農(nong)(nong)(nong)村流(liu)通體(ti)系是我國社會主(zhu)義(yi)市場經(jing)濟(ji)體(ti)系的重要組(zu)成(cheng)部(bu)分,農(nong)(nong)(nong)村流(liu)通在農(nong)(nong)(nong)村經(jing)濟(ji)發(fa)展中具有“先(xian)導(dao)”作用。進一步搞活農(nong)(nong)(nong)村流(liu)通,繁榮農(nong)(nong)(nong)村市場,對促進農(nong)(nong)(nong)民增(zeng)收、引(yin)導(dao)農(nong)(nong)(nong)村消費,保持農(nong)(nong)(nong)業和農(nong)(nong)(nong)村經(jing)濟(ji)又好又快發(fa)展具有重要意義(yi)。建立農(nong)(nong)(nong)村現代流(liu)通體(ti)系是建設社會主(zhu)義(yi)新(xin)農(nong)(nong)(nong)村的重要內容,是廣大農(nong)(nong)(nong)民的企盼。
一、農村流通體系建設存在的問題
農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)流(liu)(liu)通(tong)(tong)體(ti)系(xi)(xi)主(zhu)要包括農(nong)(nong)(nong)(nong)業(ye)(ye)生產(chan)(chan)資(zi)(zi)料流(liu)(liu)通(tong)(tong)體(ti)系(xi)(xi)、農(nong)(nong)(nong)(nong)副(fu)產(chan)(chan)品(pin)(pin)(pin)流(liu)(liu)通(tong)(tong)體(ti)系(xi)(xi)、農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)日(ri)用(yong)消費(fei)品(pin)(pin)(pin)流(liu)(liu)通(tong)(tong)體(ti)系(xi)(xi)、再生資(zi)(zi)源(yuan)回(hui)收(shou)利(li)用(yong)體(ti)系(xi)(xi)和農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)市(shi)場(chang)運行監測體(ti)系(xi)(xi)等(deng)(deng)方面(mian)。近年(nian)來,隨著(zhu)各(ge)項支(zhi)農(nong)(nong)(nong)(nong)惠農(nong)(nong)(nong)(nong)政(zheng)策的(de)逐步(bu)落實,農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)現(xian)(xian)(xian)代(dai)流(liu)(liu)通(tong)(tong)網絡建(jian)設(she)加快(kuai),多形式、多渠道(dao)的(de)農(nong)(nong)(nong)(nong)產(chan)(chan)品(pin)(pin)(pin)購銷(xiao)(xiao)(xiao)體(ti)系(xi)(xi)初步(bu)建(jian)立,農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)市(shi)場(chang)日(ri)趨活躍(yue),涌現(xian)(xian)(xian)出了(le)(le)一(yi)批(pi)擁有著(zhu)名品(pin)(pin)(pin)牌的(de)流(liu)(liu)通(tong)(tong)企業(ye)(ye)。農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)市(shi)場(chang)規(gui)模(mo)不斷擴大,農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)消費(fei)結構升級加快(kuai),農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)市(shi)場(chang)消費(fei)水(shui)平不斷提高。交易(yi)方式和流(liu)(liu)通(tong)(tong)業(ye)(ye)態(tai)進一(yi)步(bu)提升,連鎖經營、物流(liu)(liu)配送、電子商(shang)務等(deng)(deng)現(xian)(xian)(xian)代(dai)流(liu)(liu)通(tong)(tong)方式和小(xiao)型超市(shi)、便利(li)店等(deng)(deng)新型流(liu)(liu)通(tong)(tong)業(ye)(ye)態(tai)開始從城市(shi)走向農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)。農(nong)(nong)(nong)(nong)產(chan)(chan)品(pin)(pin)(pin)交易(yi)由(you)過(guo)去(qu)的(de)傳統集市(shi)貿易(yi)擴展(zhan)到專(zhuan)業(ye)(ye)批(pi)發、“訂單(dan)”購銷(xiao)(xiao)(xiao)、拍(pai)賣和期(qi)貨交易(yi)等(deng)(deng)現(xian)(xian)(xian)代(dai)方式,農(nong)(nong)(nong)(nong)產(chan)(chan)品(pin)(pin)(pin)綜合(he)市(shi)場(chang)、專(zhuan)業(ye)(ye)市(shi)場(chang)、電子商(shang)務等(deng)(deng)發展(zhan)迅速;農(nong)(nong)(nong)(nong)資(zi)(zi)連鎖配送發展(zhan)勢(shi)頭(tou)較好,分銷(xiao)(xiao)(xiao)、直(zhi)銷(xiao)(xiao)(xiao)、超市(shi)、總代(dai)理、總經銷(xiao)(xiao)(xiao)等(deng)(deng)多種經營模(mo)式蓬勃(bo)發展(zhan)。農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)市(shi)場(chang)主(zhu)體(ti)呈多元(yuan)化格(ge)局,農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)經紀人、農(nong)(nong)(nong)(nong)產(chan)(chan)品(pin)(pin)(pin)運銷(xiao)(xiao)(xiao)大戶(hu)、農(nong)(nong)(nong)(nong)民專(zhuan)業(ye)(ye)合(he)作(zuo)組織和相關(guan)龍頭(tou)企業(ye)(ye),構成了(le)(le)農(nong)(nong)(nong)(nong)產(chan)(chan)品(pin)(pin)(pin)流(liu)(liu)通(tong)(tong)的(de)主(zhu)體(ti)。農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)流(liu)(liu)通(tong)(tong)體(ti)系(xi)(xi)的(de)建(jian)設(she)雖(sui)然取得(de)了(le)(le)一(yi)定的(de)成績,但(dan)與城市(shi)流(liu)(liu)通(tong)(tong)體(ti)系(xi)(xi)建(jian)設(she)相比還(huan)處于比較落后(hou)的(de)狀態(tai),表現(xian)(xian)(xian)在(zai)以下幾個方面(mian):
(一)流通方式和經營業態仍然比較落后
據(ju)有關資料顯示,目前我國農(nong)村市(shi)場實行連鎖經營的(de)交易額(e)占(zhan)農(nong)村總交易額(e)的(de)比(bi)重不足10%,夫妻店、食雜店仍然是農(nong)村生活消費品流通的(de)主(zhu)要形式(shi),農(nong)村超市(shi)等(deng)(deng)新型業態發展滯后。而且,由于交易方(fang)式(shi)落后,流通技術滯后,導致水果(guo)蔬菜等(deng)(deng)農(nong)副產品在采摘(zhai)、運(yun)輸、儲(chu)存(cun)等(deng)(deng)環(huan)節(jie)上的(de)損(sun)失率較(jiao)高。
(二)農村流通體系建設缺乏整體規劃
目(mu)前城市(shi)商業(ye)網(wang)(wang)點布局(ju)已經制定了整(zheng)體(ti)規(gui)(gui)劃,但由于對農村流通(tong)體(ti)系(xi)建設缺(que)乏(fa)足夠的認識,重(zhong)視不夠,造成農村商業(ye)網(wang)(wang)點整(zheng)體(ti)規(gui)(gui)劃缺(que)失。
(三)政府指導不夠,政策支持力度不大
政府信息引導(dao)不(bu)夠(gou),農(nong)副產(chan)(chan)品(pin)(pin)供給與市場(chang)需求信息不(bu)對(dui)稱,農(nong)民(min)想種什么(me)就(jiu)種什么(me),隨意性(xing)大,“訂單農(nong)業”發展遲緩,部(bu)分農(nong)副產(chan)(chan)品(pin)(pin)銷售渠道(dao)不(bu)暢(chang)通,農(nong)民(min)豐產(chan)(chan)不(bu)豐收。政府對(dui)農(nong)村流通體系建設政策上的支持力(li)度不(bu)大。
(四)缺乏監管,假冒偽劣產品肆虐農村市場
由個體商(shang)戶構(gou)成(cheng)的(de)(de)農(nong)(nong)村(cun)流通體系,其運行方式和交易(yi)行為(wei)很不規范(fan),政府監管難以到位(wei),缺乏嚴格的(de)(de)市場(chang)準入制(zhi)度(du)和健全(quan)的(de)(de)商(shang)品(pin)(pin)質(zhi)量(liang)檢測制(zhi)度(du),加之農(nong)(nong)民鑒別能力低,致使假冒偽(wei)劣商(shang)品(pin)(pin)肆(si)虐(nve)農(nong)(nong)村(cun)市場(chang),給農(nong)(nong)民利益造(zao)成(cheng)巨(ju)大(da)損害。農(nong)(nong)民吃(chi)的(de)(de)(如鹽、味(wei)精、奶(nai)粉(fen)等)、用的(de)(de)(如牙膏、化肥(fei)等)、種的(de)(de)(如種子)假冒多,劣質(zhi)品(pin)(pin)多。
(五)農村專業經濟合作組織發展缺乏后勁
至2006年底,湖(hu)南益陽市農(nong)(nong)民專業組織720個(ge),這些專業經濟組織為助農(nong)(nong)增收、建設社會(hui)(hui)主義新農(nong)(nong)村(cun)發揮了一定的(de)作用,但仍存(cun)在小(xiao)、散、差(cha)等諸多問(wen)題,遠(yuan)不(bu)能適應社會(hui)(hui)主義新農(nong)(nong)村(cun)建設的(de)需(xu)(xu)要(yao)。農(nong)(nong)村(cun)經紀人隊伍無論(lun)數量還是質量,尚不(bu)能滿足發展現(xian)代農(nong)(nong)村(cun)流通(tong)的(de)需(xu)(xu)要(yao)。
(六)農村流通基礎設施建設有待加強
目前(qian)不少(shao)農村的農產品批發市場(chang)的道路、供(gong)水等(deng)(deng)基礎(chu)設施(shi)陳舊,電子信息、冷(leng)藏等(deng)(deng)設備(bei)設施(shi)不完善(shan),服(fu)(fu)務(wu)功能單一,缺(que)乏信息服(fu)(fu)務(wu)、質量檢測、交易結算、垃圾處理(li)(li)等(deng)(deng)配套服(fu)(fu)務(wu)設施(shi)。部分農村市場(chang)的管(guan)理(li)(li)比較滯后,重收(shou)費、輕(qing)服(fu)(fu)務(wu)現象突出,沿街為(wei)市、占道為(wei)市的現象比較普(pu)遍(bian)。

二、加快農村流通體系建設的建議
發(fa)(fa)達(da)的(de)物流產業(ye)和完善的(de)市場體系(xi),是現代農業(ye)的(de)重要保障。必須強化農村(cun)流通(tong)基(ji)礎設施(shi)建設,發(fa)(fa)展現代流通(tong)方式和新型(xing)流通(tong)業(ye)態(tai),培(pei)育多元化、多層次的(de)市場流通(tong)主體,構(gou)建開放(fang)統一、競爭有序的(de)市場體系(xi)。
(一)盡快制定農村流通體系建設總體規劃
各級(ji)政(zheng)府應將(jiang)建(jian)立(li)(li)農(nong)村(cun)現代流通(tong)體(ti)(ti)(ti)(ti)系(xi)(xi)提上(shang)議事日程(cheng),組織(zhi)專(zhuan)門人員開(kai)展全面(mian)調(diao)查(cha),為出(chu)臺政(zheng)策提供依據。各級(ji)政(zheng)府根(gen)據商務(wu)部(bu)2006年(nian)10月20日出(chu)臺的《農(nong)村(cun)市(shi)場(chang)體(ti)(ti)(ti)(ti)系(xi)(xi)建(jian)設“十(shi)一(yi)五”規(gui)(gui)(gui)劃(hua)(hua)(hua)》及相關文件(jian),制定(ding)構建(jian)農(nong)村(cun)現代流通(tong)體(ti)(ti)(ti)(ti)系(xi)(xi)建(jian)設總體(ti)(ti)(ti)(ti)規(gui)(gui)(gui)劃(hua)(hua)(hua),將(jiang)農(nong)村(cun)商業網(wang)點(dian)規(gui)(gui)(gui)劃(hua)(hua)(hua)與城(cheng)市(shi)網(wang)點(dian)規(gui)(gui)(gui)劃(hua)(hua)(hua)統籌考慮,納入整體(ti)(ti)(ti)(ti)規(gui)(gui)(gui)劃(hua)(hua)(hua),實現城(cheng)鄉一(yi)體(ti)(ti)(ti)(ti),合理布局(ju),協調(diao)發展;并成立(li)(li)由相關部(bu)門共(gong)同參與的專(zhuan)門機(ji)構,就規(gui)(gui)(gui)劃(hua)(hua)(hua)的制定(ding)與實施實行統一(yi)協調(diao)和管理。
(二)加強宏觀指導,加大政策支持力度
1、政(zheng)府要在農產(chan)品(pin)的生(sheng)產(chan)和銷售方面加強宏觀指導,盡快建(jian)立農產(chan)品(pin)市(shi)場(chang)信息服務平臺。
2、政府(fu)應給予資金扶(fu)持,一方面(mian)對農(nong)村(cun)流(liu)(liu)通體系(xi)的基礎設(she)施建設(she)投入(ru)(如(ru)農(nong)產品(pin)交易市場)實行(xing)財政貼(tie)息,另一方面(mian)設(she)立專(zhuan)項(xiang)資金對農(nong)村(cun)現代流(liu)(liu)通體系(xi)建設(she)進行(xing)扶(fu)持(如(ru)農(nong)產品(pin)倉儲、物流(liu)(liu)和電子商務(wu)系(xi)統(tong)),并(bing)逐(zhu)年遞增。
3、簡化連鎖企(qi)業(ye)證照辦理手續,放寬市場準入(ru)。
4、政府(fu)給予稅費政策優惠。
5、執(zhi)行優惠電價政策。
(三)加快農村現代消費品網絡建設
要抓住商(shang)務部在全(quan)國(guo)農(nong)(nong)村(cun)實施“萬村(cun)千鄉(xiang)(xiang)”市場(chang)工(gong)程的(de)(de)發(fa)展(zhan)機遇,以縣(xian)城(cheng)(cheng)和(he)中(zhong)心城(cheng)(cheng)鎮為(wei)重點(dian),以連鎖(suo)(suo)超市、便利店(dian)為(wei)主要流(liu)通(tong)(tong)(tong)形式(shi),以工(gong)業品下鄉(xiang)(xiang)和(he)農(nong)(nong)產品進城(cheng)(cheng)雙向流(liu)通(tong)(tong)(tong)為(wei)特色,逐步形成(cheng)以大型(xing)(xing)商(shang)場(chang)、超市、物流(liu)企(qi)業為(wei)龍(long)頭,以物流(liu)配送、連鎖(suo)(suo)經(jing)營為(wei)紐帶,以鎮村(cun)兩級(ji)農(nong)(nong)家(jia)店(dian)為(wei)基本單位的(de)(de)“小超市、大連鎖(suo)(suo)”、“小網(wang)點(dian)、大網(wang)絡(luo)”新型(xing)(xing)農(nong)(nong)村(cun)現(xian)代流(liu)通(tong)(tong)(tong)網(wang)絡(luo)。引導信譽好、實力(li)強勁的(de)(de)大型(xing)(xing)商(shang)場(chang)、超市、物流(liu)企(qi)業向農(nong)(nong)村(cun)延(yan)伸,創(chuang)新工(gong)業品、農(nong)(nong)業生(sheng)產資(zi)料下鄉(xiang)(xiang)的(de)(de)新網(wang)絡(luo)、新模式(shi);以縣(xian)城(cheng)(cheng)和(he)中(zhong)心城(cheng)(cheng)鎮為(wei)重點(dian),鼓勵多(duo)條經(jing)營渠道、多(duo)種(zhong)(zhong)經(jing)濟成(cheng)份(fen)、多(duo)種(zhong)(zhong)經(jing)營形式(shi)活(huo)躍農(nong)(nong)村(cun)市場(chang),積極培育和(he)發(fa)展(zhan)不同形式(shi)的(de)(de)連鎖(suo)(suo)經(jing)營、物流(liu)配送、電子商(shang)務等現(xian)代流(liu)通(tong)(tong)(tong)方(fang)式(shi);大力(li)發(fa)展(zhan)小型(xing)(xing)超市、倉(cang)儲式(shi)商(shang)店(dian)、專(zhuan)賣店(dian)等新型(xing)(xing)流(liu)通(tong)(tong)(tong)形式(shi),提(ti)高農(nong)(nong)產品的(de)(de)食(shi)品安全(quan)性和(he)流(liu)通(tong)(tong)(tong)效率。
(四)大力發展訂單農業,建立暢通高效的農產品流通體系
政(zheng)府要引導和鼓勵農產(chan)品批(pi)發市(shi)場和零售企業與農產(chan)品生產(chan)基地(di)建(jian)立長期的(de)產(chan)銷聯盟,要通過政(zheng)策扶(fu)持、典型(xing)示范、組(zu)織(zhi)協調(diao)、提供服務、加強(qiang)管理等辦法,引導和支持訂單(dan)農業發展,逐(zhu)步提高我市(shi)農業的(de)市(shi)場化程度。
(五)積極發展各種經濟合作組織、培育農村流通經紀人隊伍
采取政策(ce)措施(shi)對(dui)經(jing)紀人(ren)(ren)隊伍(wu)(wu)和(he)各(ge)種經(jing)濟(ji)合作(zuo)組(zu)(zu)織(zhi)(zhi)予以支(zhi)持和(he)引(yin)導:一是(shi)(shi)加強對(dui)合作(zuo)組(zu)(zu)織(zhi)(zhi)的(de)(de)負責人(ren)(ren)和(he)營銷人(ren)(ren)員和(he)經(jing)紀人(ren)(ren)隊伍(wu)(wu)的(de)(de)培(pei)訓(xun);二(er)是(shi)(shi)給他們創造公平的(de)(de)信(xin)貸環境;二(er)是(shi)(shi)對(dui)合作(zuo)組(zu)(zu)織(zhi)(zhi)的(de)(de)自(zi)主(zhu)品牌建(jian)(jian)設、信(xin)息網絡(luo)建(jian)(jian)設和(he)質量認證(zheng)體系建(jian)(jian)設給予一定的(de)(de)資金獎勵或扶持;四是(shi)(shi)對(dui)農(nong)村經(jing)紀人(ren)(ren)和(he)經(jing)濟(ji)合作(zuo)組(zu)(zu)織(zhi)(zhi)通(tong)過獎勵的(de)(de)形(xing)式給予一定的(de)(de)稅收優惠政策(ce);五是(shi)(shi)引(yin)導和(he)支(zhi)持農(nong)村合作(zuo)組(zu)(zu)織(zhi)(zhi)逐步建(jian)(jian)設成(cheng)法人(ren)(ren)經(jing)濟(ji)實(shi)體,鼓勵農(nong)村合作(zuo)組(zu)(zu)織(zhi)(zhi)按地(di)域和(he)行業(ye)(ye)或專業(ye)(ye)進(jin)行橫向并聯和(he)縱向串(chuan)聯,從而將其迅速做大、做強。
