從(cong)2014年起,各地教(jiao)育(yu)(yu)(yu)部門將義務教(jiao)育(yu)(yu)(yu)免(mian)試就近入(ru)學(xue)改革作為(wei)深化(hua)教(jiao)育(yu)(yu)(yu)綜合改革的重要(yao)任務啟動實施(shi),經(jing)過(guo)持(chi)續大(da)力(li)推進,全國范圍取得了(le)階段性成果和(he)歷史性突破,基本實現了(le)免(mian)試就近入(ru)學(xue)、規(gui)范有序入(ru)學(xue)、陽光(guang)監督入(ru)學(xue),有效緩(huan)解了(le)“擇校熱(re)”,有力(li)促進了(le)教(jiao)育(yu)(yu)(yu)公平。下面(mian)為(wei)你介紹(shao)各地中小學(xue)入(ru)學(xue)政(zheng)策。
各(ge)省、自治(zhi)區、直轄市教(jiao)(jiao)育廳(教(jiao)(jiao)委),各(ge)計劃單(dan)列(lie)市教(jiao)(jiao)育局(ju)(ju),新疆生產建設(she)兵團教(jiao)(jiao)育局(ju)(ju),有關(guan)部門(單(dan)位)教(jiao)(jiao)育司(局(ju)(ju)),部屬各(ge)高等學(xue)校(xiao):
近(jin)年來,普通中小學(xue)招生(sheng)入學(xue)改革穩步推(tui)進,取(qu)得了(le)重要階段性(xing)成果(guo)和歷史(shi)性(xing)突破,有效緩解了(le)“擇校熱”,對規(gui)范教(jiao)育(yu)秩序、營造良好(hao)教(jiao)育(yu)生(sheng)態發(fa)揮(hui)了(le)重要作(zuo)(zuo)用。為深入貫(guan)徹黨(dang)的(de)十九大(da)精(jing)神,落(luo)實全(quan)國教(jiao)育(yu)大(da)會部署,進一步鞏(gong)固(gu)成果(guo)、深化改革,促進教(jiao)育(yu)公平,提高教(jiao)育(yu)質量,現就做好(hao)2019年普通中小學(xue)招生(sheng)入學(xue)工作(zuo)(zuo)通知如下(xia)。
一、依(yi)法(fa)(fa)(fa)保(bao)(bao)障適齡(ling)兒(er)(er)童(tong)(tong)少(shao)年(nian)入學(xue)。各(ge)地要嚴格落實《義(yi)務教(jiao)育(yu)法(fa)(fa)(fa)》《未(wei)成(cheng)(cheng)年(nian)人(ren)保(bao)(bao)護(hu)法(fa)(fa)(fa)》等法(fa)(fa)(fa)律(lv)規定(ding),切實保(bao)(bao)障適齡(ling)兒(er)(er)童(tong)(tong)少(shao)年(nian)接(jie)受(shou)義(yi)務教(jiao)育(yu)的權利。適齡(ling)兒(er)(er)童(tong)(tong)少(shao)年(nian)因身體狀(zhuang)況需要延緩入學(xue)或(huo)者(zhe)休學(xue)的,其父母或(huo)者(zhe)其他法(fa)(fa)(fa)定(ding)監(jian)(jian)護(hu)人(ren)應當提出申請,報當地縣(xian)級(ji)人(ren)民(min)政(zheng)府教(jiao)育(yu)行(xing)(xing)政(zheng)部門備案。各(ge)地要切實履(lv)行(xing)(xing)義(yi)務教(jiao)育(yu)控輟保(bao)(bao)學(xue)法(fa)(fa)(fa)定(ding)職責(ze),按照法(fa)(fa)(fa)律(lv)規定(ding)和(he)國家有關(guan)要求,建立失(shi)學(xue)輟學(xue)適齡(ling)兒(er)(er)童(tong)(tong)工作臺(tai)帳,認(ren)真(zhen)落實聯控聯保(bao)(bao)工作機制,確保(bao)(bao)做好控輟保(bao)(bao)學(xue)工作。各(ge)地要認(ren)真(zhen)排查并(bing)嚴厲查處社(she)會(hui)培訓機構(gou)以(yi)“國學(xue)班(ban)”“讀經班(ban)”“私(si)塾(shu)”等形式替代(dai)義(yi)務教(jiao)育(yu)的非法(fa)(fa)(fa)辦學(xue)行(xing)(xing)為。父母或(huo)者(zhe)其他法(fa)(fa)(fa)定(ding)監(jian)(jian)護(hu)人(ren)無正當理由(you)未(wei)送(song)適齡(ling)兒(er)(er)童(tong)(tong)少(shao)年(nian)入學(xue)接(jie)受(shou)義(yi)務教(jiao)育(yu)或(huo)造成(cheng)(cheng)輟學(xue),情節嚴重或(huo)構(gou)成(cheng)(cheng)犯罪的,依(yi)法(fa)(fa)(fa)追究法(fa)(fa)(fa)律(lv)責(ze)任。
二、全面(mian)落實義(yi)(yi)務(wu)(wu)教育(yu)(yu)免(mian)試就(jiu)近(jin)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)規定。按照(zhao)“學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)劃(hua)(hua)片招(zhao)生(sheng)、生(sheng)源(yuan)(yuan)就(jiu)近(jin)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)”的(de)(de)總(zong)體目標,根據縣域(yu)內適齡學(xue)(xue)(xue)(xue)(xue)生(sheng)人數、學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)分布、學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)規模(mo)、交通狀況等(deng)因素,為(wei)每所義(yi)(yi)務(wu)(wu)教育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)科學(xue)(xue)(xue)(xue)(xue)劃(hua)(hua)定服(fu)務(wu)(wu)片區(qu)(qu)范圍,確保(bao)(bao)義(yi)(yi)務(wu)(wu)教育(yu)(yu)免(mian)試就(jiu)近(jin)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)政策(ce)全覆蓋。學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)數量較多(duo)的(de)(de)區(qu)(qu)縣要(yao)合(he)理劃(hua)(hua)分學(xue)(xue)(xue)(xue)(xue)區(qu)(qu)范圍,確保(bao)(bao)各學(xue)(xue)(xue)(xue)(xue)區(qu)(qu)之間優質教育(yu)(yu)資源(yuan)(yuan)大致均(jun)(jun)衡(heng)。片區(qu)(qu)或學(xue)(xue)(xue)(xue)(xue)區(qu)(qu)確定后,應在一(yi)段時(shi)期(qi)內保(bao)(bao)持相對(dui)穩(wen)定,重新劃(hua)(hua)分調整時(shi)要(yao)慎重穩(wen)妥,認真做(zuo)好(hao)學(xue)(xue)(xue)(xue)(xue)生(sheng)家長(chang)工作。教育(yu)(yu)資源(yuan)(yuan)不夠均(jun)(jun)衡(heng)的(de)(de)地(di)(di)方(fang)(fang),穩(wen)妥實施多(duo)校(xiao)(xiao)劃(hua)(hua)片,采取(qu)隨機派位方(fang)(fang)式入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)。小學(xue)(xue)(xue)(xue)(xue)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)一(yi)般采取(qu)登(deng)(deng)記(ji)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue),初中入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)一(yi)般采取(qu)登(deng)(deng)記(ji)或對(dui)口(kou)直升方(fang)(fang)式入(ru)(ru)學(xue)(xue)(xue)(xue)(xue),按照(zhao)強弱結合(he)原則合(he)理調配對(dui)口(kou)直升的(de)(de)初中和(he)小學(xue)(xue)(xue)(xue)(xue),保(bao)(bao)障教育(yu)(yu)機會公平。所有公辦(ban)(ban)、民(min)辦(ban)(ban)義(yi)(yi)務(wu)(wu)教育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)都要(yao)嚴格(ge)遵守義(yi)(yi)務(wu)(wu)教育(yu)(yu)免(mian)試入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)規定。各地(di)(di)要(yao)規范民(min)辦(ban)(ban)義(yi)(yi)務(wu)(wu)教育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)生(sheng)管理,將(jiang)民(min)辦(ban)(ban)義(yi)(yi)務(wu)(wu)教育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)生(sheng)納入(ru)(ru)審批地(di)(di)統一(yi)管理,與公辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)同步招(zhao)生(sheng),不得以任何形式提前選(xuan)擇生(sheng)源(yuan)(yuan),堅決(jue)防止對(dui)生(sheng)源(yuan)(yuan)地(di)(di)招(zhao)生(sheng)秩序(xu)造成沖(chong)擊。對(dui)報名人數超過招(zhao)生(sheng)計劃(hua)(hua)的(de)(de)民(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao),引(yin)導學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)采取(qu)電腦隨機派位方(fang)(fang)式招(zhao)生(sheng)。
三(san)、嚴(yan)(yan)(yan)格規(gui)范(fan)普(pu)(pu)(pu)通(tong)高(gao)(gao)中(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行(xing)為。各(ge)地要統籌考慮普(pu)(pu)(pu)及高(gao)(gao)中(zhong)(zhong)階段教育和普(pu)(pu)(pu)職招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)規(gui)模大體相當的(de)要求,根據學(xue)(xue)校(xiao)(xiao)(xiao)布局和辦(ban)學(xue)(xue)條件,合理確定普(pu)(pu)(pu)通(tong)高(gao)(gao)中(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)并嚴(yan)(yan)(yan)格執行(xing)。規(gui)范(fan)普(pu)(pu)(pu)通(tong)高(gao)(gao)中(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管(guan)理,所有學(xue)(xue)校(xiao)(xiao)(xiao)(含民(min)辦(ban)高(gao)(gao)中(zhong)(zhong))要嚴(yan)(yan)(yan)格按照規(gui)定的(de)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍(wei)、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方式進行(xing)統一招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴(yan)(yan)(yan)禁(jin)違規(gui)爭搶生(sheng)(sheng)(sheng)(sheng)源、“掐(qia)尖”招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、跨區域招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、超計(ji)劃(hua)(hua)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)和提前招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。嚴(yan)(yan)(yan)格公(gong)參民(min)學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管(guan)理,嚴(yan)(yan)(yan)禁(jin)民(min)辦(ban)學(xue)(xue)校(xiao)(xiao)(xiao)與公(gong)辦(ban)學(xue)(xue)校(xiao)(xiao)(xiao)混合招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。完(wan)善優(you)質普(pu)(pu)(pu)通(tong)高(gao)(gao)中(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)指標(biao)分(fen)(fen)配到(dao)初中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)(xiao)政策,確保名額分(fen)(fen)配比(bi)例不低于50%,并進一步提高(gao)(gao)農(nong)村學(xue)(xue)校(xiao)(xiao)(xiao)和薄弱(ruo)學(xue)(xue)校(xiao)(xiao)(xiao)升入優(you)質高(gao)(gao)中(zhong)(zhong)比(bi)例。規(gui)范(fan)普(pu)(pu)(pu)通(tong)高(gao)(gao)中(zhong)(zhong)自主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),學(xue)(xue)校(xiao)(xiao)(xiao)須在中(zhong)(zhong)考結(jie)束后,嚴(yan)(yan)(yan)格按照自主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)辦(ban)法和程序組織自主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),并主(zhu)動公(gong)開招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)各(ge)環節和錄取結(jie)果。
四、扎實做(zuo)好中(zhong)考(kao)組(zu)織管(guan)(guan)理(li)工(gong)作。各(ge)(ge)地(di)要(yao)按照教育(yu)部關(guan)于推進(jin)高中(zhong)階(jie)段學(xue)校考(kao)試(shi)(shi)(shi)招(zhao)生制(zhi)度改革的(de)(de)統一部署,深入推進(jin)中(zhong)考(kao)改革,突出素質教育(yu)導(dao)向,努力提高命題(ti)質量,積極探索(suo)基(ji)于初中(zhong)學(xue)業水(shui)平(ping)考(kao)試(shi)(shi)(shi)成績、結合綜合素質評(ping)價的(de)(de)招(zhao)生錄取(qu)模(mo)式,扭轉(zhuan)唯分數的(de)(de)考(kao)試(shi)(shi)(shi)招(zhao)生評(ping)價導(dao)向。要(yao)進(jin)一步建(jian)立健全考(kao)務管(guan)(guan)理(li)制(zhi)度,加強(qiang)(qiang)從(cong)命題(ti)、制(zhi)卷(juan)、運送、保管(guan)(guan)、分發、施(shi)考(kao)到評(ping)卷(juan)全過程(cheng)管(guan)(guan)理(li),認(ren)真檢(jian)查(cha)外語聽力設備和閱卷(juan)設備,明(ming)確(que)考(kao)試(shi)(shi)(shi)組(zu)織、閱卷(juan)評(ping)分、招(zhao)生管(guan)(guan)理(li)等機構和人員(yuan)的(de)(de)職責(ze)(ze),簽訂(ding)工(gong)作責(ze)(ze)任(ren)書,確(que)保責(ze)(ze)任(ren)落(luo)實到崗到人。加強(qiang)(qiang)試(shi)(shi)(shi)卷(juan)評(ping)分復(fu)核工(gong)作管(guan)(guan)理(li),明(ming)確(que)每個學(xue)科試(shi)(shi)(shi)卷(juan)抽樣復(fu)核的(de)(de)具體數量和比例,并嚴格按照規定程(cheng)序進(jin)行復(fu)核。2019年5月(yue)底前,各(ge)(ge)地(di)要(yao)全面(mian)開展(zhan)一次中(zhong)考(kao)考(kao)務管(guan)(guan)理(li)排(pai)查(cha),切實排(pai)除(chu)各(ge)(ge)類風險隱患,確(que)保考(kao)務組(zu)織管(guan)(guan)理(li)工(gong)作安(an)全有序。
五、規(gui)范(fan)特殊類(lei)型招生(sheng)。繼續壓(ya)縮(suo)義(yi)(yi)務(wu)(wu)教育學(xue)(xue)(xue)校(xiao)特長生(sheng)招生(sheng)規(gui)模(mo)(mo),至(zhi)2020年取(qu)消各類(lei)特長生(sheng)招生(sheng)。義(yi)(yi)務(wu)(wu)教育學(xue)(xue)(xue)校(xiao)要(yao)(yao)嚴(yan)格(ge)落(luo)實均(jun)衡編班(ban)(ban)(ban)規(gui)定,按課程標準嚴(yan)格(ge)執行(xing)零起(qi)點教學(xue)(xue)(xue)要(yao)(yao)求(qiu)(qiu),小學(xue)(xue)(xue)一年級設置過渡(du)性活動課程,注重(zhong)(zhong)做好幼(you)小銜接。義(yi)(yi)務(wu)(wu)教育學(xue)(xue)(xue)校(xiao)不得以“國(guo)(guo)際部(bu)(bu)”“國(guo)(guo)際課程班(ban)(ban)(ban)”“境外班(ban)(ban)(ban)”等名義(yi)(yi)招生(sheng)。普(pu)通高(gao)中(zhong)舉(ju)辦的(de)(de)各類(lei)實驗班(ban)(ban)(ban)、試點班(ban)(ban)(ban),由主管教育行(xing)政部(bu)(bu)門重(zhong)(zhong)新登記,報省(sheng)級教育行(xing)政部(bu)(bu)門備案,要(yao)(yao)嚴(yan)格(ge)控(kong)制(zhi)規(gui)模(mo)(mo),健全科學(xue)(xue)(xue)公開公正的(de)(de)選拔機制(zhi),加(jia)強(qiang)跟蹤研(yan)究和階段性評估。嚴(yan)格(ge)規(gui)范(fan)公辦普(pu)通高(gao)中(zhong)“國(guo)(guo)際部(bu)(bu)”(或“境外課程班(ban)(ban)(ban)”)招生(sheng)行(xing)為,納(na)入統(tong)一招生(sheng)管理,實行(xing)計劃(hua)單列,錄(lu)取(qu)分數應達到同(tong)批(pi)次(ci)學(xue)(xue)(xue)校(xiao)錄(lu)取(qu)要(yao)(yao)求(qiu)(qiu),學(xue)(xue)(xue)生(sheng)就讀期間不得轉入普(pu)通班(ban)(ban)(ban)級。加(jia)強(qiang)外籍人員子女學(xue)(xue)(xue)校(xiao)招生(sheng)管理,不得招收中(zhong)國(guo)(guo)籍學(xue)(xue)(xue)生(sheng)。
六(liu)、保(bao)(bao)障特殊(shu)群體接(jie)受(shou)(shou)義務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)。健(jian)全以居住證為主要(yao)(yao)依(yi)據的(de)隨遷(qian)子(zi)(zi)女(nv)義務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)政(zheng)策,落實隨遷(qian)子(zi)(zi)女(nv)接(jie)受(shou)(shou)義務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)后在(zai)流入(ru)(ru)地(di)參加中(zhong)考政(zheng)策。實行(xing)隨遷(qian)子(zi)(zi)女(nv)積(ji)分(fen)(fen)制入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)的(de)地(di)方(fang),要(yao)(yao)合理設(she)置積(ji)分(fen)(fen)條(tiao)件,確(que)保(bao)(bao)符(fu)合國家《居住證暫行(xing)條(tiao)例》基(ji)本要(yao)(yao)求的(de)隨遷(qian)子(zi)(zi)女(nv)能夠(gou)應(ying)(ying)入(ru)(ru)盡(jin)入(ru)(ru)。流入(ru)(ru)地(di)公(gong)(gong)辦義務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)要(yao)(yao)對(dui)(dui)符(fu)合條(tiao)件的(de)隨遷(qian)子(zi)(zi)女(nv)開放,避免將(jiang)隨遷(qian)子(zi)(zi)女(nv)集中(zhong)在(zai)少(shao)數學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)。要(yao)(yao)堅持以公(gong)(gong)辦學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)為主安排隨遷(qian)子(zi)(zi)女(nv)就(jiu)(jiu)學(xue)(xue)(xue)(xue)(xue),對(dui)(dui)于公(gong)(gong)辦學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)位不足(zu)的(de)可以通過政(zheng)府購買服務(wu)(wu)(wu)方(fang)式安排在(zai)民辦學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)就(jiu)(jiu)讀。隨遷(qian)子(zi)(zi)女(nv)回戶籍所在(zai)地(di)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)就(jiu)(jiu)讀的(de),當地(di)教(jiao)(jiao)(jiao)育(yu)行(xing)政(zheng)部(bu)門應(ying)(ying)依(yi)法予以統籌安排。轉(zhuan)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應(ying)(ying)在(zai)全國中(zhong)小學(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)籍管理信息系統中(zhong)轉(zhuan)接(jie)學(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)籍,轉(zhuan)入(ru)(ru)、轉(zhuan)出學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)和(he)雙方(fang)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)籍主管部(bu)門應(ying)(ying)當分(fen)(fen)別在(zai)10個工作日內完成學(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)籍轉(zhuan)接(jie)。積(ji)極推進融合教(jiao)(jiao)(jiao)育(yu),依(yi)法保(bao)(bao)障能夠(gou)接(jie)受(shou)(shou)普通教(jiao)(jiao)(jiao)育(yu)的(de)適齡殘疾兒童少(shao)年(nian)就(jiu)(jiu)近就(jiu)(jiu)便隨班就(jiu)(jiu)讀。對(dui)(dui)烈士子(zi)(zi)女(nv)、符(fu)合條(tiao)件的(de)現役軍人(ren)子(zi)(zi)女(nv)、公(gong)(gong)安英模和(he)因公(gong)(gong)犧牲傷殘警察子(zi)(zi)女(nv)及其(qi)他各類(lei)優撫對(dui)(dui)象,各地(di)要(yao)(yao)細化入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)操作程序,落實教(jiao)(jiao)(jiao)育(yu)優待政(zheng)策。
七、建(jian)立招生(sheng)(sheng)入學(xue)工作(zuo)預(yu)警(jing)制度。縣級教(jiao)育行政部門要加(jia)強(qiang)對學(xue)齡人口(kou)變(bian)化(hua)趨勢的預(yu)測(ce)分析,出現(xian)常(chang)住人口(kou)中適齡兒(er)童逐年增(zeng)加(jia)、學(xue)位供給(gei)緊張的情況(kuang),及(ji)時(shi)向社會發布(bu)預(yu)警(jing)提(ti)示(shi)(shi),合理引導家(jia)(jia)長預(yu)期,同時(shi)加(jia)快(kuai)學(xue)校(xiao)規劃(hua)建(jian)設,有效增(zeng)加(jia)學(xue)位供給(gei)。招生(sheng)(sheng)期間(jian)對區域內存在大班(ban)額學(xue)校(xiao)進行預(yu)警(jing)提(ti)示(shi)(shi),確(que)保(bao)中小學(xue)校(xiao)起(qi)始年級嚴格按(an)照國(guo)家(jia)(jia)規定(ding)標(biao)準班(ban)額招生(sheng)(sheng),堅決防(fang)止產(chan)生(sheng)(sheng)新的大班(ban)額。強(qiang)化(hua)義(yi)務教(jiao)育政府保(bao)障責任,省級教(jiao)育督導部門要督促民辦義(yi)務教(jiao)育招生(sheng)(sheng)規模(mo)占比偏(pian)高的地方切(qie)實履行政府職責,增(zeng)加(jia)公辦學(xue)校(xiao)資源供給(gei),合理調(diao)整招生(sheng)(sheng)計劃(hua),堅決防(fang)止將政府舉(ju)辦義(yi)務教(jiao)育的責任推向市場。
八、落(luo)實“十(shi)項嚴(yan)(yan)禁(jin)(jin)”紀律要求。嚴(yan)(yan)禁(jin)(jin)無計劃、超計劃組(zu)織(zhi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)結(jie)束后,學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)不(bu)得擅自(zi)招(zhao)(zhao)(zhao)(zhao)收已被其他學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)錄取(qu)的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng);嚴(yan)(yan)禁(jin)(jin)自(zi)行(xing)(xing)組(zu)織(zhi)或與(yu)(yu)社會(hui)培訓機(ji)構聯合組(zu)織(zhi)以(yi)選(xuan)拔生(sheng)(sheng)(sheng)(sheng)源(yuan)為(wei)(wei)目(mu)的(de)(de)的(de)(de)各(ge)類(lei)(lei)考(kao)(kao)試(shi),或采用社會(hui)培訓機(ji)構自(zi)行(xing)(xing)組(zu)織(zhi)的(de)(de)各(ge)類(lei)(lei)考(kao)(kao)試(shi)結(jie)果(guo);嚴(yan)(yan)禁(jin)(jin)提前組(zu)織(zhi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),變相(xiang)“掐尖”選(xuan)生(sheng)(sheng)(sheng)(sheng)源(yuan);嚴(yan)(yan)禁(jin)(jin)公辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)與(yu)(yu)民辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)混合招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、混合編班(ban)(ban);嚴(yan)(yan)禁(jin)(jin)以(yi)高(gao)額物質獎勵、虛假(jia)(jia)宣(xuan)傳(chuan)等不(bu)正當手段(duan)(duan)招(zhao)(zhao)(zhao)(zhao)攬(lan)生(sheng)(sheng)(sheng)(sheng)源(yuan);嚴(yan)(yan)禁(jin)(jin)任何學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)收取(qu)或變相(xiang)收取(qu)與(yu)(yu)入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)掛(gua)鉤的(de)(de)“捐資助學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)款(kuan)”;嚴(yan)(yan)禁(jin)(jin)義務教育階段(duan)(duan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)以(yi)各(ge)類(lei)(lei)競賽(sai)(sai)證書、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)科競賽(sai)(sai)成績或考(kao)(kao)級證明等作為(wei)(wei)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)依據(ju);嚴(yan)(yan)禁(jin)(jin)義務教育階段(duan)(duan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)設立任何名(ming)義的(de)(de)重點班(ban)(ban)、快慢班(ban)(ban);嚴(yan)(yan)禁(jin)(jin)初高(gao)中(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)進行(xing)(xing)中(zhong)高(gao)考(kao)(kao)成績排(pai)名(ming)、宣(xuan)傳(chuan)中(zhong)高(gao)考(kao)(kao)狀元和升學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)率(lv),教育行(xing)(xing)政部門也(ye)不(bu)得對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)中(zhong)高(gao)考(kao)(kao)情況(kuang)進行(xing)(xing)排(pai)名(ming),以(yi)及向(xiang)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)提供(gong)非本(ben)校(xiao)(xiao)(xiao)的(de)(de)中(zhong)高(gao)考(kao)(kao)成績數據(ju);嚴(yan)(yan)禁(jin)(jin)出現人(ren)籍分離、空(kong)掛(gua)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍造(zao)假(jia)(jia)等現象,不(bu)得為(wei)(wei)違規(gui)(gui)跨(kua)區域招(zhao)(zhao)(zhao)(zhao)收的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)和違規(gui)(gui)轉學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)辦(ban)理學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍轉接(jie)。
九、嚴(yan)格執(zhi)紀問責(ze)。各地(di)要完善招(zhao)(zhao)(zhao)生(sheng)(sheng)管理辦(ban)法,建立招(zhao)(zhao)(zhao)生(sheng)(sheng)范圍(wei)、招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃和(he)招(zhao)(zhao)(zhao)生(sheng)(sheng)結果(guo)公示制度,健全(quan)違(wei)規(gui)招(zhao)(zhao)(zhao)生(sheng)(sheng)查處(chu)和(he)責(ze)任(ren)(ren)追(zhui)(zhui)究機制,暢通舉(ju)報和(he)申(shen)訴受理渠道,主動接受社會(hui)監(jian)督(du)(du)(du)。招(zhao)(zhao)(zhao)生(sheng)(sheng)結束后(hou),按照隸屬關系(xi),教(jiao)(jiao)育部(bu)門(men)要組織開展逐校排查工(gong)(gong)作(zuo),重(zhong)點排查曾經(jing)發(fa)生(sheng)(sheng)違(wei)規(gui)招(zhao)(zhao)(zhao)生(sheng)(sheng)的(de)學(xue)校,及時糾正和(he)嚴(yan)肅查處(chu)各種違(wei)規(gui)違(wei)紀招(zhao)(zhao)(zhao)生(sheng)(sheng)行(xing)為。對(dui)于造成(cheng)不(bu)良影(ying)響或嚴(yan)重(zhong)后(hou)果(guo)的(de)學(xue)校,視情(qing)節輕重(zhong)給(gei)予(yu)約談、通報批評(ping)、追(zhui)(zhui)究相關人員責(ze)任(ren)(ren)、依照有關規(gui)定給(gei)予(yu)減少下一年(nian)度招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃、停止當年(nian)招(zhao)(zhao)(zhao)生(sheng)(sheng)直至(zhi)吊銷辦(ban)學(xue)許可證等處(chu)罰。地(di)方(fang)(fang)教(jiao)(jiao)育督(du)(du)(du)導(dao)部(bu)門(men)要將中小學(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)工(gong)(gong)作(zuo)納入(ru)(ru)責(ze)任(ren)(ren)督(du)(du)(du)學(xue)日常(chang)督(du)(du)(du)導(dao)范圍(wei),適時對(dui)各地(di)招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)政策落(luo)實情(qing)況(kuang)開展督(du)(du)(du)導(dao)。對(dui)于造成(cheng)惡劣社會(hui)影(ying)響的(de)違(wei)規(gui)招(zhao)(zhao)(zhao)生(sheng)(sheng)行(xing)為,列入(ru)(ru)教(jiao)(jiao)育部(bu)督(du)(du)(du)辦(ban)事項(xiang),指導(dao)地(di)方(fang)(fang)嚴(yan)肅查處(chu)追(zhui)(zhui)責(ze) 。
十、營造良好(hao)(hao)氛(fen)圍。各地教(jiao)育(yu)部門(men)要(yao)與新聞宣傳部門(men)和(he)有關(guan)單位通(tong)力合作(zuo),充分(fen)、深入(ru)(ru)、細致解讀當(dang)地入(ru)(ru)學政策(ce)(ce),著力宣傳促進教(jiao)育(yu)公平的(de)具體舉措(cuo),回(hui)應人民(min)群(qun)眾(zhong)(zhong)關(guan)切(qie)。引導(dao)廣(guang)(guang)(guang)大(da)家(jia)(jia)長充分(fen)認識就近入(ru)(ru)學對于學生健康(kang)成(cheng)長的(de)價值和(he)意義,樹立科學教(jiao)育(yu)觀念,把培養孩(hai)子(zi)的(de)好(hao)(hao)思想、好(hao)(hao)品行(xing)、好(hao)(hao)習慣作(zuo)為家(jia)(jia)庭(ting)教(jiao)育(yu)的(de)首(shou)要(yao)任務,理(li)性幫助孩(hai)子(zi)確定(ding)成(cheng)長目(mu)標,克服唯分(fen)數、唯升(sheng)學的(de)功利(li)化傾向,避免盲目(mu)跟風擇校。深入(ru)(ru)農村貧(pin)困地區(qu),積極宣傳建檔立卡家(jia)(jia)庭(ting)經(jing)濟(ji)困難學生免費政策(ce)(ce)和(he)家(jia)(jia)庭(ting)經(jing)濟(ji)困難學生資助政策(ce)(ce)。加強輿(yu)論宣傳引導(dao),規范(fan)新聞報道(dao),總結推廣(guang)(guang)(guang)招生入(ru)(ru)學工作(zuo)的(de)先(xian)進典型和(he)成(cheng)功經(jing)驗,積極宣傳優質均衡發展(zhan)成(cheng)效和(he)老百姓身邊的(de)好(hao)(hao)學校,努力為每名適(shi)齡兒童少年接(jie)受公平而有質量的(de)教(jiao)育(yu)創造條件。出臺重(zhong)大(da)改革舉措(cuo)前,要(yao)廣(guang)(guang)(guang)泛征求群(qun)眾(zhong)(zhong)意見,加強風險評估,做好(hao)(hao)輿(yu)論引導(dao),設立必要(yao)的(de)過渡時限,給社會(hui)留出合理(li)的(de)預期時間,確保和(he)諧(xie)穩定(ding)。
