2017年西安市最低工資標準:
一類(lei)工(gong)資(zi)區:全日制最低工(gong)資(zi)標準為(wei)1480元/月,非全日制小時最低工(gong)資(zi)標準為(wei)14.8元/小時;
二(er)類工資區:全(quan)日(ri)制最低 工資標(biao)準(zhun)為(wei)1370元(yuan)/月(yue),非(fei)全(quan)日(ri)制小(xiao)時(shi)最低工資標(biao)準(zhun)為(wei)13.7元(yuan)/小(xiao)時(shi);
三類工(gong)資區(qu):全日制最低工(gong)資標準為1260元(yuan)/月,非全日制小(xiao)時(shi)最低工(gong)資標準為 12.6元(yuan)/小(xiao)時(shi);
四類工資(zi)區(qu):全(quan)日(ri)制(zhi)最(zui)低工資(zi)標準為1190元/月,非全(quan)日(ri)制(zhi)小時最(zui)低工資(zi)標準為11.9元/小時。

最低工資標準測算方法(2014年)
一(yi)、確定最低工資標(biao)準應考慮的因素
確定最低工資標準一(yi)般(ban)考慮城(cheng)鎮居民(min)生(sheng)活費(fei)用支(zhi)出、職(zhi)工個(ge)人(ren)繳納社會保險費(fei)、住房公積金、職(zhi)工平(ping)均工資、失業(ye)率、經濟(ji)發(fa)展(zhan)水平(ping)等因素。可(ke)用公式

C 城鎮居(ju)民人均生活(huo)費用;
S 職工個人(ren)繳納社會保險費、住房公積(ji)金;

二、確定(ding)最低工資(zi)標準的通(tong)用方法
1.比重法 即根據城鎮(zhen)居民家計調查資料,確定一(yi)(yi)定比例的(de)最低人均(jun)收入戶(hu)為貧困(kun)戶(hu),統(tong)計出貧困(kun)戶(hu)的(de)人均(jun)生活費用(yong)支出水平,乘以每一(yi)(yi)就業(ye)者的(de)贍養系數(shu),再加上一(yi)(yi)個調整數(shu)。
2.恩格爾系數(shu)法 即根據國家營養(yang)學會提供的年度標準食(shi)(shi)物(wu)譜及標準食(shi)(shi)物(wu)攝取量(liang),結合(he)標準食(shi)(shi)物(wu)的市場(chang)價格,計算出(chu)最(zui)低食(shi)(shi)物(wu)支出(chu)標準,除以恩格爾系數(shu),得出(chu)最(zui)低生活費用標準,再乘以每一就業者的贍養(yang)系數(shu),再加(jia)上一個調整數(shu)。
以上方法計(ji)算出月最低工(gong)資(zi)標準后(hou),再考慮職(zhi)工(gong)個人(ren)繳(jiao)納社會(hui)保(bao)險(xian)費(fei)、住房公積金(jin)、職(zhi)工(gong)平(ping)(ping)均(jun)工(gong)資(zi)水平(ping)(ping)、社會(hui)救濟(ji)金(jin)和失(shi)業保(bao)險(xian)金(jin)標準、就業狀況、經(jing)濟(ji)發(fa)展水平(ping)(ping)等進行必要(yao)的修正(zheng)。
舉例:某地區最低收入組人均(jun)每月生活費支出為(wei) 210 元,每一就業者贍養系數為(wei) 1.87,最低食(shi)物費用為(wei) 127 元,恩(en)格爾系數為(wei) 0.604,平均(jun)工(gong)資為(wei) 900元。
1.按比重(zhong)法計算得(de)出該(gai)地區(qu)月(yue)最(zui)低工資(zi)標準為:
月最低(di)工資標(biao)準=210×1.87+a=393+a(元) (1)
2.按恩格爾系數法計算得出該地區月最低工資標準為:
月(yue)最低(di)工資標準(zhun)=127÷0.604×1.87+a=393+a(元) (2)
公(gong)式(1)與(2)中 a 的調整因素主要考慮當地(di)個(ge)人繳納養老(lao)、失業、醫療保險費和住房(fang)公(gong)積金(jin)等(deng)費用。
另,按照國際上一般(ban)月(yue)最(zui)低工資標(biao)準相當于月(yue)平均工資的(de) 40—60%,則該地區月(yue)最(zui)低工資標(biao)準范圍(wei)應(ying)在 360 元—540 元之間。
小時最低工資(zi)標準=〔(月最低工資(zi)標準÷20.92÷8)×(1+單位應當(dang)繳納(na)的基(ji)本(ben)(ben)養(yang)老(lao)保險(xian)費(fei)、基(ji)本(ben)(ben)醫(yi)療保險(xian)費(fei)比例(li)之和)〕 ×(1+浮動系數)
浮動(dong)系數的確定主要考慮非全(quan)日(ri)制就業勞動(dong)者工作穩(wen)定性、勞動(dong)條件(jian)和勞動(dong)強(qiang)度(du)、福利等方面與全(quan)日(ri)制就業人員之間的差異。
各地可參照以上測算(suan)辦法,根(gen)據當地實際情況合理確定月(yue)、小時最低工(gong)資標準。
