為(wei)全面貫徹落(luo)實《義務教(jiao)育法》,保(bao)障適齡兒(er)童少年(nian)受教(jiao)育權益,維(wei)護教(jiao)育公平,促(cu)進(jin)義務教(jiao)育均衡發展,規范學校招生行為(wei),福(fu)州(zhou)市(shi)教(jiao)育局發布(bu)了關于做(zuo)好2021年(nian)義務教(jiao)育招生工(gong)作的通知,明確了福(fu)州(zhou)入(ru)學政策規定。
各縣(市)區(qu)(qu)教育局(ju)、高新區(qu)(qu)教育和衛生健康(kang)局(ju),省、市屬各義務(wu)教育學(xue)校:
為認真貫(guan)徹(che)落(luo)實(shi)《義務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)法》,中(zhong)共(gong)中(zhong)央(yang)、國務(wu)(wu)院《關于深(shen)化教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)教(jiao)(jiao)(jiao)學(xue)(xue)改革(ge)全(quan)(quan)面提(ti)高(gao)義務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)質量的意見》和省委辦公(gong)廳、省政府辦公(gong)廳《關于深(shen)化教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)教(jiao)(jiao)(jiao)學(xue)(xue)改革(ge)全(quan)(quan)面提(ti)高(gao)義務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)質量的若干措施(shi)》,保障適齡兒童少年(nian)(nian)受教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)權(quan)益,維(wei)護教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)公(gong)平,促進義務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)均衡發展,規范學(xue)(xue)校招(zhao)生(sheng)(sheng)行為,根據(ju)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)部義務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)校招(zhao)生(sheng)(sheng)有關文件(jian)精(jing)神(shen),按照省教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)廳《關于做好2021年(nian)(nian)普通中(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)(sheng)入學(xue)(xue)工作(zuo)的通知(zhi)》(閩教(jiao)(jiao)(jiao)基(ji)〔2021〕14號)要求,現(xian)就我市2021年(nian)(nian)義務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)招(zhao)生(sheng)(sheng)入學(xue)(xue)工作(zuo)有關事項通知(zhi)如下:
一、招生原則
1.堅持以“縣”為主[縣指縣(市)區,下同]。義(yi)務(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)招生(sheng)(sheng)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)工(gong)作實(shi)行“市(shi)(shi)級(ji)統(tong)籌,以縣(xian)(xian)為主(zhu)(zhu)”的管理機制(zhi)。各(ge)縣(xian)(xian)(市(shi)(shi))區(qu)(qu)(qu)教(jiao)育(yu)(yu)(yu)(yu)(yu)行政(zheng)(zheng)主(zhu)(zhu)管部(bu)門負責(ze)轄(xia)區(qu)(qu)(qu)內義(yi)務(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校免試就近入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)工(gong)作的學(xue)(xue)(xue)(xue)(xue)區(qu)(qu)(qu)劃分、組織實(shi)施、信息(xi)公開、學(xue)(xue)(xue)(xue)(xue)籍管理、督查(cha)落(luo)實(shi)和(he)訴求回復等(deng)。各(ge)縣(xian)(xian)(市(shi)(shi))區(qu)(qu)(qu)教(jiao)育(yu)(yu)(yu)(yu)(yu)行政(zheng)(zheng)主(zhu)(zhu)管部(bu)門要(yao)充分認(ren)識義(yi)務(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)招生(sheng)(sheng)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)工(gong)作的重(zhong)要(yao)性,在同(tong)級(ji)黨委、政(zheng)(zheng)府(fu)(fu)的領導下落(luo)實(shi)主(zhu)(zhu)體(ti)(ti)責(ze)任,嚴格按照《義(yi)務(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)法》、《未成年(nian)人(ren)保護法》等(deng)法律規定(ding),切實(shi)保障適齡(ling)兒童少年(nian)接受義(yi)務(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)的權利。要(yao)建立縣(xian)(xian)(市(shi)(shi))區(qu)(qu)(qu)政(zheng)(zheng)府(fu)(fu)主(zhu)(zhu)要(yao)領導負總責(ze),分管領導具(ju)體(ti)(ti)牽頭,縣(xian)(xian)(市(shi)(shi))區(qu)(qu)(qu)教(jiao)育(yu)(yu)(yu)(yu)(yu)行政(zheng)(zheng)主(zhu)(zhu)管部(bu)門具(ju)體(ti)(ti)負責(ze),協(xie)調配合、科學(xue)(xue)(xue)(xue)(xue)高效的管理工(gong)作機制(zhi),要(yao)根據上(shang)級(ji)有關招生(sheng)(sheng)工(gong)作要(yao)求,統(tong)籌義(yi)務(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)公辦和(he)民辦中小學(xue)(xue)(xue)(xue)(xue)、戶籍學(xue)(xue)(xue)(xue)(xue)齡(ling)人(ren)口和(he)隨遷子女(nv)招生(sheng)(sheng)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)工(gong)作,結合各(ge)縣(xian)(xian)(市(shi)(shi))區(qu)(qu)(qu)實(shi)際情況出臺義(yi)務(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)招生(sheng)(sheng)工(gong)作意見(jian)或辦法,確保教(jiao)育(yu)(yu)(yu)(yu)(yu)部(bu)和(he)省(sheng)教(jiao)育(yu)(yu)(yu)(yu)(yu)廳有關招生(sheng)(sheng)意見(jian)和(he)規定(ding)落(luo)實(shi)到(dao)位。招生(sheng)(sheng)范圍(wei)及(ji)(ji)計(ji)劃涉及(ji)(ji)省(sheng)、市(shi)(shi)屬(shu)學(xue)(xue)(xue)(xue)(xue)校的確定(ding)前須(xu)先向主(zhu)(zhu)管部(bu)門報(bao)告。
2.堅持免試入學。堅持義務(wu)教(jiao)育(yu)(yu)免(mian)試就(jiu)(jiu)近入(ru)(ru)(ru)學(xue)原則,立足(zu)新型城鎮化背(bei)景下(xia)戶(hu)籍(ji)制度改革、租(zu)賃住房改革試點等(deng),調整(zheng)和優化中小(xiao)學(xue)布(bu)局,加快教(jiao)育(yu)(yu)基礎設施(shi)建設,確(que)保(bao)新增(zeng)常住人(ren)口平等(deng)享受基本(ben)公(gong)共教(jiao)育(yu)(yu)服務(wu)。自《關于進一步降(jiang)低落戶(hu)條件壯大(da)人(ren)口規模的若干措施(shi)》頒布(bu)之(zhi)日起,新落戶(hu)適(shi)(shi)齡(ling)兒童(tong)按照現(xian)有(you)(you)招(zhao)生政策(ce)安排(pai)(pai)(pai)入(ru)(ru)(ru)學(xue),如所在縣(xian)(市(shi)(shi)(shi)(shi))區(qu)學(xue)位(wei)不足(zu),由本(ben)縣(xian)(市(shi)(shi)(shi)(shi))區(qu)統(tong)籌(chou)直至全市(shi)(shi)(shi)(shi)統(tong)籌(chou)安排(pai)(pai)(pai)入(ru)(ru)(ru)學(xue)。所有(you)(you)公(gong)民辦學(xue)校(xiao)(xiao)都要(yao)嚴(yan)格遵守《義務(wu)教(jiao)育(yu)(yu)法》免(mian)試入(ru)(ru)(ru)學(xue)規定(ding),不得(de)采用筆試或(huo)(huo)以面試、測評等(deng)名義選拔學(xue)生,嚴(yan)禁以各(ge)(ge)類考試、競賽、培訓成績或(huo)(huo)證(zheng)書證(zheng)明(ming)等(deng)作(zuo)為招(zhao)生依(yi)據。任何公(gong)民辦義務(wu)教(jiao)育(yu)(yu)學(xue)校(xiao)(xiao)不得(de)拒收或(huo)(huo)勸(quan)退(tui)符合錄取(qu)條件的學(xue)生。 入(ru)(ru)(ru)學(xue)安排(pai)(pai)(pai)要(yao)更具人(ren)文關懷。對(dui)屬統(tong)籌(chou)范(fan)疇的適(shi)(shi)齡(ling)兒童(tong),各(ge)(ge)縣(xian)(市(shi)(shi)(shi)(shi))區(qu)教(jiao)育(yu)(yu)行(xing)政部門根據就(jiu)(jiu)近入(ru)(ru)(ru)學(xue)原則和區(qu)域相關學(xue)校(xiao)(xiao)學(xue)位(wei)容(rong)量情(qing)況,在確(que)保(bao)不產(chan)生大(da)班(ban)額的前提(ti)下(xia),依(yi)家長(chang)意愿,可安排(pai)(pai)(pai)二(er)孩適(shi)(shi)齡(ling)兒童(tong)入(ru)(ru)(ru)讀其哥(ge)哥(ge)(姐(jie)(jie)姐(jie)(jie))就(jiu)(jiu)讀的學(xue)校(xiao)(xiao);如二(er)孩哥(ge)哥(ge)(姐(jie)(jie)姐(jie)(jie))就(jiu)(jiu)讀學(xue)校(xiao)(xiao)生源爆滿,無法安排(pai)(pai)(pai)二(er)孩就(jiu)(jiu)讀,在符合轉學(xue)政策(ce)和有(you)(you)學(xue)位(wei)空(kong)余(yu)的前提(ti)下(xia),也可依(yi)家長(chang)意愿,安排(pai)(pai)(pai)其哥(ge)哥(ge)(姐(jie)(jie)姐(jie)(jie))轉入(ru)(ru)(ru)二(er)孩接收校(xiao)(xiao),以方便家長(chang)接送子(zi)女,更好履行(xing)監護(hu)職責。
3.堅持控輟保學。各(ge)縣(市)區(qu)人(ren)(ren)民政(zheng)府(fu)(fu)要(yao)(yao)(yao)切實(shi)履行義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)控輟(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)法定(ding)(ding)(ding)職責,強化政(zheng)府(fu)(fu)、學(xue)(xue)(xue)(xue)(xue)校(xiao)、家(jia)庭(ting)和(he)社會各(ge)方責任(ren),落實(shi)聯控聯保(bao)工(gong)(gong)(gong)作(zuo)機(ji)制,做到政(zheng)策不變、力(li)度(du)不減,健全完善(shan)失學(xue)(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)生(sheng)工(gong)(gong)(gong)作(zuo)臺賬,抓好勸(quan)(quan)返復學(xue)(xue)(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo),嚴防學(xue)(xue)(xue)(xue)(xue)生(sheng)無(wu)正當(dang)(dang)理由(you)(you)長期請假造(zao)成事實(shi)輟(chuo)學(xue)(xue)(xue)(xue)(xue),確保(bao)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)“一個都不能少(shao)(shao)”。凡年滿六周歲(2015年8月31日(ri)前(qian)出(chu)生(sheng)未(wei)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue))適(shi)齡(ling)兒(er)(er)(er)童的(de)(de)(de)父(fu)母或(huo)(huo)者(zhe)其(qi)(qi)他法定(ding)(ding)(ding)監(jian)護人(ren)(ren),應(ying)(ying)當(dang)(dang)依(yi)照(zhao)《義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)法》、《福建(jian)省義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)條例》,送其(qi)(qi)按時(shi)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)并完成義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)。基層人(ren)(ren)民政(zheng)府(fu)(fu)或(huo)(huo)者(zhe)其(qi)(qi)授(shou)權的(de)(de)(de)實(shi)施(shi)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)的(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)校(xiao),應(ying)(ying)在8月15日(ri)前(qian),將本轄區(qu)內戶(hu)籍應(ying)(ying)當(dang)(dang)接(jie)受義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)的(de)(de)(de)適(shi)齡(ling)兒(er)(er)(er)童的(de)(de)(de)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)通(tong)知(zhi)書發給其(qi)(qi)父(fu)母或(huo)(huo)者(zhe)其(qi)(qi)他監(jian)護人(ren)(ren)。公辦學(xue)(xue)(xue)(xue)(xue)校(xiao)采取登記(ji)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)或(huo)(huo)書面通(tong)知(zhi)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)。要(yao)(yao)(yao)積極(ji)宣傳國(guo)家(jia)學(xue)(xue)(xue)(xue)(xue)生(sheng)資(zi)助(zhu)政(zheng)策,確保(bao)資(zi)助(zhu)政(zheng)策落實(shi)到位(wei)。要(yao)(yao)(yao)重點關注殘疾兒(er)(er)(er)童少(shao)(shao)年、脫貧家(jia)庭(ting)和(he)低(di)收入(ru)(ru)(ru)家(jia)庭(ting)兒(er)(er)(er)童少(shao)(shao)年、留守兒(er)(er)(er)童、困境兒(er)(er)(er)童等特(te)殊群體學(xue)(xue)(xue)(xue)(xue)生(sheng),做好組織(zhi)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)。小學(xue)(xue)(xue)(xue)(xue)和(he)初(chu)中(zhong)(zhong)要(yao)(yao)(yao)密切配合(he),跟蹤“小升初(chu)”畢業學(xue)(xue)(xue)(xue)(xue)生(sheng)去(qu)向,特(te)別是隨(sui)遷外(wai)出(chu)學(xue)(xue)(xue)(xue)(xue)生(sheng)的(de)(de)(de)升學(xue)(xue)(xue)(xue)(xue)去(qu)向和(he)真實(shi)就讀情況(kuang),發現未(wei)被初(chu)中(zhong)(zhong)錄取、學(xue)(xue)(xue)(xue)(xue)籍未(wei)及(ji)時(shi)接(jie)轉的(de)(de)(de)要(yao)(yao)(yao)及(ji)時(shi)跟進查(cha)明(ming)原因(yin),發現輟(chuo)學(xue)(xue)(xue)(xue)(xue)的(de)(de)(de)要(yao)(yao)(yao)做好勸(quan)(quan)返工(gong)(gong)(gong)作(zuo)并按規(gui)定(ding)(ding)(ding)及(ji)時(shi)報(bao)告,確保(bao)畢業生(sheng)百(bai)分百(bai)升入(ru)(ru)(ru)初(chu)中(zhong)(zhong)。適(shi)齡(ling)兒(er)(er)(er)童少(shao)(shao)年因(yin)身體狀(zhuang)況(kuang)需(xu)要(yao)(yao)(yao)延(yan)緩入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)的(de)(de)(de),其(qi)(qi)父(fu)母或(huo)(huo)者(zhe)其(qi)(qi)他法定(ding)(ding)(ding)監(jian)護人(ren)(ren)應(ying)(ying)當(dang)(dang)提出(chu)申請,按規(gui)定(ding)(ding)(ding)報(bao)當(dang)(dang)地鄉鎮(街(jie)道)人(ren)(ren)民政(zheng)府(fu)(fu)或(huo)(huo)縣(市)區(qu)教(jiao)(jiao)育(yu)行政(zheng)主管部門批準。對(dui)無(wu)正當(dang)(dang)理由(you)(you)拒不送子女入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)的(de)(de)(de)父(fu)母或(huo)(huo)者(zhe)其(qi)(qi)他法定(ding)(ding)(ding)監(jian)護人(ren)(ren),要(yao)(yao)(yao)加大行政(zheng)和(he)司(si)法勸(quan)(quan)返力(li)度(du),形成有力(li)震懾。
4.堅持起點規范。要(yao)(yao)(yao)按課程標(biao)準執行(xing)(xing)教(jiao)學(xue)(xue)要(yao)(yao)(yao)求,小(xiao)學(xue)(xue)一(yi)年級要(yao)(yao)(yao)嚴格執行(xing)(xing)“零起點”教(jiao)學(xue)(xue),設置(zhi)過渡性(xing)活(huo)動課程,切實做好幼小(xiao)銜接。各縣(xian)(市(shi))區(qu)要(yao)(yao)(yao)全面排(pai)查并嚴厲查處社會培訓(xun)機構以(yi)“國(guo)學(xue)(xue)班”、“讀經班”、“私塾”等形式替代義務教(jiao)育的(de)(de)非法辦學(xue)(xue)行(xing)(xing)為,確保義務教(jiao)育規范健康發展。義務教(jiao)育學(xue)(xue)校(xiao)(xiao)不得以(yi)“國(guo)際部(bu)”、“國(guo)際課程班”、“境外班”等名義招生(sheng)。對符合條件的(de)(de)港(gang)澳臺(tai)同胞、華(hua)僑華(hua)人(ren)(ren)子女(nv)(nv)等,各縣(xian)(市(shi))區(qu)教(jiao)育行(xing)(xing)政(zheng)主管(guan)部(bu)門(men)要(yao)(yao)(yao)按國(guo)家及省有(you)關政(zheng)策(ce)統籌安排(pai)入學(xue)(xue)。外籍子女(nv)(nv)需要(yao)(yao)(yao)在(zai)暫住地附近小(xiao)學(xue)(xue)就讀的(de)(de),可向縣(xian)(市(shi))區(qu)教(jiao)育行(xing)(xing)政(zheng)主管(guan)部(bu)門(men)提出申請,由縣(xian)(市(shi))區(qu)教(jiao)育行(xing)(xing)政(zheng)主管(guan)部(bu)門(men)統籌安排(pai)在(zai)經備案的(de)(de)具有(you)招收(shou)和(he)培養國(guo)際學(xue)(xue)生(sheng)資格的(de)(de)學(xue)(xue)校(xiao)(xiao)。外籍人(ren)(ren)員子女(nv)(nv)學(xue)(xue)校(xiao)(xiao)只(zhi)能(neng)招收(shou)區(qu)域(yu)內合法居留的(de)(de)外籍人(ren)(ren)員的(de)(de)隨(sui)行(xing)(xing)子女(nv)(nv)(外籍)。
5.堅持公正公開。各縣(市(shi))區教(jiao)育(yu)行(xing)政(zheng)主(zhu)管(guan)部門(men)要(yao)進一步(bu)(bu)完善招(zhao)生(sheng)公(gong)開制度,創新(xin)宣傳形式,通(tong)(tong)過教(jiao)育(yu)行(xing)政(zheng)主(zhu)管(guan)部門(men)門(men)戶網站(zhan)和(he)網絡、微(wei)信、微(wei)博等(deng)新(xin)媒體,或(huo)以新(xin)聞發(fa)布會(hui)、訪談、發(fa)放通(tong)(tong)俗(su)易懂(dong)的宣傳材料等(deng)方(fang)式,就(jiu)核(he)心政(zheng)策(ce)、群眾關心的疑難點做好宣傳釋(shi)疑工作(zuo),提高宣傳的針對性(xing)(xing)和(he)實(shi)效(xiao)性(xing)(xing)。要(yao)向社會(hui)公(gong)布每(mei)一所(suo)學校的辦(ban)學性(xing)(xing)質(zhi)、招(zhao)生(sheng)方(fang)案、招(zhao)生(sheng)政(zheng)策(ce)、招(zhao)生(sheng)計劃、招(zhao)生(sheng)范圍、招(zhao)生(sheng)程序(xu)、報名條(tiao)件(jian)、報名時(shi)間地點、所(suo)需證明材料、收費標準(zhun)、錄取(qu)結(jie)果、招(zhao)生(sheng)咨詢(xun)服務電話、投(tou)訴(su)電話和(he)投(tou)訴(su)信箱,暢(chang)通(tong)(tong)社會(hui)反映問題渠道,主(zhu)動(dong)接受監督,確保招(zhao)生(sheng)公(gong)平、公(gong)開、公(gong)正。進一步(bu)(bu)清理不(bu)必(bi)要(yao)的入學證明材料,優化招(zhao)生(sheng)入學流程,及時(shi)更新(xin)辦(ban)事(shi)指南,方(fang)便入學辦(ban)理。
二、招生政策
1.明確學校招生范圍。公(gong)民辦中(zhong)小學(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)納入審(shen)批(pi)地(di)(di)(di)教(jiao)(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)主管(guan)(guan)部門統(tong)一(yi)管(guan)(guan)理,科學(xue)(xue)確定(ding)(ding)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)(fan)圍、核定(ding)(ding)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃(hua)。民辦義(yi)務教(jiao)(jiao)育(yu)學(xue)(xue)校原則(ze)上在(zai)縣(市)區范(fan)(fan)圍內招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng);由(you)市教(jiao)(jiao)育(yu)局(ju)審(shen)批(pi)或(huo)同意的(de)(de)(de)(de)學(xue)(xue)校,可適當擴大招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)(fan)圍,但一(yi)般(ban)不實行(xing)(xing)全市范(fan)(fan)圍招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。繼續推廣以標(biao)準地(di)(di)(di)址(zhi)(二維(wei)碼地(di)(di)(di)址(zhi))為依據劃(hua)定(ding)(ding)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)(fan)圍。健全公(gong)平的(de)(de)(de)(de)就近(jin)入學(xue)(xue)管(guan)(guan)理機制。在(zai)教(jiao)(jiao)育(yu)資源配置相對均衡的(de)(de)(de)(de)地(di)(di)(di)方,繼續完善公(gong)辦學(xue)(xue)校單校劃(hua)片(pian)入學(xue)(xue)政(zheng)(zheng)策。鼓(gu)勵有條(tiao)件的(de)(de)(de)(de)縣(市)區穩(wen)妥推進多校劃(hua)片(pian)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)改(gai)革試(shi)點。因客觀條(tiao)件變(bian)化確實需(xu)要調整招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)片(pian)區時,要嚴(yan)格按規(gui)定(ding)(ding)啟動重大決(jue)策程(cheng)序,通(tong)過召開聽(ting)證會(hui)、聽(ting)取人大代表、政(zheng)(zheng)協委員、社會(hui)群(qun)眾意見或(huo)者(zhe)其他法定(ding)(ding)方式進行(xing)(xing)論(lun)證,并經(jing)同級人民政(zheng)(zheng)府同意后向(xiang)社會(hui)公(gong)布(bu)。新舊(jiu)片(pian)區變(bian)化要設置合理的(de)(de)(de)(de)過渡期(qi)限,給社會(hui)群(qun)眾留出(chu)合理的(de)(de)(de)(de)預期(qi)時間(jian)。學(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)片(pian)區劃(hua)定(ding)(ding)后,應(ying)在(zai)一(yi)段時間(jian)內保持穩(wen)定(ding)(ding)。
2.加強招生計劃管理。各(ge)縣(市)區教育行(xing)政主管部門要(yao)根據核準的辦學(xue)(xue)(xue)規模和(he)學(xue)(xue)(xue)校(xiao)實際的辦學(xue)(xue)(xue)條件,統籌編制(zhi)并下達年度招生(sheng)(sheng)計劃,特別要(yao)嚴(yan)格(ge)控(kong)制(zhi)存在大班(ban)額和(he)大校(xiao)額學(xue)(xue)(xue)校(xiao)的招生(sheng)(sheng)計劃,在確(que)(que)保零增量的基礎上,加快消除現有大班(ban)額。嚴(yan)格(ge)按規定限定體育或(huo)藝(yi)術專門學(xue)(xue)(xue)校(xiao)、外國語學(xue)(xue)(xue)校(xiao)特殊(shu)類(lei)型招生(sheng)(sheng)測試(shi)(shi)范圍。福州藝(yi)術學(xue)(xue)(xue)校(xiao)按照批準的計劃,根據學(xue)(xue)(xue)生(sheng)(sheng)志愿,自主確(que)(que)定藝(yi)術專業的錄取對(dui)象,只能進(jin)行(xing)術科測評,不(bu)得(de)組織文化科目考試(shi)(shi);福州外國語學(xue)(xue)(xue)校(xiao)經批準招收(shou)的外語類(lei)學(xue)(xue)(xue)生(sheng)(sheng),只能進(jin)行(xing)相關(guan)語言類(lei)素質能力測試(shi)(shi),不(bu)得(de)測試(shi)(shi)其他學(xue)(xue)(xue)科知(zhi)識(shi)。
3.完善公民辦學校招生錄取辦法,嚴格做到“四個統一”。
統一(yi)在(zai)網(wang)上(平臺(tai))報名(ming)(ming)。全面(mian)實行(xing)公(gong)民(min)辦(ban)學(xue)校同步招生(sheng)(sheng),堅決(jue)杜絕提前(qian)招生(sheng)(sheng)和“掐尖”招生(sheng)(sheng)行(xing)為,或通(tong)過任何形式(shi)的(de)(de)提前(qian)摸底、意(yi)向登(deng)記、預(yu)約等方式(shi)爭搶生(sheng)(sheng)源。公(gong)民(min)辦(ban)學(xue)校報名(ming)(ming)、招生(sheng)(sheng)錄(lu)(lu)取(qu)統一(yi)納入教(jiao)(jiao)育(yu)行(xing)政(zheng)(zheng)主管(guan)(guan)(guan)部門建立的(de)(de)招生(sheng)(sheng)平臺(tai)進(jin)行(xing)。各(ge)縣(xian)(市(shi)(shi))區要建立、完善中(zhong)(zhong)小學(xue)招生(sheng)(sheng)報名(ming)(ming)、錄(lu)(lu)取(qu)等信息化管(guan)(guan)(guan)理平臺(tai),五(wu)城區小學(xue)、初(chu)中(zhong)(zhong)報名(ming)(ming)和錄(lu)(lu)取(qu)工(gong)作,分別(bie)由各(ge)區教(jiao)(jiao)育(yu)行(xing)政(zheng)(zheng)主管(guan)(guan)(guan)部門在(zai)“福州市(shi)(shi)小學(xue)招生(sheng)(sheng)預(yu)報名(ming)(ming)系(xi)(xi)統”、“福州市(shi)(shi)初(chu)招管(guan)(guan)(guan)理系(xi)(xi)統”組(zu)織(zhi)實施(shi),五(wu)城區外學(xue)校由各(ge)縣(xian)(市(shi)(shi))區教(jiao)(jiao)育(yu)行(xing)政(zheng)(zheng)主管(guan)(guan)(guan)部門統一(yi)組(zu)織(zhi)實施(shi)。全市(shi)(shi)各(ge)公(gong)民(min)辦(ban)學(xue)校不(bu)得(de)違反教(jiao)(jiao)育(yu)行(xing)政(zheng)(zheng)主管(guan)(guan)(guan)部門規(gui)定(ding)另(ling)行(xing)組(zu)織(zhi)招生(sheng)(sheng)報名(ming)(ming),不(bu)得(de)自行(xing)通(tong)過網(wang)上預(yu)約、信息登(deng)記等形式(shi)提前(qian)報名(ming)(ming)。教(jiao)(jiao)育(yu)行(xing)政(zheng)(zheng)主管(guan)(guan)(guan)部門及(ji)公(gong)民(min)辦(ban)學(xue)校不(bu)得(de)限制符(fu)合規(gui)定(ding)的(de)(de)適齡(ling)兒童少年報名(ming)(ming)就讀民(min)辦(ban)學(xue)校。
統一組織民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)搖號派(pai)位(wei)。民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)報(bao)名(ming)人(ren)數未超過(guo)招生(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)數的(de),一次性全部(bu)(bu)(bu)(bu)錄(lu)取(qu)(qu)(qu)(qu)(qu);報(bao)名(ming)人(ren)數超過(guo)招生(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)數的(de),除符合相關(guan)(guan)政(zheng)策規定的(de)教(jiao)育優待照(zhao)顧對(dui)(dui)象可(ke)單列錄(lu)取(qu)(qu)(qu)(qu)(qu)外,所有(you)(you)報(bao)名(ming)人(ren)員實行(xing)隨機派(pai)位(wei)錄(lu)取(qu)(qu)(qu)(qu)(qu);對(dui)(dui)未被(bei)民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)錄(lu)取(qu)(qu)(qu)(qu)(qu)的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng),由生(sheng)(sheng)(sheng)(sheng)源(yuan)地教(jiao)育行(xing)政(zheng)主管部(bu)(bu)(bu)(bu)門(men)按當(dang)地相關(guan)(guan)政(zheng)策規定統籌安排到公(gong)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)就(jiu)讀。五城區(qu)填報(bao)民(min)辦(ban)(ban)(ban)初(chu)中志愿(yuan)未被(bei)錄(lu)取(qu)(qu)(qu)(qu)(qu)的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng),按各區(qu)公(gong)布的(de)初(chu)招對(dui)(dui)口方案升學(xue)(xue)(xue)(xue);通過(guo)搖號被(bei)民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)錄(lu)取(qu)(qu)(qu)(qu)(qu)的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng),不愿(yuan)意(yi)就(jiu)讀申請退檔的(de),由生(sheng)(sheng)(sheng)(sheng)源(yuan)地教(jiao)育行(xing)政(zheng)主管部(bu)(bu)(bu)(bu)門(men)統籌安排公(gong)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)就(jiu)讀。民(min)辦(ban)(ban)(ban)九年(nian)或十(shi)二(er)年(nian)一貫制(zhi)學(xue)(xue)(xue)(xue)校(xiao)(xiao)小學(xue)(xue)(xue)(xue)部(bu)(bu)(bu)(bu)畢業生(sheng)(sheng)(sheng)(sheng)原則上(shang)應按學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)或家長(chang)意(yi)愿(yuan)優先直(zhi)升本(ben)校(xiao)(xiao)初(chu)中部(bu)(bu)(bu)(bu),本(ben)校(xiao)(xiao)初(chu)中部(bu)(bu)(bu)(bu)招生(sheng)(sheng)(sheng)(sheng)容(rong)量不足的(de),采取(qu)(qu)(qu)(qu)(qu)隨機派(pai)位(wei)方式錄(lu)取(qu)(qu)(qu)(qu)(qu);小學(xue)(xue)(xue)(xue)部(bu)(bu)(bu)(bu)畢業生(sheng)(sheng)(sheng)(sheng)錄(lu)取(qu)(qu)(qu)(qu)(qu)后仍(reng)有(you)(you)剩余計(ji)劃(hua)面向外校(xiao)(xiao)招生(sheng)(sheng)(sheng)(sheng)的(de),也要按照(zhao)隨機派(pai)位(wei)有(you)(you)關(guan)(guan)規定錄(lu)取(qu)(qu)(qu)(qu)(qu)。
統一由(you)(you)教(jiao)(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)主管(guan)部(bu)門(men)組織(zhi)實(shi)施(shi)。義務(wu)(wu)教(jiao)(jiao)育(yu)招生由(you)(you)各縣(市(shi))區(qu)(qu)教(jiao)(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)主管(guan)部(bu)門(men)組織(zhi)實(shi)施(shi),轄(xia)區(qu)(qu)各義務(wu)(wu)教(jiao)(jiao)育(yu)學校招生范圍、條件、基(ji)本流程和具體步驟等由(you)(you)各縣(市(shi))區(qu)(qu)教(jiao)(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)主管(guan)部(bu)門(men)自(zi)行(xing)(xing)確(que)定(ding)并向社會公(gong)布(bu)。民辦學校的(de)隨(sui)機(ji)派位招生由(you)(you)招生計劃審批部(bu)門(men)統一組織(zhi),具體操作規(gui)則(ze)由(you)(you)各縣(市(shi))區(qu)(qu)教(jiao)(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)主管(guan)部(bu)門(men)制(zhi)定(ding)。搖號派位錄取須有(you)公(gong)證機(ji)構參(can)加,全程接(jie)受(shou)社會監督,派位結果由(you)(you)教(jiao)(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)主管(guan)部(bu)門(men)實(shi)時(shi)向社會公(gong)開。任何(he)學校不得(de)勸(quan)退(tui)或變相勸(quan)退(tui)已錄取的(de)學生。
統一(yi)實(shi)施均(jun)衡(heng)分(fen)(fen)班(ban)。全市公民辦義(yi)務教育學(xue)校(xiao)要堅持規范實(shi)施隨機(ji)均(jun)衡(heng)分(fen)(fen)班(ban),嚴禁以任(ren)何(he)名義(yi)設立(li)重點班(ban)、快慢班(ban)、特(te)色班(ban)和實(shi)驗班(ban)等。五城(cheng)區(qu)公民辦初中按照每班(ban)總人數、學(xue)生男(nan)女比例等均(jun)衡(heng)原(yuan)則,由(you)各區(qu)教育行(xing)政主管(guan)部門(men)在“福州市初招(zhao)管(guan)理(li)系統”完成均(jun)衡(heng)分(fen)(fen)班(ban),五城(cheng)區(qu)外學(xue)校(xiao)由(you)各縣(市)區(qu)教育行(xing)政主管(guan)部門(men)統一(yi)組織平臺隨機(ji)均(jun)衡(heng)分(fen)(fen)班(ban),統一(yi)公布錄取和分(fen)(fen)班(ban)結果,分(fen)(fen)班(ban)之后,不允許任(ren)何(he)學(xue)校(xiao)再重新分(fen)(fen)班(ban)。
4.繼續實施以居住證為主要依據的隨遷子女義務教育入學政策。各縣(市(shi))區(qu)要(yao)進一步完善隨(sui)(sui)遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)家長(chang)自主報名結合(he)隨(sui)(sui)機派位(wei)的(de)入學(xue)(xue)方式(shi),確保符合(he)《福建省(sheng)實施(shi)〈居住證暫行條例〉辦(ban)法》基本(ben)要(yao)求的(de)隨(sui)(sui)遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)能夠(gou)應入盡入。堅持以(yi)公(gong)(gong)辦(ban)學(xue)(xue)校為主安(an)排(pai)隨(sui)(sui)遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)就學(xue)(xue),對于(yu)公(gong)(gong)辦(ban)學(xue)(xue)校學(xue)(xue)位(wei)不足的(de)可以(yi)通過政府購(gou)買服務方式(shi)安(an)排(pai)在(zai)(zai)民(min)辦(ban)學(xue)(xue)校就讀(du),避免將隨(sui)(sui)遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)集中(zhong)在(zai)(zai)少數學(xue)(xue)校。切實簡化入學(xue)(xue)流程,對需要(yao)進一步核(he)實居住證信息的(de),相關(guan)學(xue)(xue)校要(yao)及時(shi)匯總上報教育行政主管部門,統一到公(gong)(gong)安(an)機關(guan)戶(hu)籍管理部門申(shen)請核(he)驗。福州(zhou)籍隨(sui)(sui)遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)轉學(xue)(xue)回戶(hu)籍所(suo)在(zai)(zai)地學(xue)(xue)校就讀(du)的(de),當(dang)地教育行政主管部門應依法予(yu)以(yi)統籌安(an)排(pai)。對隨(sui)(sui)遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)和戶(hu)籍學(xue)(xue)生(sheng)實行混(hun)合(he)編班(ban),統一管理,平等對待,促進隨(sui)(sui)遷(qian)(qian)(qian)子(zi)(zi)女(nv)(nv)與本(ben)地學(xue)(xue)生(sheng)融合(he)成(cheng)長(chang)。
5.落實招生優待政策。對烈士子(zi)(zi)女、現役(yi)軍(jun)人(ren)子(zi)(zi)女、因公犧牲和(he)病故軍(jun)人(ren)子(zi)(zi)女、高層(ceng)次(ci)人(ren)才子(zi)(zi)女、公安英(ying)模和(he)因公犧牲傷殘公安民警子(zi)(zi)女、國(guo)家(jia)綜合性消防救援隊伍人(ren)員子(zi)(zi)女、臺商子(zi)(zi)女、臺胞子(zi)(zi)女、總部(bu)企業高管(guan)子(zi)(zi)女等對象,要(yao)根據國(guo)家(jia)及(ji)省、市有關教育優待照顧(gu)政策,完善入學保障(zhang)機制,優化服(fu)務(wu)措(cuo)施,充分體現便利、準確和(he)公平。
6.保障殘疾兒童少年受教育權利。各縣(市(shi))區教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)行(xing)政主(zhu)(zhu)管部門要(yao)會同衛(wei)健(jian)、殘(can)(can)聯等(deng)部門組(zu)織專家(jia)(jia)(jia)成立專家(jia)(jia)(jia)委員會,對(dui)殘(can)(can)疾(ji)兒(er)童(tong)(tong)開展教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)評(ping)估認定,落實(shi)殘(can)(can)疾(ji)兒(er)童(tong)(tong)“一人一案”教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)安(an)置工作。優(you)先采(cai)用普通學校(xiao)(xiao)隨班(ban)就(jiu)(jiu)讀的(de)(de)(de)方(fang)式(shi)(shi),就(jiu)(jiu)近安(an)排輕度殘(can)(can)疾(ji)兒(er)童(tong)(tong)少(shao)年(nian)接受(shou)義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)。在保(bao)證校(xiao)(xiao)園(yuan)安(an)全的(de)(de)(de)前提下,應允(yun)許特(te)殊(shu)兒(er)童(tong)(tong)家(jia)(jia)(jia)長入校(xiao)(xiao)陪讀。中(zhong)、重度殘(can)(can)疾(ji)兒(er)童(tong)(tong)少(shao)年(nian)安(an)排至普通學校(xiao)(xiao)附設特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)班(ban)或特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學校(xiao)(xiao)就(jiu)(jiu)讀。對(dui)于因(yin)殘(can)(can)疾(ji)原(yuan)因(yin),無法(fa)到(dao)校(xiao)(xiao)就(jiu)(jiu)讀的(de)(de)(de)殘(can)(can)疾(ji)兒(er)童(tong)(tong)少(shao)年(nian)可根據(ju)實(shi)際情況采(cai)取實(shi)地送教(jiao)(jiao)(jiao)(jiao)和遠(yuan)程(cheng)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)相結合方(fang)式(shi)(shi)實(shi)施送教(jiao)(jiao)(jiao)(jiao)上門,切實(shi)保(bao)障(zhang)殘(can)(can)疾(ji)兒(er)童(tong)(tong)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)權益。適齡殘(can)(can)疾(ji)兒(er)童(tong)(tong)、少(shao)年(nian)因(yin)身體(ti)原(yuan)因(yin)無法(fa)到(dao)校(xiao)(xiao)接受(shou)義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)(de),家(jia)(jia)(jia)長或其(qi)他(ta)法(fa)定監護人不(bu)得擅自決定是否接受(shou)義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)及(ji)具體(ti)方(fang)式(shi)(shi),應當向當地教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)行(xing)政主(zhu)(zhu)管部門提出申請(qing),教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)行(xing)政主(zhu)(zhu)管部門委托特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)專家(jia)(jia)(jia)委員會對(dui)其(qi)身體(ti)狀(zhuang)況、受(shou)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)和適應學校(xiao)(xiao)學習生活的(de)(de)(de)能(neng)力進行(xing)評(ping)估,確(que)定適合其(qi)身心特(te)點(dian)的(de)(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)安(an)置方(fang)式(shi)(shi)。
7.加強學籍管理。各縣(市)區、各校(xiao)要(yao)嚴格(ge)按規定加強中小學(xue)(xue)(xue)學(xue)(xue)(xue)籍(ji)管(guan)理(li),規范(fan)辦理(li)學(xue)(xue)(xue)籍(ji)建立(li)(li)、轉(zhuan)學(xue)(xue)(xue)、休學(xue)(xue)(xue)、升(sheng)(sheng)學(xue)(xue)(xue)等程序,及(ji)時準確更新學(xue)(xue)(xue)籍(ji)系(xi)統數據,確保“人籍(ji)一(yi)致,籍(ji)隨人走(zou)”。對個(ge)別申請“無身(shen)份證(zheng)件建籍(ji)”的(de)學(xue)(xue)(xue)生,應嚴格(ge)審核把關(guan)(guan),認真查(cha)驗相關(guan)(guan)佐證(zheng)材料,并督(du)促其(qi)(qi)盡快辦理(li)戶(hu)籍(ji)身(shen)份證(zheng)件。對轉(zhuan)學(xue)(xue)(xue)、升(sheng)(sheng)學(xue)(xue)(xue)學(xue)(xue)(xue)生學(xue)(xue)(xue)籍(ji)接轉(zhuan)出現(xian)異常(chang)的(de),要(yao)及(ji)時查(cha)明原因,按程序規范(fan)處理(li)。經批準自行實施義(yi)務教(jiao)育(yu)的(de)體育(yu)、藝術(shu)專門學(xue)(xue)(xue)校(xiao)或其(qi)(qi)他相關(guan)(guan)社(she)會組織,應按規定建立(li)(li)學(xue)(xue)(xue)籍(ji)檔案,并做好學(xue)(xue)(xue)籍(ji)接轉(zhuan)、接續(xu)等工作;委托實施義(yi)務教(jiao)育(yu)的(de),應對接委托學(xue)(xue)(xue)校(xiao)辦理(li)好學(xue)(xue)(xue)籍(ji)相關(guan)(guan)手(shou)續(xu),落(luo)實相關(guan)(guan)教(jiao)育(yu)教(jiao)學(xue)(xue)(xue)要(yao)求,保障招收的(de)適齡兒(er)童少年完(wan)成九年義(yi)務教(jiao)育(yu)。
8.助力信用體系建設。根(gen)據中共福(fu)建(jian)省委辦(ban)公廳、福(fu)建(jian)省人(ren)(ren)(ren)民(min)政府辦(ban)公廳印發的(de)(de)《關于加(jia)快推進失信(xin)(xin)被(bei)執行(xing)人(ren)(ren)(ren)信(xin)(xin)用監督、警(jing)示和懲戒機(ji)制(zhi)建(jian)設的(de)(de)實施(shi)意見(jian)》精神,限(xian)制(zhi)失信(xin)(xin)被(bei)執行(xing)人(ren)(ren)(ren)及失信(xin)(xin)被(bei)執行(xing)人(ren)(ren)(ren)的(de)(de)法定代(dai)表人(ren)(ren)(ren)、主(zhu)要負責人(ren)(ren)(ren)、實際控制(zhi)人(ren)(ren)(ren)、影(ying)響債務履行(xing)的(de)(de)直接責任人(ren)(ren)(ren)員以(yi)其財產支付子女(nv)入學(xue)就(jiu)讀(du)高收費(fei)民(min)辦(ban)學(xue)校(xiao)。
三、招生監督
1.要建立預警機制。要加(jia)(jia)強(qiang)對(dui)本地區學齡(ling)人口變(bian)化趨勢的(de)(de)預測(ce)分析和摸底(di)調(diao)查,出(chu)現常住(zhu)人口中適齡(ling)兒(er)童(tong)逐年增(zeng)(zeng)加(jia)(jia)、學位供給緊張的(de)(de)情況,及時(shi)(shi)(shi)向社(she)會發(fa)布預警提示,合(he)理(li)引導家長預期(qi)(qi)。同時(shi)(shi)(shi)加(jia)(jia)快學校規劃建設(she),有效(xiao)增(zeng)(zeng)加(jia)(jia)學位供給。招生期(qi)(qi)間及時(shi)(shi)(shi)對(dui)區域內(nei)存(cun)在大(da)(da)班額學校進行預警提示,妥善做好分流(liu)工作,嚴防(fang)產(chan)生新(xin)的(de)(de)大(da)(da)班額和大(da)(da)校額。出(chu)臺(tai)重(zhong)大(da)(da)改革舉措前(qian),要通(tong)過多種(zhong)方式廣泛征求群眾(zhong)意見(jian),加(jia)(jia)強(qiang)風險評估(gu),做好輿論引導,設(she)立必要的(de)(de)過渡時(shi)(shi)(shi)限(xian),給社(she)會留(liu)出(chu)合(he)理(li)的(de)(de)預期(qi)(qi)時(shi)(shi)(shi)間,確(que)保平穩有序。
2.要健全協調機制。各(ge)縣(市)區政府要針對(dui)往年易發(fa)(fa)問題(ti)(ti)及(ji)(ji)涉及(ji)(ji)招生(sheng)工作(zuo)可能(neng)存在的問題(ti)(ti),組織相(xiang)關職能(neng)部(bu)門加(jia)強(qiang)會商,完善招生(sheng)突(tu)發(fa)(fa)事件應(ying)急(ji)預案,加(jia)強(qiang)風險評估(gu)和處置(zhi)(zhi)應(ying)對(dui),及(ji)(ji)時發(fa)(fa)現并妥善處置(zhi)(zhi)苗頭性(xing)、傾向性(xing)問題(ti)(ti),確保招生(sheng)入學工作(zuo)平穩有(you)序。
3.要成立應急工作小組。各(ge)縣(市(shi)(shi))區教育行政(zheng)(zheng)主管(guan)部(bu)門和(he)學(xue)校,要抽調具有處理復(fu)雜問題能力(li)和(he)經驗(yan)的骨干人員,成立應(ying)急(ji)工作小組,制定(ding)工作預案(an)(an),明確(que)招生入(ru)學(xue)工作聯系(xi)(xi)(xi)人和(he)聯系(xi)(xi)(xi)電話。各(ge)縣(市(shi)(shi))區教育行政(zheng)(zheng)主管(guan)部(bu)門應(ying)于6月30日前將招生工作意見或(huo)辦(ban)法(fa)及招生工作聯系(xi)(xi)(xi)人名(ming)單(dan),報送市(shi)(shi)教育局(ju)初(chu)等(deng)教育處備案(an)(an)(含電子稿)。
4.要加強監督檢查。各(ge)縣(xian)(市(shi))區教(jiao)育(yu)(yu)行(xing)(xing)政主(zhu)管(guan)部(bu)(bu)門要主(zhu)動會同(tong)教(jiao)育(yu)(yu)紀(ji)檢、監(jian)察部(bu)(bu)門按照教(jiao)育(yu)(yu)部(bu)(bu)有(you)關招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)“十項嚴(yan)(yan)禁”紀(ji)律要求,加(jia)強學(xue)(xue)校招(zhao)生(sheng)工作監(jian)督(du)。招(zhao)生(sheng)結束后,要認(ren)(ren)真開(kai)展專項自(zi)查(cha),對(dui)(dui)(dui)2021年(nian)(nian)秋季學(xue)(xue)期招(zhao)生(sheng)自(zi)查(cha)情(qing)(qing)況形(xing)成書面報告(gao),內容包(bao)括義務教(jiao)育(yu)(yu)招(zhao)生(sheng)政策執(zhi)行(xing)(xing)情(qing)(qing)況、信息公(gong)開(kai)情(qing)(qing)況、存(cun)在(zai)的困難(nan)和問題及下一步(bu)措施和建議等,連同(tong)本(ben)地《2021年(nian)(nian)義務教(jiao)育(yu)(yu)招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)政務公(gong)開(kai)情(qing)(qing)況匯總表(biao)》(另行(xing)(xing)下發),于9月底報送市(shi)教(jiao)育(yu)(yu)局初(chu)等教(jiao)育(yu)(yu)處(含電子稿)。要暢通舉報渠(qu)道,認(ren)(ren)真核實群眾信訪投訴,嚴(yan)(yan)肅查(cha)處頂風違(wei)規(gui)(gui)(gui)(gui)招(zhao)生(sheng)及亂收費行(xing)(xing)為,進(jin)一步(bu)提升普通中小學(xue)(xue)招(zhao)生(sheng)規(gui)(gui)(gui)(gui)范(fan)治理(li)和違(wei)規(gui)(gui)(gui)(gui)招(zhao)生(sheng)防控(kong)能(neng)力(li)。對(dui)(dui)(dui)存(cun)在(zai)違(wei)規(gui)(gui)(gui)(gui)招(zhao)生(sheng)行(xing)(xing)為、違(wei)反學(xue)(xue)籍管(guan)理(li)規(gui)(gui)(gui)(gui)定的公(gong)民辦(ban)學(xue)(xue)校,應(ying)視情(qing)(qing)節輕重給(gei)(gei)予(yu)約(yue)談、通報批評、責令(ling)改正等處罰(fa)。對(dui)(dui)(dui)公(gong)辦(ban)學(xue)(xue)校,還(huan)應(ying)依(yi)(yi)規(gui)(gui)(gui)(gui)追究(jiu)相關人員和領導(dao)責任;對(dui)(dui)(dui)民辦(ban)學(xue)(xue)校,可(ke)依(yi)(yi)法(fa)依(yi)(yi)規(gui)(gui)(gui)(gui)給(gei)(gei)予(yu)減少下一年(nian)(nian)度招(zhao)生(sheng)計劃、停(ting)止招(zhao)生(sheng)直至吊(diao)銷辦(ban)學(xue)(xue)許可(ke)證的處罰(fa)。對(dui)(dui)(dui)監(jian)管(guan)不到(dao)(dao)位、履(lv)職不到(dao)(dao)位,造成不良(liang)影(ying)響或嚴(yan)(yan)重后果(guo)的縣(xian)(市(shi))區和學(xue)(xue)校,依(yi)(yi)法(fa)依(yi)(yi)規(gui)(gui)(gui)(gui)嚴(yan)(yan)肅追究(jiu)相關單(dan)位和人員的責任,切實營造規(gui)(gui)(gui)(gui)范(fan)有(you)序(xu)、令(ling)行(xing)(xing)禁止的良(liang)好教(jiao)育(yu)(yu)生(sheng)態。市(shi)政府教(jiao)育(yu)(yu)督(du)導(dao)室將對(dui)(dui)(dui)招(zhao)生(sheng)工作開(kai)展專項抽查(cha)。
四、小學畢業考試及綜合素質評定
小學畢業考試由(you)各(ge)縣(xian)(市)區教育行政主(zhu)管部門組織(zhi)實(shi)施。
五、本《通知》由福州市教育局負責解釋,未盡事宜按照國家教育部、福建省教育廳相關文件執行。
