2017年西安市最低工資標準:
一類工資(zi)區:全日(ri)制(zhi)(zhi)最低(di)工資(zi)標準為1480元(yuan)(yuan)/月,非全日(ri)制(zhi)(zhi)小(xiao)(xiao)時最低(di)工資(zi)標準為14.8元(yuan)(yuan)/小(xiao)(xiao)時;
二類工資區:全日制最(zui)低 工資標(biao)準為1370元/月,非全日制小(xiao)時最(zui)低工資標(biao)準為13.7元/小(xiao)時;
三(san)類工資(zi)區:全(quan)日制最(zui)低工資(zi)標(biao)準(zhun)為(wei)(wei)1260元/月,非全(quan)日制小時最(zui)低工資(zi)標(biao)準(zhun)為(wei)(wei) 12.6元/小時;
四類(lei)工(gong)資區:全(quan)日制(zhi)最(zui)低工(gong)資標準為1190元(yuan)/月(yue),非全(quan)日制(zhi)小時(shi)最(zui)低工(gong)資標準為11.9元(yuan)/小時(shi)。

最低工資標準測算方法(2014年)
一(yi)、確定最低(di)工資標(biao)準應考慮的因素
確(que)定最低工資(zi)標準一般考慮城鎮居民(min)生活費(fei)用(yong)支出(chu)、職(zhi)工個人繳納社會保險費(fei)、住房公(gong)積金、職(zhi)工平(ping)均工資(zi)、失業率、經濟發展水平(ping)等(deng)因素(su)。可用(yong)公(gong)式
表示為:

M 最低工資標準;
C 城鎮居民人(ren)均(jun)生活費用;
S 職(zhi)工個人繳納社會保險費、住房公積金;
A 職工(gong)平(ping)均工(gong)資;

a 調整因素。
二、確(que)定最低工資標準的通用(yong)方法
1.比重法 即(ji)根據城鎮居民家計(ji)調(diao)查資(zi)料(liao),確定一(yi)定比例的(de)(de)最低人均收(shou)入戶(hu)(hu)為貧困戶(hu)(hu),統計(ji)出(chu)貧困戶(hu)(hu)的(de)(de)人均生活費(fei)用(yong)支(zhi)出(chu)水(shui)平(ping),乘以每一(yi)就業者的(de)(de)贍養(yang)系數(shu),再加上一(yi)個調(diao)整(zheng)數(shu)。
2.恩格爾系(xi)數(shu)法 即根據國家營養學會提(ti)供的年度標(biao)準食(shi)物(wu)譜及標(biao)準食(shi)物(wu)攝取量,結(jie)合(he)標(biao)準食(shi)物(wu)的市場價格,計算出最(zui)低食(shi)物(wu)支出標(biao)準,除(chu)以恩格爾系(xi)數(shu),得出最(zui)低生活費用標(biao)準,再乘以每一就(jiu)業者的贍養系(xi)數(shu),再加上一個(ge)調整數(shu)。
以上方法計算出月最低工資標準后(hou),再考慮職(zhi)工個人繳納(na)社會(hui)保(bao)險費、住房公積(ji)金(jin)、職(zhi)工平均工資水(shui)平、社會(hui)救濟金(jin)和失業(ye)保(bao)險金(jin)標準、就業(ye)狀況、經濟發(fa)展水(shui)平等進(jin)行必要的修正。
舉例:某地區(qu)最低收入組(zu)人均每(mei)月生活費支出為 210 元(yuan),每(mei)一就業者贍(shan)養系數(shu)為 1.87,最低食物費用為 127 元(yuan),恩格爾系數(shu)為 0.604,平(ping)均工資為 900元(yuan)。
1.按比重法計算得(de)出(chu)該地區月(yue)最低工資標準為:
月最(zui)低(di)工資標準(zhun)=210×1.87+a=393+a(元) (1)
2.按恩格爾(er)系數法(fa)計算得(de)出該地(di)區月最低(di)工(gong)資標準為(wei):
月最(zui)低工資標準=127÷0.604×1.87+a=393+a(元) (2)
公(gong)式(shi)(1)與(2)中 a 的調整因素主要考慮當地個人繳(jiao)納養老、失(shi)業、醫療保險費和住房(fang)公(gong)積金等費用。
另,按照國際上一般月最低工(gong)資(zi)標(biao)準相當于月平均工(gong)資(zi)的 40—60%,則該地區月最低工(gong)資(zi)標(biao)準范(fan)圍應在 360 元—540 元之間。
小時最(zui)低工資標準=〔(月(yue)最(zui)低工資標準÷20.92÷8)×(1+單位應當繳納的基本(ben)養老保(bao)險費、基本(ben)醫(yi)療保(bao)險費比(bi)例之(zhi)和)〕 ×(1+浮動系數)
浮動(dong)(dong)系數的(de)確(que)定主要(yao)考慮非全(quan)日制(zhi)就業勞動(dong)(dong)者工(gong)作穩定性、勞動(dong)(dong)條件(jian)和勞動(dong)(dong)強(qiang)度(du)、福利等方面與全(quan)日制(zhi)就業人員之間的(de)差(cha)異。
各地可參照以上(shang)測算辦法,根據當地實際情況合理確定月、小時最低工資標準。
