yao)(yao)求(qiu)滿(man)足正(zheng)常負(fu)(fu)荷(he)變(bian)化(hua)(hua)的(de)(de)調峰能力以外,還必須(xu)滿(man)足適(shi)應風(feng)(feng)電(dian)(dian)(dian)隨機性的(de)(de)調峰能力。
小規(gui)模風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)占整個電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)系統(tong)(tong)(tong)容(rong)量(liang)比例較(jiao)小,對(dui)于系統(tong)(tong)(tong)調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)(li)的(de)(de)(de)需(xu)(xu)要(yao)(yao)相對(dui)較(jiao)小,但為(wei)了滿足2010年(nian)(nian)年(nian)(nian)底計劃(hua)建成投產的(de)(de)(de)5160MW風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)項目的(de)(de)(de)調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)需(xu)(xu)要(yao)(yao),對(dui)于全省(sheng)(sheng)最(zui)大用(yong)電(dian)(dian)(dian)(dian)(dian)(dian)負荷僅(jin)有8030MW的(de)(de)(de)甘肅電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)系統(tong)(tong)(tong)的(de)(de)(de)調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)(li)是一(yi)項嚴峻的(de)(de)(de)考驗;截至2008年(nian)(nian)年(nian)(nian)底甘肅電(dian)(dian)(dian)(dian)(dian)(dian)網統(tong)(tong)(tong)調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)裝機(ji)(ji)(ji)(ji)(ji)容(rong)量(liang)為(wei)14960MW,其中(zhong)水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)5294MW、火(huo)電(dian)(dian)(dian)(dian)(dian)(dian)9069MW、風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)597MW,分別占系統(tong)(tong)(tong)總容(rong)量(liang)的(de)(de)(de)35.38%、60.62%、3.99%;在14960MW的(de)(de)(de)裝機(ji)(ji)(ji)(ji)(ji)容(rong)量(liang)中(zhong)具備調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)(li)的(de)(de)(de)發電(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)(ji)(ji)(ji)組(zu)容(rong)量(liang)約(yue)為(wei)6500MW,其中(zhong)火(huo)電(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)(ji)(ji)(ji)組(zu)4500MW、水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)(ji)(ji)(ji)組(zu)2000MW,水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)(ji)(ji)(ji)組(zu)峰(feng)(feng)(feng)(feng)(feng)(feng)水(shui)期(qi)(qi)(qi)調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)(li)弱、枯水(shui)期(qi)(qi)(qi)調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)(li)較(jiao)強,火(huo)電(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)(ji)(ji)(ji)組(zu)供熱期(qi)(qi)(qi)間調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)(li)弱、非供熱期(qi)(qi)(qi)間調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)(li)較(jiao)強,受到水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)、火(huo)電(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)(ji)(ji)(ji)組(zu)運(yun)行方式以(yi)及檢修(xiu)等因(yin)素(su)的(de)(de)(de)影響,系統(tong)(tong)(tong)內最(zui)大可能(neng)(neng)(neng)(neng)的(de)(de)(de)調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)容(rong)量(liang)約(yue)為(wei)4000MW;考慮事故備用(yong)、負荷備用(yong)等因(yin)素(su)需(xu)(xu)要(yao)(yao)占用(yong)一(yi)部(bu)分調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)(li),另外由于省(sheng)(sheng)內電(dian)(dian)(dian)(dian)(dian)(dian)網結(jie)構的(de)(de)(de)原因(yin)可能(neng)(neng)(neng)(neng)限制部(bu)分機(ji)(ji)(ji)(ji)(ji)組(zu)的(de)(de)(de)調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)(li),全省(sheng)(sheng)所有機(ji)(ji)(ji)(ji)(ji)組(zu)的(de)(de)(de)不同時期(qi)(qi)(qi)的(de)(de)(de)總調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)(li)約(yue)為(wei)2500MW;考慮到其中(zhong)有約(yue)1000MW的(de)(de)(de)機(ji)(ji)(ji)(ji)(ji)組(zu)調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)(li)需(xu)(xu)要(yao)(yao)用(yong)于用(yong)電(dian)(dian)(dian)(dian)(dian)(dian)負荷調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng),能(neng)(neng)(neng)(neng)夠承擔(dan)風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)的(de)(de)(de)發電(dian)(dian)(dian)(dian)(dian)(dian)能(neng)(neng)(neng)(neng)力(li)(li)(li)僅(jin)約(yue)1500MW,根本無法滿足2010年(nian)(nian)5160MW風(feng)電(dian)(dian)(dian)(dian)(dian)(dian)所需(xu)(xu)調(diao)(diao)(diao)(diao)(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)(feng)(feng)(feng)能(neng)(neng)(neng)(neng)力(li)(li)(li)的(de)(de)(de)要(yao)(yao)求。
依靠甘肅(su)自有的(de)(de)(de)水(shui)(shui)火電(dian)(dian)機組調(diao)(diao)峰(feng)(feng)是遠遠不(bu)夠(gou)的(de)(de)(de),必須考慮(lv)西(xi)北五省區尤其用(yong)黃河中上游水(shui)(shui)電(dian)(dian)參與調(diao)(diao)峰(feng)(feng),但其中涉及到黃河水(shui)(shui)資源的(de)(de)(de)綜合(he)利用(yong),大規(gui)模(mo)(mo)跨省調(diao)(diao)峰(feng)(feng)的(de)(de)(de)調(diao)(diao)度管理(li)(li)模(mo)(mo)式和電(dian)(dian)費(fei)交易管理(li)(li)辦法等一系列管理(li)(li)問題(ti),另外還存在水(shui)(shui)火電(dian)(dian)機組能(neng)否(fou)適應(ying)頻繁調(diao)(diao)峰(feng)(feng)、電(dian)(dian)網能(neng)否(fou)適應(ying)系統潮流頻繁大范圍波(bo)動(dong)等方面技(ji)術問題(ti)。2015年(nian)12710MW以及2020年(nian)增加到20000MW以上裝機容量的(de)(de)(de)風電(dian)(dian)項目,即使不(bu)考慮(lv)電(dian)(dian)力電(dian)(dian)量能(neng)否(fou)在甘肅(su)電(dian)(dian)網消納(na)的(de)(de)(de)問題(ti),在現有技(ji)術水(shui)(shui)平下西(xi)北電(dian)(dian)網的(de)(de)(de)總體調(diao)(diao)峰(feng)(feng)能(neng)力已經無法滿足要求,需(xu)要在更大范圍或新的(de)(de)(de)調(diao)(diao)峰(feng)(feng)技(ji)術才能(neng)解決調(diao)(diao)峰(feng)(feng)問題(ti)。
已經核準(zhun)的(de)(de)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)項(xiang)目(mu)全(quan)(quan)(quan)部(bu)投(tou)產(chan)后,到2010年(nian)年(nian)底風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)裝機容量(liang)達到5160MW,年(nian)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)約(yue)為10300GW·h,2008年(nian)全(quan)(quan)(quan)省(sheng)(sheng)(sheng)統調范圍內(nei)最大負荷(he)8030MW、省(sheng)(sheng)(sheng)公司售(shou)電(dian)(dian)(dian)(dian)(dian)量(liang)52922GW·h,受到金(jin)融危機的(de)(de)影響全(quan)(quan)(quan)省(sheng)(sheng)(sheng)用電(dian)(dian)(dian)(dian)(dian)需(xu)求(qiu)增長趨緩,預計到2010年(nian)全(quan)(quan)(quan)省(sheng)(sheng)(sheng)統調范圍內(nei)最大負荷(he)9500MW、省(sheng)(sheng)(sheng)公司售(shou)電(dian)(dian)(dian)(dian)(dian)量(liang)56000GW·h。全(quan)(quan)(quan)省(sheng)(sheng)(sheng)用電(dian)(dian)(dian)(dian)(dian)最大負荷(he)僅為9500MW,要(yao)消(xiao)納(na)(na)5160MW風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian),從電(dian)(dian)(dian)(dian)(dian)力平(ping)衡的(de)(de)角度(du)考慮幾乎是不可(ke)能(neng)的(de)(de);省(sheng)(sheng)(sheng)公司售(shou)電(dian)(dian)(dian)(dian)(dian)量(liang)56000GW·h中要(yao)消(xiao)納(na)(na)10300GW·h的(de)(de)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)量(liang),從電(dian)(dian)(dian)(dian)(dian)量(liang)平(ping)衡看似乎可(ke)能(neng),但考慮到面臨著水電(dian)(dian)(dian)(dian)(dian)、火電(dian)(dian)(dian)(dian)(dian)建設項(xiang)目(mu)大批投(tou)產(chan),全(quan)(quan)(quan)省(sheng)(sheng)(sheng)用電(dian)(dian)(dian)(dian)(dian)需(xu)求(qiu)增長減緩的(de)(de)實際,如果5160MW的(de)(de)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)全(quan)(quan)(quan)部(bu)在甘肅省(sheng)(sheng)(sheng)內(nei)消(xiao)納(na)(na),火電(dian)(dian)(dian)(dian)(dian)機組的(de)(de)利(li)用小時數將下(xia)降到3500h以(yi)下(xia)。因此無論(lun)從電(dian)(dian)(dian)(dian)(dian)力平(ping)衡、電(dian)(dian)(dian)(dian)(dian)量(liang)平(ping)衡方面考慮,2010年(nian)5160 MW風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)在省(sheng)(sheng)(sheng)內(nei)難以(yi)消(xiao)納(na)(na),必須依靠西北電(dian)(dian)(dian)(dian)(dian)網以(yi)及全(quan)(quan)(quan)國電(dian)(dian)(dian)(dian)(dian)網進行消(xiao)納(na)(na)。
2015年(nian)12710MW以(yi)及(ji)2020年(nian)增(zeng)(zeng)加(jia)到20000MW以(yi)上裝機容量(liang)(liang)的(de)風電(dian)(dian)項目,即使(shi)考(kao)慮(lv)全(quan)省(sheng)用(yong)電(dian)(dian)負荷以(yi)年(nian)均10%的(de)增(zeng)(zeng)長(chang)率增(zeng)(zeng)長(chang),從電(dian)(dian)力平衡的(de)角度(du)考(kao)慮(lv),不僅(jin)甘肅電(dian)(dian)網(wang)無(wu)法(fa)消(xiao)納(na)(na),西北電(dian)(dian)網(wang)也難(nan)以(yi)消(xiao)納(na)(na)。2015年(nian)及(ji)2020年(nian)裝機容量(liang)(liang)所對應的(de)風電(dian)(dian)發電(dian)(dian)量(liang)(liang)分別約為(wei)25000GW·h、42000GW·h,即使(shi)考(kao)慮(lv)全(quan)省(sheng)用(yong)電(dian)(dian)量(liang)(liang)需求以(yi)年(nian)均8%的(de)增(zeng)(zeng)長(chang)率增(zeng)(zeng)長(chang),不僅(jin)甘肅電(dian)(dian)網(wang)也無(wu)法(fa)消(xiao)納(na)(na),預(yu)計(ji)西北電(dian)(dian)網(wang)也難(nan)以(yi)消(xiao)納(na)(na)。2015年(nian)及(ji)以(yi)后的(de)風電(dian)(dian)發電(dian)(dian)量(liang)(liang)必須依靠全(quan)國(guo)電(dian)(dian)力市場消(xiao)納(na)(na),因此(ci)風電(dian)(dian)消(xiao)納(na)(na)存在較大的(de)不確定性。
2010年(nian)年(nian)底(di)投產的(de)(de)(de)(de)5160MW風電(dian)(dian)(dian)(dian)(dian)主(zhu)要依(yi)靠750kV交流線(xian)(xian)路(lu)(lu)(lu)(lu)送(song)出,1000km750kV雙回線(xian)(xian)路(lu)(lu)(lu)(lu),大(da)(da)(da)概有(you)1600MV·A的(de)(de)(de)(de)線(xian)(xian)路(lu)(lu)(lu)(lu)充(chong)電(dian)(dian)(dian)(dian)(dian)功率(lv),線(xian)(xian)路(lu)(lu)(lu)(lu)的(de)(de)(de)(de)充(chong)電(dian)(dian)(dian)(dian)(dian)功率(lv)會隨線(xian)(xian)路(lu)(lu)(lu)(lu)潮流、電(dian)(dian)(dian)(dian)(dian)壓的(de)(de)(de)(de)變(bian)化而變(bian)化,由于風電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)(de)隨機性特點,充(chong)電(dian)(dian)(dian)(dian)(dian)功率(lv)的(de)(de)(de)(de)快(kuai)速變(bian)化將對電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)的(de)(de)(de)(de)系統穩(wen)定產生巨大(da)(da)(da)影響。風電(dian)(dian)(dian)(dian)(dian)規模越(yue)來越(yue)大(da)(da)(da),接入電(dian)(dian)(dian)(dian)(dian)壓等級越(yue)來越(yue)高,由于風力(li)發電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)(de)間(jian)(jian)斷(duan)性,將導致輸(shu)出線(xian)(xian)路(lu)(lu)(lu)(lu)的(de)(de)(de)(de)輸(shu)送(song)功率(lv)大(da)(da)(da)幅度(du)變(bian)化,進而引起線(xian)(xian)路(lu)(lu)(lu)(lu)充(chong)電(dian)(dian)(dian)(dian)(dian)功率(lv)的(de)(de)(de)(de)大(da)(da)(da)起大(da)(da)(da)落,電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)必(bi)須具備(bei)足夠的(de)(de)(de)(de)、動(dong)態的(de)(de)(de)(de)感性和容性無功調(diao)節能力(li),同時要求各類發電(dian)(dian)(dian)(dian)(dian)機組(zu)與電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)協同調(diao)壓,才可能實現電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)電(dian)(dian)(dian)(dian)(dian)壓的(de)(de)(de)(de)有(you)效(xiao)控(kong)制(zhi)。交流聯網(wang)(wang)(wang)的(de)(de)(de)(de)整個電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)的(de)(de)(de)(de)電(dian)(dian)(dian)(dian)(dian)壓和頻率(lv)之間(jian)(jian)相互(hu)影響,酒泉地區風電(dian)(dian)(dian)(dian)(dian)出力(li)大(da)(da)(da)幅度(du)變(bian)化必(bi)然引起整個系統電(dian)(dian)(dian)(dian)(dian)壓、頻率(lv)波動(dong),電(dian)(dian)(dian)(dian)(dian)力(li)系統存在頻率(lv)和電(dian)(dian)(dian)(dian)(dian)壓穩(wen)定問題。
